Is the Truth in Lending Being Told with the Annual Percentage Rate as the Measure of the Cost of Credit? |

This paper demonstrates that the Annual Percentage Rate (APR) measure required under the Federal Reserve System's Regulation Z is not consistent with the mathematical procedures involved in calculating the interest charges on a loan. The APR is never a correct cardinal measure of the true cost of credit, and it is a correct ordinal measure only under specific restrictive conditions. Since the APR always understates the true cost of credit, and since a correct cardinal measure is already familiar to the finance profession, it is difficult to justify the required disclosure of the APR. The Annual Effective Rate should be required as the summary measure of the true cost of credit for all types of consumer loans.

The consumer complaint‐handling literature characterizes users of toll‐free Hotlines, but satisfaction with this consumer service has not been evaluated. A telephone survey was conducted of callers to a Wisconsin consumer protection Hotline in an effort to assess user satisfaction. When filers of complaints and inquiries were compared, it was found that complainants were more likely to have used the Hotline more than once or to have recommended it to others, while inquirers expressed greater satisfaction with the agency. As expected from previous research, users were generally satisfied with the Hotline and related services; high‐status groups were most satisfied; and low‐status persons were less likely to have used the

摘要:
This paper reports on a study in which 60 volunteers used computerized diets for two weeks to experience how consumers react to drastic changes in eating practices. The diets for the experiment were developed by linear programming techniques to be as nutritious as the Thrifty Food Plan but substantially lower in cost. The results suggest this procedure could be used for devising dietary guides for consumers tempted to try a food plan assuring nutritious meals at low cost.
