Responsibility, authority, autonomy, and accountability— these terms are frequently heard in nursing today, and they are often used interchangeably. Yet each denotes a specific concept. Seeking to clarify the distinction among the four concepts, Batey and Lewis studied the literature and asked directors of nursing to define the terms. In a two-part series for JONA, they share the results of their work and raise some important questions concerning the true meanings and existence of autonomy and accountability in nursing service today.In Part 1 the authors focus on responsibility, authority, and autonomy as preconditions for accountability. Their discussion and selected statements from directors of nursing highlight key aspects of the concepts and bring them into clearer perspective as they pertain to the organization of nursing service.

The quality of the decisions nursing administrators make influences their effectiveness. Using a framework that views decision makers as subjectively rational people who must often make decisions on the basis of incomplete informa-tion, these authors analyze the decision-making task. They take the reader through the process -from choosingpriori-ties to monitoring the results once the decision is imple-mented. Whether as a refresher or an introduction to syste-matic decision making, their practical, descriptive analysis of the decision-making process can stimulate increased effectiveness in this integral aspect of nursing adminis-tration.

The equations in the following commentary and reply may make this discussion look formidably technical. But nurse administrators who take the time to read through the exchange, as well as the April1 982 JONA article on which it is based, will gain a useful and much needed method for relating staffing requirements to patients nursing care needs. A t a time when administrators decisions are gov-erned more than ever by total expenditures, a mechanism for relating qualitative and quantitative factors in staffing can be a boon. The contribution Virginia Cleland made in her article on this crucial topic was to factor quality into the equation: assessing not just how many hours of care are needed for patients with various leveh of need, but what kind of staff, what level of competence. Robert Hanson,whose comment suggests revivions to improve the formulas, will address the same issue in his own article Managing Human Resources in the December 1982 JONA.

After 60 years of human resources management, where are all the committed, loyal, and dedicated employees? In a Harvard Business Review article, Wickham Skinner seeks to identify what has gone wrong with motivating employees. For JONA readers, we present Skinner's discussion in two-part, abridged form. In Part 1, published in last month's JONA, Skinner defined the problem and addressed two of four reasons that he believes account for the difficulty. Here, in Part 2, Skinner addresses the other two reasons and then proposes a new approach to developing human resources. JONA readers will find a thoughtful analysis of a most important management problem and some proposed direction toward improving human resources performance.

摘要:
This article describes an extended study that was first reported in the October 1980 issue of The Journal of Nursing Administration. There the authors compared the attitudes of faculty and nursing service personnel in rating the importance of a number of psychomotor skills. This article takes the study a step further and also documents the responses of recent baccalaureate graduates in rating the relative importance of the same list of skills. The authors' conclusions point to some discrepancies among the expectations of the three groups studied. Their discussion encourages continued collaboration between nursing administrators and nursing educators in determining expectations for clinical preparation of nursing students.
