Eurimage, under contract to the European Space Agency, (ESA), distributes and markets Landsat data acquired at Kiruna, Fucino and Maspa-lomas. The commercial aspects of such a business are very new and Eurimage faces a challenging and exciting future. This article describes a brief history of the commercialization of remote sensing data and discusses both the present operations and future plans of Eurimage.

In this era of competing demands and scarce resources, decision makers in the international market-place will determine whether or not the benefits of remote sensing technology outweigh its costs. Technical capabilities of remote sensors are important, but additional factors are considered when making the purchase decision. This is especially true when the purchase is to be made by decision makers in developing countries. They must question whether or not the technology can be successfully applied. Effective application depends upon the ability of organizational actors to manage the technology transfer system. The purpose of this paper is to provide information that will contribute to a better understanding of that system and the major obstacles that will be encountered as we pursue remote sensing commercialization. From this perspective, recommendations are developed that could be applied to improving the potential for commercialization in the developing world.

摘要:
The first European satellite programme dedicated to meteorological observation of the Earth is the Meteosat Operational Programme, exploited since 1 January 1987 by the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT). This programme is fully funded by the national meteorological services of EUMETSAT's member states. It is not a commercial programme, but serves the needs of the national meteorological services in particular for the provision, of weather forecasts. Apart from the meteorological services a large variety of other users, some with commercial objectives, are now showing a growing interest in the use of satellite data. The EUMETSAT Council has recently adopted principles of distribution and charging for satellite products, thereby developing a mechanism for the provision of access to data upon payment of fees.

With the development of remote sensing technology, we have today the technical means to provide cartographic products of excellent quality; but these images are very expensive to produce and therefore not always affordable. This paper attempts to assess whether the advantages and benefits of this new technology are great enough to justify the costs by comparing the costs and advantages of a map produced using SPOT data over one produced by traditional methods.

The integration of remote sensing data in the information used by the services of the European Commission fpr the preparation and implementation of sectorial Community policies is making rapid progress. The principal areas of application include agricultural statistics, forestry management and land and sea environmental monitoring. This paper illustrates the growing role of remote sensing within the context of the European Community's actions for the protection of the marine environment and resources. It describes the research being done by the Joint Research Centre in this application area, specifically the Centre's contribution to the development of remote-sensing-based methods for the surveillance of sea pollution and the study of coastal up welling.

The Remote Sensing Technology Center of Japan (RESTEC) is a nonprofit-making, private foundation working in conjunction with the Science and Technology Agency and the National Space Development Agency of Japan. It strives to promote environmental protection, social economy and national welfare through the development and dissemination of remote sensing technology for the monitoring of global resources and environmental phenomena. This paper describes RESTEC's organization, equipment and major activities. It details RESTEC's achievements in research and development of remote sensing technology and equipment, its activities in the distribution of remote sensing data and the kind of training courses offered by RESTEC in Japan and elsewhere. The author discusses current user and product trends in Japan, but concludes that commercialization of remote sensing technology in Japan is yet to come.

Routine coverage of the whole world through a large number of countries affiliated to different commercial organizations, with data available to all those who can afford it, seems to be the future trend in the commercialization of remote sensing. How do these trends affect a developing country? Can developing countries realize true benefits from this remote sensing technology or would it only serve to increase their dependence on the more advanced industrialized countries? This question and related issues are addressed in this paper, which looks at the international commercial scene, reviews the market from a developing country's point of view and examines some of the problems and legal and political issues confronting developing countries. The author concludes that the technology of remote sensing and the current international framework under which remote sensing activities are carried out favour the developed countries; it is unlikely that developing countries will benefit substantially in this endeavour unless the governments of the more advanced, developed countries work together to try to alleviate some of the obstacles and problems.
