摘要:
Remote sensing and GIS education and trainmg in Central and Eastern Europe should see more emphasis on practical and hands-on experience in the processing and analysis of digital imagery, less theoretical ex cathedra teaching and more attention for high-priority applications, including the implementation of post-graduate and extra-mural refresher courses for mid-career professionals. Constraints are a lack of budgetary resources, a shortage of teaching staff, appropriate equipment (hardware and software), and suitable cremote sensing imagery for practical exercises. West-east cooperation will be in the interest of all concerned.

摘要:
The development of remote sensing education and training in Hungary is traced from 1980 under the Intcrcosmos Council (established in 1967) to the present Hungarian-centred activities under the Hungarian Space Office which has assigned 40 per cent of the entire space programme to Earth observation, Although still in a state of transition, a wide educational programme is in place involving a number of institutions, Details of the programmes in universities, colleges, scientific societies and the FÖMI Remote Sensing Centre are presented in the context of the research and applications requirements of the country.

This paper discusses some key issues in remote sensing education and training in Europe, with special emphasis on the manpower requirements by the various user agencies of Earth observation data. The issues treated in the paper include: who needs to be trained and why; how many people need to be trained; how long should the training be; what should be taught; how should remote sensing be taught; where should the training take place; who should do the training; who pays for the training; and European standards in remote sensing education and training.
