The President's Reorganization Project for the Federal Statistical System in 1979 recommended establishment of an Office of Statistical Policy in the Executive Office of the President, functioning as a separate agency reporting to the president and accountable to the Congress. That office would be the focus of federal statistical coordination and policy. The Final Report of the project, which follows, describes the rationale and historic background for the project's recommendations and the mission and functions of the proposed office. Comments on the report are provided, as is a description of subsequent legislation that has resulted in statistical reorganization that differs from that recommended by the project and approved by the president.

摘要:
In 1966, the Russian cyberneticist, A.G. Ivakhnenko, introduced a technique for constructing an extremely high-order regression-type polynomial. The algorithm, the Group Method of Data Handling (GMDH), builds a multinomial of degree in the hundreds, whereas standard multiple regression becomes bogged down in computation and linear dependence. The GMDH method is ideal for complex, unstructured systems where the investigator is only interested in obtaining a high-order input-output relationship. Also, the Ivakhnenko algorithm is heuristic in nature and is not based on a solid foundation as is regression analysis.

In a recent paper on statistical consulting (Marquardt 1979), an operational approach calledtotal involvementwas advocated. This paper continues that discussion, but focuses on the criteria for evaluating a consultant's effectiveness, whatever the operational approach. A related goal is to characterize sources of data to evaluate performance. Interrelationships with the consulting environment and the evaluation viewpoint are explored. The total involvement approach is found to produce not only maximum consulting effectiveness, but also a clear definition of what is expected of a statistical consultant, and a wealth of performance evaluation data as by-products.

摘要:
Consideration of some practical uses of statistical bivariate maps—for example, display of association between variables—leads to principles for making effective use of color to represent data values. Effective color schemes for bivariate maps are viewed as continuous transformations from color models to the unit square with appropriate restrictions involving hue, saturation, and brightness. Several schemes, including those used by the U.S. Census Bureau, are criticized on the basis of this theory.
