This report is the product of the Task Force on State and Local Government Statistics formed by the ASA Committee on Government Statistics. The Task Force began its work in March 1985 because of a growing concern among ASA members that state and local governments were undertaking many statistical programs and functions of which the ASA had little knowledge and for which it had little role in supporting, and because of the potential and real impacts of federal policy changes and budget reductions on state statistical programs. The report examines the need for state and local government statistical policy, reviews current practice, summarizes elements of a statistical policy, proposes alternative models for organizing the statistical policy function, and makes recommendations for further action.

Attempts often have been made to transform clinical and laboratory data to approximate normality for the purpose of developing either univariate “normal” ranges or multivariate reference ranges in the “supposedly healthy” population. For many of these transformations to be successful, it has been necessary to arbitrarily delete outlier values with no scientific justification for doing so. In this article, construction principles used in the determination of these ranges are reviewed. In addition, the Box–Cox family of power transformations is proposed as a means of obtaining an approximate multivariate normal distribution without an arbitrary deletion of outlier values. This method will allow for the construction of reference ranges for the clinical and laboratory variables of interest.

The World Fertility Survey carried out cross-sectional probability surveys of fertility in more than 40 developing countries between 1972 and 1984. Statistical issues in regression analysis of the data are reviewed, including treatment of interactions, the selection of regressor variables, and appropriate linear models for rate variables. Similar issues arise in many other applications of regression to observational data.

The signal-detection and receiver-operating-characteristic (ROC) methods, as evolved from an engineering context, are here adapted for use in general biobehavioral contexts. It is shown why, without such adaptation, the results of using ROC methods are not robust in such biobehavioral contexts. With adaptation, the ROC methods prove a valuable addition to the established body of statistical methods of assessing 2 × 2 association, serving as a basis to organize and to interrelate otherwise seemingly disparate approaches.
