As the Medicaid programs become increasingly important payers of AIDS‐related care, state governments will face difficult policy choices in allocating limited Medicaid resources among many competing health needs. The state legislatures will play a critical role in these allocation decisions. This research presents the results of an analysis of attitudes concerning Medicaid coverage of AIDS‐related care among state legislators serving on health‐related committees in all 50 states. The model employed includes characteristics of the state legislators, their districts, and their states to explain the legislators' allocation choices and attitudes relating to Medicaid coverage of AIDS‐related care. The relationship of these factors to the actualization of AIDS‐related state policy also is examined. The model identified political ideology, party affiliation, and sex of the state legislator as the most important predictors of attitudes about AIDS‐related Medicaid policies. Throughout the past 30 years there has been a perception of tension between social equity objectives and the agenda of environmental politics. This tension has arisen in many forms and arenas: on a social class basis, on a gender basis, and on a racial basis; regarding jobs, regarding health, and regarding competition for governmental funding. At the base, however, many of the tensions are as much perceived as real. There is more basis far common purpose between these several social movements and objectives than is ordinarily perceived.

Federal grants‐in‐aid have been a major instrument for the exercise of national influence on the states. This research investigates empirically the degree of perceived national influence (PNI) exerted through the grant process during the 1970s and 1980s. Respondents were state administrators heading agencies that received federal grants. Surveys at four points in time across the two decades produced a unidimensional measure of PNI. PNI levels were notably higher in the 1970s than in the 1980s. Two competing explanations were offered to account for the decline: (a) intergovernmental institutional policy changes promoted by the Ronald Reagan administration from 1981 through 1988, and (b) symbolic and rhetorical advocacy of an altered (reduced) national role in relation to the states. This article critiques the George Bush domestic policymaking process and argues that Bush had the second‐lowest level of policy competence among postwar presidents, ranking above only Ronald Reagan. Although not overtly antianalytic like Reagan, Bush gave little thought and effort to restoring the badly damaged executive branch domestic policymaking process. The article closes with suggestions about the steps needed for, and the difficulties in establishing, a strong White House policymaking process that generates fruitful interaction among key policy advocates over time and that establishes sufficient Executive Office of the President (EOP) capacity to monitor the implementation and management of presidential policie

While it is recognized that disability policy is a subset of broader public policy, the relationship between disability issues and other public policy issues is not well understood. Insight into this relationship can be gained through a greater understanding of the concept of “handicap,” as distinguished from the concepts of “impairment” and “disability.” In everyday conversation, these terms typically are used interchangeably and erroneously. However, when applied correctly, their important differences help us to focus on the appropriate level for analyzing disability and other policy issues. The conjunction of two seemingly disparate fields of research such as disability studies and political science creates the potential of yielding results that are either familiar or unexpected. On the one hand, it is probable that the merger of these subjects might contribute insights that could expand the scope of investigations about disability and add one more important element to policy analysis. On the other hand, it is also possible that the reciprocal impact of these areas of research could expose significant anomalies in the dominant paradigms of either or both fields that might have a lasting effect. The first portion of this paper examines the impact of political science on disability studies; the second part assesses the potential effect of disability studies on political science; and the final segment explores the prospects for a new paradigm in political science that would permit an increased analysis of social movements and political identity, theories of social change, the phenomenon of paternalism, and the implications of differences in physical appearance.

The past several decades have seen the rise of two movements, the disability rights movement and the women's movement, with parallel concerns, histories, organizational issues, and other attributes. This article examines the philosophies of the two movements and their significance for the policymaking process. For example, both have struggled with the issues of difference versus equality in determining public policy; both stress the importance of considering problems to reside not in personal characteristics but in interactions with the environment. The article traces these and other similarities in ways of looking at policy problems between the women's movement and the disability movement, examines how these similarities reveal a fundamentally different view of policymaking, compares this philosophy with basic tenets of the Clinton administration, as expressed by key policymakers, and discusses what policy would look like if these changes occurred.
