In recent years policies for social protection initially designed for purposes of income maintenance have come to place increasing emphasis on the reintegration of welfare beneficiaries into the labour force. This paper describes a range of initiatives in public assistance, unemployment insurance, disability insurance, and public pensions, which link social benefits with incentives to work. These measures are seen as part of a broader pattern of change that seeks to balance social rights and obligations. The reasons for this change are examined in the light of demographic trends, ideological shifts, and unanticipated consequences of past social welfare policies. The Tunisian system, which is set up on the basis of “a pluralist occupational model”1resulting from successive additions of occupational‐type schemes, is very complex in structure. The proliferation of both the legal texts and the parties involved is so marked that it is not an exaggeration to refer to a multitude of subsystems which, taken together, are worthy of the title “system” only as a matter of convenience. Incompatibilities and the variety of logical structures are reflected in a lack of rationality and the need for an overall reform — which has been under discussion for some two decades but which was particularly intense starting in the early 1980s.2Enactment of Law No. 8686 of 1 September 1986, dealing with the reorganization of the social security funds, which was supposed to finalize this debate, paradoxically relaunched it and provoked renewed bitter arguments. The legislative action was received negatively by almost all parties concerned and the Law itself has never been applied. The ineffectiveness of this reform and the wait‐and‐see attitude of the public authorities have been due to the difficulties inherent in trying to master the elements of a global reform which would necessitate reorganization of the administrative bodies and harmonization of schemes. In treating these separately, the legislator condemned the reform to inadequacy or ineffectiveness. This has been the case owing to a series of major obstacles which have been felt all the more because the 1986 law turned out to be inappropriate to deal with its

Freedom of movement in an integrated European Economic Area created the need to coordinate social security legislations by means of complex regulations. Improving their application calls for innovative solutions based on the experience of ISSA member institutions, ILO standards and the initiative of non‐governmental organizations. These solutions are also of interest to institutions in states — even non‐European states — linked to the Community by bilateral or multilateral conventions. The main objective is to simplify and speed up administrative procedures, notably for the award of pensions to migrants, given the desirability of identifying them and reconstructing their working careers at the earliest opportunity. Teleprocessing must gradually replace the international circulation of forms, facilitating in particular the provision of medical care during a temporary stay. From the outset, French family policy has vacillated between several objectives: defending the institution of the family, encouraging childbirth and reducing social inequalities. In the current context of social policy, certain family allowances take on the appearance of veritable social incomes policy measures. Children, in the same way as loss of employment or disablement, give rise to entitlement to social solidarity. This paper will examine the case of the single‐parent allowance, introduced in France in 1976, and will place it in the context of “minimum social incomes”, taken to mean those that afford a modicum of self‐respect, rather than being mere subsistence
