The Beveridge Committee had an inauspicious start. It was intended by the British government to be a minor tidying‐up operation. When the report was completed, the government seriously considered not publishing it. The report advocated family allowances, a free health service and full employment, and that all social insurance benefits should be at flat rate and at subsistence level with the aim of abolishing poverty. But the actual recommendations would not have fully achieved Beveridge's aims. Although the report had a rapturous media reception, the government initially decided not to commit itself to action. But pressure from parliament forced Prime Minister Churchill to produce plans for legislation. When the report finally became law, the benefits were about a third less than Beveridge had recommended. As a result his social assistance safety net, intended to have a very small role, ended up giving ultimate protection to some 7 million persons. The “contemporary setting” was the midst of total war and its social and economic circumstances. The flavour is recaptured in a 1942 newsreel. The effect on members of the armed forces is examined. The reaction of the coalition government and the responses of the Conservative party and of the Labour party showed divisions within each, documented in archives of party conferences, current periodical articles, and interviews conducted in 1992 with expert witnesses Lord Longford (Frank Pakenham) and Lord Hailsham (Quintin Hogg). Beveridge's Liberal party affiliation is reasserted and reviewed. The report's influence on other European countries merits further investigation, as many governments and forces in exile were in Britain in 1

To complete this special issue for the fiftieth anniversary of the Beveridge Plan, we felt it appropriate to reproduce an article written by the late Guy Perrin on the occasion of its fortieth. It seemed to us that his exemplary appraisal, as relevant today as it was then, amply merited republication, testifying as it does to the clearsightedness of its author. Publishing it also enables us to pay discreet homage to a colleague who will be much missed: we have no doubt, for example, that if he were still among us today he would use the Beveridge Report as a torch to illuminate for us the likely trends in social security over the next ten years. In this article, first published in 1983, Guy Perrin outlines the major principles governing the Beveridge Plan, namely those of universality, unity and what he calls integration. The many quotations and references afford an insight into the conditions under which the plan was written, enabling us to measure its impact both at the time of its publication and four decades later. It concludes by declaring that “the enduring topicality of Beveridge still exerts an impact today, in the sense that the time has come to stop following him and start imitating him”. Beveridge and his Plan occupy a singular place in the pantheon of social policy. This is due partly to the wartime circumstances under which the Plan was published and partly to T.H. Marshall's world‐historical reading of the Beveridge‐inspired welfare reforms of the first majority Labour government. Equally, Beveridge's reputation rests on his ability to balance the liberalism and collectivism inherent in any social policy. But this balance also introduced fundamental ambiguities into his proposals. Most important was the contradiction between a right to benefits based, on the one hand, on the recipient's status as a contributor to social insurance and, on the other, sheerly on the facts of citizenship and need. Social rights are not, as one might believe from the Marshallian interpretation, a simple extension of civil and political rights. Finally, the increasing internationalization of the welfare state and the consequent broadening of its interpretation, which tends to marginalize the social citizenship model, will either diminish or significantly change the evaluation of Beveridge's place in hist

Welfare state typologies can be a useful means of grouping together countries with similar policy regimes. Whether the policy outcomes of these regimes are similar is an empirical question which could not be adequately addressed until the advent of the Luxembourg Income Study (LIS) project. Using evidence from the LIS data on income inequality and poverty, this paper examines the extent to which regime types and outcomes coincide. The findings suggest that while there is a broad coincidence, these typological frameworks are beset by boundary problems which result in the misclassification of some countries. In addition, as individual nations change policy direction, the task of sorting ideological postures from substantive change decreases the reliability of such typologies.

Systems of social protection in the member states of the European Community differ not only in organization but also occasionally in their conception. Nevertheless, on closer examination this diversity proves to be less significant than it seems. Those systems have, moreover, a series of common problems to confront. Furthermore, the establishment of the single European market will entail a growing and varied mobility of persons and increase the need to move towards standardization of social protection levels. The Community therefore proposes to promote the convergence of member states’policies, while recognizing and respecting the diversity and autonomy of systems.
