摘要:
This paper describes a system dynamics model of a hypothetical region. The region provides an environment for three typical civil engineered systems; water resource, sewage treatment and urban transportation. The interaction of the key parameters of each system within the system, as well as among the systems, are examined through scenario analysis using simulation and analytical techniques.

This paper summarizes new lifeline seismic risk assessment techniques. These combine the advantages of deterministic (i.e., scenario-based) analyses with those of probabilistic (i.e., risk-based) analyses. Modifying the elegant work of Moghtaderizadeh and others, the new techniques are compatible with continuous component fragility models rather than being limited to artificial discrete dichotomous fragility models. Mathematical simplifications limit the number of events required so that the systemic consequences of those events can be examined in sufficient detail to permit comparison of alternative mitigations. These new techniques are demonstrated in terms of a model application to an urban water system in a highly seismic environment.

Based on previous work, this paper aims to show how approximate methods of estimating exposure can lead to a preliminary ranked list of chemicals for regulation of carcinogens. This list is likely to be more reliable, than those so far generated. The paper argues four main points. Firstly that an indication of the route by which the total production of a hazardous material is distributed and enters the human body should be explicitly included in calculations. Second, simple calculations based on conservative bounds should be made to establish a ranking or set of priorities for regulation. Third, an improved system for establishing regulatory priorities can be based on formal analysis using regret functions. Finally some simple, bounded, calculations based on commonly used herbicides and pesticides are made and it is shown how some regulatory processes could be modified.

摘要:
A simple game theoretic model with hierarchical structure is developed for regulating the total amount of pollutant discharged by all the effluent producers in a given region, where the allowable limit on total emission, that is the environmental carrying capacity, is assumed to be given. It is proposed that the total emission is to be allocated amongst all the polluters so as to maximize the social benefit, and that the social benefit is to be allocated through taxation on the companies under the criterion of impartiality. The concept of impartiality is defined as equal individual satisfaction for the polluters who cooperate. This concept is applied to solve the characteristic function game. A numerical example is included.

A model for the least cost layout and design of looped water distribution networks has been developed. The model consists of two linked linear programming formulations. One linear program determines the least cost layout of a looped distribution network given an initial pressure distribution. The other model determines the least cost component design given an initial flow pattern or pipe layout. The linkage between the two linear programs is provided by the use of output from one linear program as input to the other. Since the constraints in the layout model may provide looping without ensuring true redundancy in the system, a layout review is necessary after solutions of the layout model. If true redundancy is not present a set of ‘optional’ constraints can be applied and the layout model solved again. The procedure is demonstrated by application to a sample network.

摘要:
The approaches used in offering a required course for undergraduate students, an elective course for both undergraduate and graduate students, and a Master of Science program in civil engineering systems are described. Student attitudes about systems analysis and teaching challenges are discussed. My teaching philosophy is to integrate economic and engineering principles into an unified approach for solving civil engineering design, planning and management problems. The manner in which this philosophy is incorporated into systems courses and the MS program is illustrated.

The department of civil engineering at the University of British Columbia has. over the past 15years, developed a number of courses in optimization and decision analysis. These courses originally emerged from research interests in water resources and the needs of the water resources program but have since become entrenched in the undergraduate core and are now expanding into a department-wide program at the graduate level. Experiences during the evolution of the programme are described. An outline of the author's views of a comprehensive teaching programme, which is now largely in place, is presented together with some of the difficulties the programme hopes to resolve.
