摘要:
AbstractIn this paper the authors review developments within the prison service since the publication of the May Report in 1979. They do so from the standpoint of their own evidence to the May Committee because, it is argued, no alternative view of the future of the prison system has been systematically developed. It is suggested that in spite of the abandonment of serious attempts to control the size of the prison population, the massive extension of the prison building programme, and the continuing uncertainty surrounding industrial relations, there are some small signs of change which could, eventually, produce real reforms in the prison system.

AbstractIn his recent article in theHoward Journal, McWilliams examined the proposition that the relationship between probation officers and courts has deteriorated as a result of a growing gulf between a virtually unchanging bench and a much changed justices' clerk and probation service. There have however been substantial and significant changes in the nature of the bench and its work which, it is suggested, have had a fundamental effect upon the growing belief in this proposition. When these changes are considered with alternative interpretations of the changes in the probation service, the possibility of alternatives to McWilliams's tentative solutions emerges.

AbstractThis paper introduces the special Ulster issue of theJournal. It argues that Ulster offers enough similarities with other jurisdictions in the British Isles to enable comparison, and enough distinctive features to make such comparison interesting. AbstractA N.A.C.R.O. review team recently suggested some changes in current methods of fine enforcement to reduce prison receptions resulting from default. In Northern Ireland fines are imposed less frequently than is the case in England and Wales. It is contended that Northern Ireland has had less resort to imprisonment for fine default after less serious offences but more such resort for more serious offences. Recent legislation has given sentencers in Northern Ireland more flexibility in means of enforcement. It is argued that the capacity of these changes to reduce rates of imprisonment on default should be determined before other changes are considered.

摘要:
AbstractAn analysis of the occurrence book entries from a police station in urban Belfast, and from a rural area of Northern Ireland are presented. Both areas are subject to high levels of civil unrest. A considerable service element is identified in the range of entries from both urban and rural areas. Analysis of the sources of entries revealed a high level of public involvement in reporting incidents, etc. The data are discussed in terms of the development of a descriptive analysis of policing.
