摘要:
This paper addresses the extent to which the governmental authorities on the national and international level have the capacity to deal with the more varied and complex management tasks in Norwegian waters. By and large the responsible agencies have succeeded fairly well in handling the inter‐use conflicts in national waters and the maritime relations towards neighboring countries. The management tasks have generally not been very complex, however, mainly due to the small Norwegian population and the large ocean areas under Norwegian jurisdiction.

Western Australia is fortunate that there have been few natural disasters on the coast. However, low levels of coastal erosion during the 1970s demonstrated the need to establish coastal zone management in that state of Australia. The erosion was quickly contained because private ownership to the high water mark is almost nonexistent, private property being set back behind coastal reserves along most of the coast. The provision of coastal reserves has been part of a deliberate nonstatutory coastal planning and management approach. As a result Western Australia has been able to use existing acts, coordination between existing government agencies, and coastal policies rather than enact specific coastal legislation to manage the coast.

One way fishery allocation impacts can be mitigated is by developing alternative resource uses. In an effort to minimize the impacts of declining salmon allocations for Oregon charter operators, existing charterboat activity and consumer potential for nonsalmonid trips was determined and compared. Results show existing trips are predominantly salmon and bottomfish, while consumer interest is largely for sightseeing and whalewatching trips. Charter market segments are identified and described. Suggestions are given for charter operators interested in providing nonsalmonid trips and for public agencies who might assist charter operators in making the transition.

During the early development of the national coastal zone management program there was no federal prescription with regard to how coastal states should proceed in establishing their programs institutionally. At one end of the spectrum was the California model—a new coastal ‘'superagency'’ with power not only to plan, but to regulate development. At the other end of the spectrum was an approach which relied on existing agencies and authorities and improved policy development and coordination; this approach was described as “networking.”;

Perdido Key, a transgressive barrier island situated along Northwest Florida, U.S.A., is used to exemplify the importance of prior planning for posthurricane reconstruction along populated coastal areas. A framework is presented in which nine selected planning criterion (erosion rate setbacks, foredune preservation, hazard zone restrictions, estuarine setbacks, planned unit developments, evacuation planning, vertical evacuation, hazard district taxation, and public participation) are integrated with data describing the morphological response of the barrier to two recent hurricanes—Frederic (1979) and Elena (1985)—prompting the confluence of government and market forces towards a more unified and complete mitigation approach. The “window of opportunity”; conceptinter alia,is advocated as a necessary approach to enhance mitigative planning via its inception during the short‐lived “launch windows”; phase following a destructive hurricane.
