摘要:
Effectiveness and correct procedure have come into focus at institutions of higher education. Quality becomes a strategic factor for competition and cooperation among universities. A quality-aware organization is not created spontaneously—it requires a committed, visible leadership that promotes the relevant issues. It is important to engage the staff in work on quality evaluation. Furthermore, the top management of the university should be evaluated against university objectives. The quality status of universities must be evaluated on an ongoing basis, but the evaluation perspectives needs to be changed.

摘要:
This paper describes a formalized approach to quality assurance for higher education institutions. The approach has been developed in the UK by the Engineering Professors’ Conference (EPC). The EPC approach is based on the same principles of quality assurance as ISO 9000, but also includes appropriate elements of total quality management. These concepts are briefly discussed together with an opinion on the suitability of ISO 9000 for quality assurance in higher education.

It is important for universities, students and employers to know about equivalent degrees in different countries. Are, for example, the Dutch Ingenieur, the Swedish Civilingen-jör and the German Diplom-Ingenieur comparable? In 1990 the Association of Universities in the Netherlands initiated an evaluation study: International Programme Review—Electrical Engineering. An international committee of experts visited 11 faculties in 6 countries and assessed the programmes for electrical engineering. This article describes the working method of the committee. The method had four important components: (1) formulated minimum requirements; (2) a questionnaire for collecting information; (3) a checklist for the assessment; and (4) site visits. After the description of the method, some results are discussed and remarks are made regarding international programme reviews of this kind.

Developments in the design of first degrees in engineering in the UK are described. ‘Quality in education’ is interpreted as ‘defining worthwhile learning goals and enabling students to achieve them’. The implications of this definition for the education phase of the formation of chartered engineers and incorporated engineers are discussed. It is concluded that two kinds of degree are needed, one which emphasizes the development of ‘understanding’ while the other emphasizes ‘know-how’. Both degrees, of course, include relevant ‘knowledge’ and ‘transferable skills’. Once all these educational terms have been carefully defined, how teaching and assessment methods can be adapted to match these different learning goals and how integrative thinking can be developed for problem-solving purposes are explained.

摘要:
This article focuses on the development and implementation of a quality programme for higher education at the Hogeschool Utrecht in the Netherlands. Over the last 5 years, there has been increased interest in the improvement of quality for the educational process in higher education in the Netherlands. On the one hand, higher education is confronted by a diminishing number of students and reductions in government funding. On the other hand, higher education is expected to become more flexible in its organization and finance. Institutes of higher education are developing policies and procedures for assisting the primary process (‘good’ education for students and society). In the Netherlands there are special quality guidelines for services like education, derived from the standard ISO 9004-2.

Russian higher engineering education is undergoing radical reform caused by the new political and economic situation in Russia. The aim of the reform is to develop a flexible system of engineering education under market economy conditions, considering customer interests and international tendencies in engineering education. The major concepts and principles of a complex system for assessing and monitoring the quality of engineering education are outlined.

In 1992, a national quality assessment report covering courses in all the Swedish schools of mechanical engineering was presented. It was the starting point for a revision of the curriculum of mechanical engineering. The report included general ideas for all institutions as well as specific proposals for individual institutions. This article comments on the general ideas and specific proposals presented, and offers an analysis of the consequences. Furthermore, it presents overall considerations regarding quality issues, the philosophy behind the new curriculum and the major changes involved.

This article documents the approach used and the design decisions taken during the establishment of a quality system for teaching activities in the Department of Mechanical Engineering at the University of Leeds, It describes the motivations for performing the work, how it was organized and resourced, the approach adopted, and the impact of the Higher Education Funding Council for England teaching quality assessment exercise. The article then details each of the stages of the project in turn, from specifying the scope of the work; analyzing the activities involved; defining the quality policy of the department; analyzing various quality system models and selecting the most appropriate one; defining the structure of the documentation to be produced; writing the quality manual and procedures; and the implementation of the system itself The article concludes by giving the current status of the system. Experiences gained from introducing and using the quality system are documented elsewhere: this article concentrates on its conception and design.

This investigation examines the career development of a sample of engineers from pre-degree to, in many cases, post-chartered status. Their personal and academic characteristics are evaluated and linked to their effectiveness as professional engineers, as measured by salary rewards. Although these personal and academic factors are commonly believed to be an important component of industrial effectiveness and a valid predictor of future performance, they appear to have only a marginal influence and questionable value as predictive mechanisms. None the less, the study gives insight into the personal motivations and aspirations of engineering graduates and makes a number of recommendations for educationalists. Whenever possible, the findings of this study are compared with those of other authors.
