摘要:
This article evaluates the new conception of symbols and rhetoric in organization theory (March and Olsen). It is a perspective that departs from the traditional instrumental view in political science (cf. Edelman}. This reorientation postulates the close connection between legitimacy and symbols, viewing symbolic language as a way of producing social integration. However, this perspective neglects the crucial aspect of legitimacy, i.e., a moral justification of power. Legitimacy concerns the cognitive and rational aspect of political argumentation rather than the expressive and symbolic aspect. Symbols, then, raise distinct analytical problems that refer to the authenticity and sincerity aspect of behaviour. Politics has to do with the just allocation of welfare, and symbols signify meaning and loyalty Thai governmental policy is merely symbolic, then, denotes that it does not produce any real effects.

摘要:
Control is usually seen as hierarchical, centralized inspection. Without control, chaos is thought to prevail. This tendency can be illustrated by the way the public sector seems to solve most social problems: by legislation and bureaucracy. In this article five control forms are developed: bureaucracy, market, democracy, collective, and knowledge. Their similarities and differences are outlined, and the principles behind their use and internal dynamics are analysed. Finally, the development of control forms in modern societies is discussed.

摘要:
Following the mainstream modelling of ‘politico‐economic interaction’, the author reviews the major analyses of the Scandinavian countries. Noting that empirical findings diverge, both for the reaction function and the popularity function, the article estimates these relations on Norwegian data. For thepopularity function, the analysis suggests that rates of inflation have a weak, but statistically significant impact on the popularity of governments. For the recent non‐socialist governments, the analysis suggests greater impact of unemployment and real wage growth as well. The results for thereaction functionsupport the mainstream notion that declining rates of inflation and increasing unemployment tend to cause more expansionary government policies. The estimated equations do not support the proposition that the election cycle or governments position on the opinion polls influences economic decision‐making. This article examines Danish welfare and industrial policies to see if Peter Katzenstein's description of such policies as instances of a successful strategy of compensation for the social costs of an open economy and adaptation to international markets is correct. It is argued that the universal welfare state and corporatism pose severe restrictions on policy flexibility Universality of benefits is conducive to political consensus but also expensive because no one party is willing to assume the political costs of substantial change. Similarly, the comprehensive inclusion of organized interests in the formation and administration of industrial policies prevents the exclusion of any one organized interest from a share of government subsidies. Consequently, policies are broad and consensus‐generating rather than flexible responses to changes in international markets. This article examines the accuracy of the Gallup poll in a situation involving multiple political parties of different sizes Using data collected by the Danish Gallup Institute 1957–1980. the article demonstrates that polling results, except those of small parties, are well within the sampling error.
