摘要:
A politico‐economic model for the Australian government is developed. based on some simple theoretical hypotheses concerning the interrelationship between the economy and polity. The popularity function describes the first link between the state of the economy and the voters' behaviour. It is shown that under correct specification, which includes both economic and political factors, unemployment and infldtion have a sizeable quantitative influence on government popularity. The second major link is described by the policy function. This paper applies the emerging neoclassical economic theory of politics to the question of why some industries receive more government assistance than others. Various determinants of the incentives for interest groups to demand assistance and for governments to supply assistance are suggested on a priori grounds. An attempt is then mode to see how well these factors can explain (I) the differences between rates of assistance to Australia's munufacturing industries at various points in time between 1968–49 and 1977–78. and (2) the different changes in those rates during the mid‐1970s. ‘Constant market shares’ analysis is used to examine Australia's exports to its major trading partners. Declining shares of overall UK. EEC and US markets were partly offset by increasing shares of Japanese imports. Australian exports of alumina, iron ore, coal, other metalliferrous ores and some non‐ferrous metals and semi manufactures gained larger shares of imports, but Australia lost ground in other commodities. Un favourable commodity composition effects were responsible for these losses. There were some offsetting gains arising from favourable market distribution effects. predominately because of Japanese purchases of Australian goods Losses' due to lack of ‘competitiveness’ in agricultural commodities were important in the 1970s, particularly for exports

This paper develops a macroeconomic model in which the conventional short‐run system is embedded in a long‐run model, incorporating the dymics of asset accumulation and other longer‐run dynamic adjustments. Most attention is devoted to analyzing the steady state under alternative assumptions regarding government financial policies. It shows how, with full employment ultimately attained, the equilibrium levels of capital, real money balances. real stock of bonds. and the long‐run rate of inflation are simultaneously determined.
