AbstractWithin the broad field of British industrial relations, personnel/human resource management grew significantly as a focus of conceptual and empirical analysis during the 1980s. This paper reviews the central features of this development and considers the prospects and priorities for future research. It argues that human resource management now represents a new orthodoxy within the general subject area, partly replacing the traditional Donovan framework. Research exploring the application of human resource management is reviewed. This reveals that only modest innovation has occurred, often with little evidence of positive outcomes. Seeking an explanation for this limited impact, attention is focused on the nature and effectiveness of personnel management. The reasons why there might be a ‘problem’ of personnel management are considered. Finally, the sustainability of the new orthodoxy is called into quest

AbstractThis paper analyses self‐reported participatory management data from a survey of over 900 private‐sector employees in Australia and New Zealand. We test for causal linkages between employee desires for participation, while distinguishing between participation at the shop‐floor and at higher managerial levels. At higher levels, where there is a significant excess demand for participation, firms often respond to employee desires with formal programmes which in turn create de facto participation at this level. At the shop‐floor level, employee desires are more often met through the informal provision of de facto participation. Participation also changes employee desires, with participation at higher levels increasing employee demands for it and participation at lower levels reducing demands for high‐level participation. AbstractAfter passing through a period of relative crisis in the first half of the 1980s, by the end of the decade the ‘dual system’ appeared once again capable of providing Germany with the highly skilled work force it needed to meet the challenges of the twenty‐first century. This paper reviews the changing nature of apprenticeships and apprentices that has taken place over the last decade and the responses of government, the training authorities and employers to the sharp decline in the number of young people entering the labour market in recent years. Particular attention is given to the process of reforming and updating training regulations — a major concern of the parties involved in training over the last two decades. AbstractThis article contains results from a survey of the influence of the Youth Training Scheme (YTS) in the labour market. Tighter conditions in this market in 1989 led to changes in the role of the YTS towards recruitment and training rather than job creation. The effectiveness of YTS in meeting skill shortages is examined, as are the motives of employers who participate in the scheme and the extent to which trainees aim for qualifications. Youth training for the labour markets of the 1990s is considered in relation to expected future trends in the demand for skilled labour in that period.

AbstractFollowing the decasualisation of dock labour in 1967 at the behest of the Devlin Committee it was widely anticipated that Britain's ports would enter a period of industrial peace and prosperity. In fact, the docks entered a phase of unprecedented militancy which persisted throughout the early 1970s. This paper examines why Devlin failed and demonstrates how continued insecurity on the waterfront, largely as a result of technological change, continued to be a source of conflict and dissension. More fundamentally, decasualisation was a necessary but not a sufficient condition for industrial peace on the docks, as institutional reform alone did not address many of the real troubles of the industry.

AbstractThis article assesses the success of the National Union of Journalists (NUJ) in negotiating the introduction of computerised editorial systems (direct input) into provincial newspapers. It employs a quantitative and qualitative analysis to suggest that the NUJ has been exemplary in using the New Technology Agreement (NTA) as a bargaining tool in order to limit the negative effects of technological change and to secure notable benefits — particularly pay increases. This contrasts with other survey evidence which concludes that NTAs have fallen short of the TUC's original objectives in advocating their use. The success of the NUJ is attributed to an appropriate match between the union's new technology policy/strategy and the particular industrial circumstances. AbstractWomen and men have unequal chances of obtaining training. Estimates of market discrimination in access to training are obtained using the 1984 Labour Force Survey. These show that young women suffer considerable discrimination, their chances of receiving training being reduced by a third or more, and their chances of receiving job‐specific training being reduced by one‐half or more, in comparison with young men.
