AbstractEast European societies currently in transition to market economies are creating new structures for industrial relations. Transition has ambiguous effects upon the relations between industrial relations institutions and the state. On the one hand, economic pluralism implies separation between state and economy and ‘depoliticization’. On the other, economic crises and threats to social order require co‐operation between state and unions. The influence of the state is greater because of the embryonic form of employer organization and enterprise‐level management. This paper examines the political and economic contexts of industrial relations in Bulgaria, as an example of one type of ‘constrained’ collective bargaining system. AbstractThe trade unions in the steel industry have faced two waves of restructuring, the first centring on closures, capacity reductions and mass redundancies, the second involving fundamental changes to patterns of work organization, labour utilization and industrial relations. Overall, the trade unions involved have failed to develop an adequate response to management‐led change, relying instead on traditional methods and lines of interest representation. The challenges embodied in such developments as teamworking and craft restructuring are considered, together with union responses and the structural and ideological constraints on those responses. Contrasts are drawn with more successful union involvement in comparable changes in the German steel industry. AbstractThis study presents a detailed analysis of the most important developments in public‐service workers' pay over the period since 1970. It records the real earnings growth of all the largest groups of public‐service workers in Britain and details the consequences of the different rates of earnings growth enjoyed by the various groups for pay differentials and relative pay in the public sector. It details the size of wage settlements and calculates the magnitude of wage drift for all major groups of public‐service‐sector workers, and it considers the extent to which the fastest rates of earnings growth appear to result from particular institutional arrangements for determining pay, offering a brief discussion of the role of pay review bodies in this process. The study uses unpublished data from the New Earnings Survey together with detailed information on the size and timing of wage settlements over the period 19

AbstractDuring the 1980s existing approaches to union government and democracy came under critical scrutiny. The virtues of decentralized systems were questioned; unions were strongly criticized for failing to represent the interests of women. These debates found clear expression in the negotiations leading to the creation of Unison. This paper examines the negotiations that created governing structures intended to preserve key features of the partner‐unions' own democratic traditions and to respond to criticisms of their shortcomings. Most dramatically, Unison introduced a system of proportionality for women. It also provided systems of representation for the lower‐paid and for other groups often excluded from union government. AbstractVocational training incidence for those at work is frequently financed partly or wholly by employers, who then lose part of their investment return if workers migrate to other firms. We investigate the incidence of training and the incidence of job‐to‐job mobility for a large sample of British workers in 1984 and 1989. We also analyse the role of sectoral technology characteristics in influencing patterns of both training and inter‐firm mobility.Our results demonstrate that job‐to‐job mobility is highest for the young and higher for those with formal educational qualifications than for the unskilled. These are also characteristics which engender a higher training propensity; so, unavoidably, private gains to training for employers are below social gains for these young people. Public‐sector workers have high training rates but low mobility; this perhaps explains the lack of perception of the poaching problem by successive governments. AbstractThis paper follows the pattern of most of its predecessors, first in serving as a record of events and developments in some areas germane to the employment relationship in Britain between October 1994 and October 1995, and second in offering some interpretative comment on elements of continuity and change. The decelerating economic recovery brought continuing but modest reductions in unemployment and some increase in price inflation. However, tax increases, perceived job insecurity, generally low earnings increases and other factors inhibited any widespread sense of economic well‐being and restrained consumer demand. Among the key events were the TUC's strategic initiative on employee representation and union recognition, and the debates surrounding the Greenbury Report on executive remuneration packages and a national minimum wage. Industrial disputes reached record lows. Employment prospects, job insecurity and work‐related stress were recurrent issues, with the different approaches of the main political parties to employment matters being clarified ahead of the coming general elect
