The IEEE urges careful evaluation of the input of additional regulations on the development of new technology and equipment for improved health care delivery. We call for a consensus panel of engineers, scientists and medical practitioners to optimize the effectiveness of present and proposed regulations. The IEEE supports and will provide in-depth training of radiology-allied personnel. We believe that this approach will serve the public need more effectively, in reducing needless medical X-ray exposure while containing health care costs to a reasonable level, than overly restrictive and costly regulations. Federal regulatory agencies charged with the overview of ionizing radiation-producing equipment should evaluate the impact that present regulations have had on the minimization of medical X-ray exposure, balanced against added costs in personnel and equipment to implement these regulations. We call for the appointment of another panel of engineers, practitioners, and manufacturers to work with the regulatory agencies and responsible professional groups to develop methods to provide such incentives. Finally, we strongly urge that steps be taken to keep the American public informed of the crucial developments in the science of radiology.

摘要:
Various types of pneumatically driven devices have been used in craniotomy procedures for opening the skull. By contrast, except for some limited cases where a rotating cutter has been used to remove tumors from the central nervous system, only hand tools are commonly used for tumor or tissue removal. A pneumatically-activated probe cutter has been designed for the neurosurgical removal of nervous-system tumors and diseased tissue. The handheld probe-cutter utilizes concentric needles, one reciprocating inside the other. A scalpel-sharp edge on the tip of the inner needle moves in a shearing motion past a stationary port on one side near the distal end of the outer needle. The driving force for the reciprocating motion of the inner needle is provided by a pneumatic power source.

摘要:
The potentiophotometer, an absorbance-reading colorimeter, incorporates a unique but simple circuit which provides a signal voltage directly proportional to concentration. The device was modified to measure the turbidity change affected by platelet aggregation. The results indicated advantages of both simplicity of operation and more definitive characterization of platelet aggregation effects as compared with conventinal devices which record in transmittance.

A quantitatively defined relationship between in-system mortality and treatment delay (the total time delay between traumatic injury and initial care) is developed empirically from an emergency medical services data source. This relationship is described as an approximate indicator of the cost of treatment delay in the system studied which should be useful for resource allocation and planning.
