After responding to a waterborne outbreak of giardiasis in 1984 in McKeesport, Penn., the Allegheny County Health Department and Allegheny County Surface Water Treatment Plants learned a great deal about treatment optimization. They recognized that chemical treatment, rapid mixing, flocculation, sedimentation, filtration, and disinfection should all perform at peak efficiency at all times, as each of these processes represents a barrier to the passage of pathogenic organisms.

Coagulation, flocculation, and sedimentation are the first line of defense for plant optimization. At the heart of these processes is the coagulant. Selecting the correct type of coagulant for your treatment facility is vital. Selection can be accomplished through jar testing, although full‐scale evaluation is the best way to determine the most effective coagulant or combination of coagulants. Another consideration is the raw water changes that may occur with seasonal changes. Consider and evaluate the use of coagulant aids such as polymers. These chemicals may be beneficial in maximizing the effectiveness of the coagulant chosen. Many consultants will assist operators in jar testing coagulants and auxiliary chemicals. State and federal agencies may also be able to provide operators with data regarding coagulants and their use.

Taste and odor problems can affect hot or cold water, but hot water problems usually bring complaints of smells like rotten eggs. The rotten egg odor is caused by hydrogen sulfide (H2S) gas. The odor is repulsive, but the gas is not usually harmful at the low concentrations that occur in a household water system.
