Individual‐level data on the job tenure of 2,981 workers surveyed by the California Bureau of Labor Statistics in 1892 are used to estimate the extent of lifetime jobs in that era. Among nonunion, native‐born men the proportion in jobs with eventual tenure of 20 or more years was about half, and among foreign‐born men a fourth, the rate among men in the modern workforce, consistent with the hypothesis of a fundamental change in employment relations over time. This study demonstrates that union power in municipal labor markets depends upon the form of unionization within each municipal department and on municipal bargaining policies, holding constant the legal environment. Bargaining units achieve larger increases in total compensation than unrecognized organizations, which are themselves stronger than unorganized departments. Compensation levels for unorganized and organized departments are higher in cities that bargain with other departments than in cities which do not bargain. Union wage effects understate total compensation effects regardless of the degree of unionization

The resolution of formal grievances is largely determined by the applicable rights of grievant and the facts surrounding disputes. However, to the extent these rights and/or facts are unclear, the granting or denial of grievances is also partially determined by economic and political factors. A model of the impact of such factors on the favor ability of grievance decisions is developed and tested. The tests yield support for the general thesis and for several specific hypotheses.

This paper examines the extent and causes of the abandonment of individual workgroup meetings (or circles) within ongoing quality circle programs. Data are drawn from a cross‐sectional survey of quality circles in the Milwaukee, Wisconsin area. The data suggest that circles that are started during a program's first year tend to decay over time, but their survival increases with high levels of participatory management, job insecurity, low worker skill levels, and unions. Analysis of the union effect suggests that circle survival increases where unions are actively involved in and benefit from quality circle program

This study examines the effect of several corporate characteristics on union organizing success, using NLRB representation election data matched to the Industrial Comp stat. The results show that, within a corporation's primary (two‐digit) industry, union success is influenced positively by firm size, capital intensity, the ratio of labor costs to total cost, and by either very low or very high profits. This paper explicitly addresses the role internal union politics played in the rank‐and‐file rejection of the United Mine Workers of America (UMWA)‐Bituminous Coal Operators Association (BCOA) contract in March 1981. The strike decision is viewed as having both political and economic components and as being rooted in the specific history and traditions of the UMWA. Using a unique data set, a statistically significant relationship between the vote for challenger Richard Trumka and the vote for the strike is found. Miners struck for many reasons in 1981. The public sector consists of two broad sub samples, administrators and no administrators. The two groups have very different occupational compositions and contrasting patterns of compensation. Inconsistent treatment of these sub samples has led to past government differentials, which are not comparable. While administrators remain overpaid relative to their private sector counterparts, no administrators are underpaid relative to their counterparts. Moreover, public wage differentials way substantially in sign and magnitude from industry to industry. Such results demonstrate that no simple, homogeneous government differential exists.
