The President of the Union has been kind enough to invite the Section Presidents to use this page of EOS to present his ideas on how the Union can continue to serve the membership effectively‐particularly from each Section's viewpoint. As President of the Section of Oceanography, I am pleased to respond to the invitation. Oceanography, perhaps more so than other sections has some ideas that I feel need discussion in a forum such as this in order to provide feedback from the broad membership of AGU. Two years have passed since my responsibilities for editing the space physics section of theJournal of Geophysical Researchwere handed on to an able successor. During this period, my feeling that the membership of the American Geophysical Union wishes to know more regarding the editing of their journals has been reinforced. The various journals of the American Geophysical Union, along with the meetings it sponsors, provide the chief justification for the AGU's existence as a scientific organization. Because its journals are central to many aspects of the scientific endeavors of the AGU and its individual members, interest in the functions and responsibilities of the editors is wide and natural. It was therefore surprising to me to find that these functions and responsibilities are, to a large extent, poorly understood, perhaps, only for the simple reason that editors write little about the details of their editorial philosophy and their job.

An area in Arizona, extending from the Mexican border to Prescott, and from the New Mexico State line westward to the Yuma County line, has been selected as a special target for ecological studies based on remote sensor data from high‐altitude aircraft and earth‐orbiting satellites. Designated as ARETS (Arizona Regional Ecological Test Site), the project will be directed by University of Arizona, Office of Arid Land Studies, under contract to the U.S. Geological Survey, and in cooperation with NASA. Purdue University, the California Institute of Technology, McGill University, the University of Nevada, Oregon State University, and Utah State University have been elected to membership in the University Corporation for Atmospheric Research, bringing the total number of UCAR members to 37.McGill University of Montreal, Canada, is the second university to be elected to international membership in UCAR International members are elected after an invitation to join has been extended by UCAR, and they must meet the same criteria for membership as U.S. members.

The Woods Hole Oceanographic Institution has been chosen as the site of the first UNOLS (University‐National Oceanographic Laboratory System) office. Developed as a planning and coordinating mechanism for oceanographic research facilities, the organization has as its chairman, Arthur E. Maxwell, Provost of the Oceanographic Institution, and Jay M. Savage of the University of Southern California as its Vice Chairman. R.P. Eleven additional research projects for the fiscal year 1972 water resources research program authorized under Title II of the Water Resources Research Act of 1964 have been selected.Secretary of the Interior Rogers C.B. Morton stated that the projects selected for support are a part of the Interior Department's aim to bring research efforts to bear on significant water resources planning problems, urban water resource problems, and the difficult social, economic, and legal aspects of water resource developments.

In a sense, all models used in the analysis or synthesis of hydrology data are mathematical models. These models occupy the vast area between physical models that explain phenomena fully and strictly empirical explanations. Between these two extremes, in a the mathematical models dominate, which explains the wide scope of the papers in this symposium.
