Richard Montgomery Field died suddenly at his home in South Duxbury, Massachusetts, on September 17, 1961. He had served as a member of the Princeton University Faculty from 1923 until his retirement in 1950.Born April 21, 1885, in Jamaica Plain, Massachusetts, and raised in Boston, Field attended the Boston Latin School and later Harvard University, from which he received the bachelor's degree in Geology and Mining Engineering in 1910 and his doctorate in Paleontology in 1918.

My pleasure in speaking to you this morning is threefold.First, I am delighted to inaugurate the First Western National Meeting of the American Geophysical Union. The number, variety, and excellence of the papers on the program during the next three days attest to the wisdom of establishing a series of national meetings on the West Coast to complement the meetings the AGU holds each spring in Washington, D. C. It is clear that the splendid tradition of creativity in geophysical research in California has been augmented and enriched in recent years, and it is particularly fitting that this First Western National Meeting be held in Los Angeles which is the site of many developments in geophysics.

As reported in theTransactionsof March 1961 (p. 96), the ad hoc Panel on Hydrology convened to report on ways of stimulating research in scientific hydrology, recommended a program of international cooperation in hydrology—more specifically a plan for an ‘International Decade for Hydrology,’ as drawn for the Panel by R. L. Nace.The proposal for an international program in scientific hydrology was submitted to the Council of the International Association of Scientific Hydrology (IASH), meeting at Athens during October 1961, and was explained to them by Nace. The proposal was endorsed in principle by the country representatives who were present, and further endorsement is being requested of national committees not represented at Athens. On January 16, 1962, the National Oceanographic Data Center (NODC) celebrated its first anniversary after a full year of operation in its new quarters in Building 160 at the Naval Weapons Plant, Washington, D . C. The formal dedication of this new national facility in 1961 heralded the birth of a new concept in intragovernmental cooperation and a new concept in oceanography. The concept of a central location for the nation's oceanographic data had long been in the minds of many scientists and representatives of government since it was apparent that the tremendous volume of oceanographic data which had been collected and would be collected in the expansion of oceanographic effort might not be available to scientists. The lines of communication between individual laboratories, institutions, and government agencies which collect oceanographic data are extremely long, and therefore, data are not easily accessible. The value of data centers had already been demonstrated by the Weather Bureau's National Weather Records Center and the International Geophysical Year's World Data Centers A and B. However, the concept of a national oceanographic data center was entirely new; and so far as is known at the moment, there is no parallel organization in other nations of the world. The concept of national centers, however, is becoming more widespread; this concept was recently emphasized at the October 1961 meeting of the Intergovernmental Oceanographic Commission of the United Nations Educational and Cultural Organization (UNESCO). One sundrenched afternoon during the summer of 1961, a group of formally dressed men vigorously attacked the soft earth of a sweet potato patch with shiny‐bladed spades. Although their cultivating activity appeared rather uncoordinated, their purpose was clear to the group of onlookers gathered in the beautiful Manoa Valley, a mile inland from famed Waikiki Beach on the island of Oahu in the state of Hawaii. In the USSR ‘hydrology’ is a broad term referring to all the waters of the Earth both on the land and in the oceans, while in the United States there is a tendency to confine the science of hydrology to the land only and to leave the hydrologic phenomena of the sea to oceanography.The USSR has some 100,000 rivers over 10 km in length, with a total length of 3,000,000 km or 1,860,00 mi. Four of the rivers of the USSR are among the 15 largest in the world from the standpoint of discharge. The Yenisei has a mean annual discharge of 615,000 cfs; the Lena, 546,000 cfs; the Ob, 441,000 cfs; and the Amur, 388,000 cfs. There are 250,000 lakes and 2,000,000 km2(775,000 mi2) of swamp areas. Potential energy of the rivers of the USSR is more than 400,000,000 kw, of which 80,000,000 kw are the share of the medium and small rivers. The total mean annual possible production is 2984 billion kw hrs. In 1957 the full capacity of all the reservoirs was 190 million acre‐feet, and the operational capacity was 120 million acre‐feet. The hydroelectric stations of the USSR account for about 20% of the total energy produced in the country. In 1955 the total length of the waterways was 132,000 km (82,000 mi.). The area of the irrigated lands was 11,100,000 hectares (27,400,000 acres or 42,800 sq mi), and the area of the reclaimed lands was 8,400,000 hectares (20,750,000 acres or 32,400 sq mi). Mean daily delivery of water through pipe conduits exceeded 4.7 billion gallons or 7300 cubic feet per second.
