Before the Fourteenth General Assembly of the International Union of Geophysics and Geodesy has faded too far into the past, I feel that a word or two about it and the American Geophysical Union may not be out of place.As most of the readers ofTransactionsmust know, the Council of the AGU represents the United States in the IUGG. This is a very remarkable and unique situation and one that has worked with increasing effectiveness. Because the membership of the AGU Council changes as the leadership of its Sections change, its effectiveness as a National Committee of the IUGG is considerably enhanced. When this is combined with the work of the AGU Committee on International Participation, which has grown steadily in effectiveness under the able leadership of former President T. F. Malone, and with the work of the various committees of the National Academy of Sciences in the field of geophysics, the United States is able to send a delegation to General Assemblies that is very effective and influential.

It has been four years since we last met in Berkeley, where you honored me with the Presidency of this great Union. During this unusually long period between the Thirteenth and the Fourteenth General Assemblies, we have suffered many losses of friends and colleagues. Among the most notable of our colleagues who have passed away are F. A. Vening‐Meinesz, a past President of our Union; W. Rleeker, a distinguished meteorologist from the Netherlands; Lloyd V, Berkner, a past President of ICSU and URSI and an outstanding leader during the IGY and during the fruitful period following the IGY; Julius Bartels, our former Vice President and a leader in geomagnetism and aeronomy; and M. Doporto, Chairman of our Finance Committe

The Bureau of Commerical Fisheries Biological Laboratory in Honolulu initiated an oceanographic investigation to gain an understanding of the mechanisms producing changes in the properties and water masses of the trade‐wind zone of the North Pacific Ocean. The Bureau undertook this study because changes in the distribution of water masses near Hawaii directly affect the availability of skipjack tuna (Katsuwonus pelamis) in a predictable manner [Seckel, 1963]. Therefore, both for ecological studies and for predicting favorable environmental conditions, it is important to understand first the basic structure and mechanism of change in the ocean.A study dealing with changes in the distribution of properties and water masses in the sea requires consideration of the theory of the distribution of variables for heat, salt, and momentum budgets [Sverdrup et al., 1942]. This volume contains 23 chapters by 30 authors in perhaps a dozen general areas of geochemistry. The contributions include critical reviews (some are extensions of discussions presented in the first volume of the series), state‐of‐the‐art considerations, and research papers. Such collective works defy the usual type of appraisal, since a reviewer has competence in, at most, several of the fields covered. Nonetheless, the overall intellectual impact upon the reviewer, who must be slightly subjective, is useful in ascertaining whether the book will be of value in research and teaching or whether it is another eddy in the paper flood. I submit that this book provides a provocative and substantial assessment of some of the important problems actively under study today. A year ago, the program for U. S. participation in the International Hydrological Decade was being prepared for presentation to Congress. At this time we are in the same situation; however, we are now wiser and more hopeful. By the time this report is in print we shall know to what extent the program will be able to move ahead, but at the time this report is being written, we are waiting for the release of the President's budgetary message and for action by Congress.Last spring, Congress disallowed a request for a $2,000,000 increase for the U.S./IHD program. The request was carried by the U. S. Geological Survey, which has had a small budgetary item for IHD activity ($168,000 in fiscal year 1967) since 1965. The Geological Survey was allowed to continue its IHD activity at the $168,000 level in fiscal year 1968, thereby indicating that Congress did not object to the IHD program per se, but no increase was allowed. As a result of this legislative experience, the U. S. National Committee decided that, although it preferred to see its program presented and operated as a unit, it would consider dividing the program into separate components and asking ‘lead agencies’ to take administrative and operational responsibility for individual components, if such action seemed the best way to get the program moving.
