Patrick Gunnigle examines management approaches to industrial relations in newly established (‘greenfield’) companies in the Republic of Ireland. He focuses particularly on recent empirical findings on trade union density and recognition and on the role of employer organisations. the evidence presented points to newly emergent patterns of industrial relations management which diverge from the pluralist model. However, in only a minority of cases could these be classified as ‘soft’ human resource management. Indeed a number of organisations studied adopted industrial relations styles which more closely approximated to ‘hard’ HRM. It would appear that the emerging pattern is one of higher individualism and constrained collectivism. the findings also point to the emergence of a vibrant non‐union sector among greenfield companies. It is argued that this trend is likely to be accentuated by the increasing number of companies successfully pursuing the non‐union route. Equally, the current national industrial policy focus on high technology industries and internationally traded services is also likely to reinforce growth in the non‐union sector. This article by David Preece and Michael Wood examines the deployment of quality measurements in organisational and inter‐organisational contexts. Four main issues are addressed: i) the arguments for measuring quality; ii) the managerial objectives which inform quality measurement utilisation; iii) the processes of introduction of quality measurements; and iv) the implications of all of the above for the orientation of the quality measurement (and quality management, where relevant) programme. the article draws on data from case studies of quality measurement adoption, implementation and usage and from empirically‐based secondary material – in particular the emerging sociology of work and organisations literature on TQM. the findings point to the importance of locating the analysis of quality measurement utilisation within the wider organisational regimes of adoption and implementation. The concept of organisational commitment continues to interest academics and practitioners despite evidence of low commitment in British companies. Explanations concentrate on why employees fail to respond to management policies or, more radically, on efforts to realign ‘corporate culture’. In this article the focus is changed by John Coopey to enable the effect of managerial culture on organisational commitment to be examined. the conceptual framework is of culture influencing individual attitudes via psychological processes (mediated through relationships). Janet Druker and Geoffrey White, principal lecturer and senior lecturer respectively in the Business School at the University of Greenwich, draw on interviews and on a postal survey of personnel managers in the construction industry, to consider the role and responsibilities of personnel practitioners in construction. They point to the changing balance of employment within the construction firm and the greater involvement of personnel with non‐manual employees. They highlight the importance of various forms of sub‐contracting as a means of strengthening management control at site level.
