摘要:
Soviet education, according to a report released on November 10th by the United States Office of Education, is characterized by authoritarian theory and authoritarian practice and has but one function: to serve the needs of the state. The report,Education in the USSR, offers a convincing panorama of the Russian educational system that points clearly at the needs the Kremlin wishes most to satisfy:“Almost half of the primary‐secondary curriculum is made up of courses in the physical and natural sciences, mathematics through trigonometry, and mechanical drawing, because leaders believe that these subjects contribute most directly to mastery and control of the material environment. Soviet semiprofessional and higher educational institutions also concentrate on preparing graduates in science and engineering. Of advanced degrees conferred, 70 percent are in scientific and technological fields. In creating the technical‐scientific base on which the development of the country and the consolidation and expansion of communism depends, training of manpower and womanpower for the use of the state is considered of major importance.”

Millions of school‐age children, variety in racial strains and cultural traditions, diversity in climate and topography, concentrated centers of population, and sparsely populated remote areas are some of the factors affecting educational policy in the USSR and in the USA.

From September 8 to 15 an international gathering of physicists took place for the first time in the small new state of Israel. The 220 participants registered at the conference included 155 guests from countries ranging alphabetically from Argentina to Yugoslavia. The choice of the Weizmann Institute of Science in Rehovoth, Israel, as the location of the International Conference on Nuclear Structure was undoubtedly in recognition of Israel as a center of that particular kind of nuclear research which has made the name Racah familiar in laboratories throughout the world. However, in his opening address to the conference, Professor Racah found other links between nuclear structure and the State of Israel. The first Zionist Congress, said Racah, was held at about the same time as the discovery of radioactivity; the Balfour Declaration announcing British Government support for a Jewish National Home in Palestine was promulgated at about the same time as the discovery of artificial radioactivity; and in 1948 the State of Israel was born together with the shell model. To avoid being accused of partisanship with regard to nuclear models, however, he pointed out that one of the distinctive features of Israel were thecollectivesettlements.

An international conference on the condensed state of simple systems was held at Varenna sul Lago di Como, Italy, on the 11th to the 14th of September, 1957. The subject of discussion concerned primarily simple liquids and the melting of crystals. The meeting was at the invitation of the Italian Physical Society and was held in the charming Villa Monastero on the shores of Lake Como. Approximately eighty scientists from over eleven different countries attended. Both experimental papers and theoretical papers on statistical mechanical theory composed the formal part of the program.

摘要:
RENEWED efforts are being made to increase the number of active student sections of the American Institute of Physics. Established in the summer of 1950, the student organization plan has made progress steadily but slowly. AIP student sections now exist on the campuses of about six percent of the colleges and universities in the United States that offer the bachelor's degree in physics. The program was conceived as a measure to support the efforts of physics teachers to encourage and stimulate the interest of their students in the study of physics. It was also intended to offer an avenue for student organizations at accredited institutions to become part of the national organization of physics and thus to establish their members as part of the physics profession. As stated by the Institute when the plan was first announced seven years ago:“The broad purpose of our student section organization will be much the same as that in other fields of science and technology—where the value of the activity has been proven by experience. We aim to serve and stimulate the student, to enhance his professional pride and responsibility at the start of his career, and to recruit him as a worthy member of our professional societies, i.e., the member societies of the Institute.”
