摘要:
This article discusses the need for management within the water utilities that recognizes the economics involved in the water industry and makes use of technologic developments to solve the problems of local water shortages. The growing need for top‐level water works men has been recognized by AWWA, as evidenced by the programs and management seminars sponsored by AWWA to develop managers. The article also discusses the need for greater public awareness of the growing costs of providing high quality water to the public where it wants it, when it wants it, and in the quantity it wants.

摘要:
This article provides an analysis of the status of research needs in the area of drinking water quality. It emphasizes factors relating to water reuse in areas of high population density and intensive industrialization. The article includes a discussion by A.P. Black and J.J. Morgan that summarizes the major themes in the author's discussion of research needs in drinking water, and discusses how to focus on the high‐priority problems that require immediate attention. The article recommends that all conventional treatment processes be re‐examined to make them more effective in achieving the goal of producing safe and aesthetically pleasing water.

This report covers decisions concerning the extent of regulatory‐commission jurisdiction and methods of setting rates for water utilities, including an evaluation of rate base, allowable expenses, and rate of return. It discusses the legal issues arising in setting water rates and in water rate design, along with the problems inherent in extending and rendering water utility service. Finally, the report touches on service area boundaries, condemnation problems, and the regulatory problems of municipal water utilities.

New York State has both a common law of water rights, and a great body of statutory law to supplement it. The principal statutory provisions are found in Article 5 of the state Conservation Law, now known as the Water Resources Law, which sets forth the powers, duties, and responsibilities of the Water Resources Commission, as well as other provisions of the Conservation Law generally. Other principal state laws having provisions affecting the use of water are listed in the article. The current Water Resources Law demonstrated early on the policy of the legislature to regulate and control the use of water as much as possible and still retain the basic common‐law water doctrines. The Water Resources Commission has general control of the water over which the state has jurisdiction. As stated before, this jurisdiction is only over state‐owned waters or waters once privately owned, the water rights to which have been purchased and subjected to controlled public use. The article lists the major responsibilities of this commission.

This article discusses Part 5, determination and prediction of the behavior of water quality in impoundments, of the Public Law 660 research mandate. The objective of this mandate was to establish streamflow regulation systems that would provide for impounding water during times of high streamflow and releasing the water at times of low natural streamflow. Such releases would supply additional water downstream and would serve to alleviate any downstream water quality problems. From the large number of possible research projects, five were chosen by the engineering section at the Taft Center for initial investigation: simulation of impoundments on a small scale; dissolution of iron and manganese; studies on the dissolved‐oxygen budget; artificial destratification of impoundments; and, biologic transformation of nitrogen. The article discusses two of the projects that have progressed sufficiently to permit the presentation of some preliminary data, small‐scale simulation and nitrogen transformations.

This report of Task Group 2620 P is the twelfth annual progress report on fluoridation published by AWWA since fluoridation was instituted at Grand Rapids, Michigan, in 1945. As before, the report contains the names of those communities and water supply systems in the United States and Canada that started adding fluorides to their water supply system during calendar year 1963.

摘要:
This article discusses experimentation with the use of the fluorescent‐antibody (FA) technique as a test for the presence of coliform organisms in water. The method involves the use of a fluorescence microscope on unknown cultures (antigens) treated with solutions of fluorescein‐labeled antisera. The basic principle of the FA technique is presented and discussed in the article.
