摘要:
This article presents a statement by Samuel S. Baxter on the importance of AWWA adjusting itself to the changing environment, political and otherwise, in this nation for the common goals of improving the water industry and providing better service to the public. He stresses that the internal organization of AWWA needs an overhauling if it is to achieve its goals 5 years from now or in the longer period ahead as urbanization and increased population threaten to overwhelm the industry. He cites two publications, the first being a report of a committee of the U.S. Chamber of Commerce on the subject of the future of trade associations. The second publication is an interview with Abel Wolman, in which he suggests that a living organism which does not adjust itself to its environment will gradually decay and die, and that those organisms which live are those that do adjust.

This article discusses drought and water shortages in the northeastern U.S., including a review of the current water situations in each of four metropolitan centers of the northeast – Boston, New York, Philadelphia, and Baltimore. The article refutes the federal viewpoint that ensuring an adequate water supply for the area has become a problem of such magnitude that it requires the assistance of the federal government. The article stresses that careful planning and qualified management is needed, instead of government intervention, to ensure adequate water supply during drought conditions in this area of the country.

This article discusses two recent decisions by the Pennsylvania Supreme Court that overturned long‐honored legal precedents concerning water utility liability for fire losses. They well may have the effect, in Pennsylvania as well as in other states, of greatly increasing utility liability. These two cases raise serious questions of public policy concerning both municipally‐owned and investor‐owned water utilities.

This article discusses the important elements of a master plan for water utility systems, including considerations of service area, projected population and demands, water source and treatment, distribution system, and financial aspects of the overall plan. A master plan should be designed to supply water without interruption and at an equitable cost to the various classes of customers. The article presents the master plans of Milwaukee and Madison, Wisconsin, as good examples of some of the basic concepts of “metropolitan area” planning.

摘要:
This article discusses a comprehensive, pioneering study in the water utility field that was conducted for the Metropolitan Water District of Southern California (MWD) by the Bechtel Corporation and financed jointly by MWD, the Atomic Energy Commission, and the Office of Saline Water (OSW). The study proposes the use of nuclear reactors to produce steam that will generate a maximum of 750,000 kw and 150 mgd of freshwater from the sea. It is predicted that power costs may be lower than 5 mils per kilowatt‐hour and that freshwater production costs at the plant site may be 25‐35 cents per 1,000 gal.

During 1963‐64, the AWWA Illinois Section Education Committee undertook an evaluation of past and current operator training programs and made recommendations for the future. It was believed that the newly enacted certification law required a more vigorous training and education program within the state. This article discusses the results of a questionnaire prepared by the section's Education Committee to determine and consider the needs and desires of the operators in Illinois.

摘要:
The objective of this article is to encourage discussion on the need and the state of the art in any area that seems appropriate for the development of a standard. The article describes AWWA's standardization procedure as restrictive in that it recognizes two types of documents, Standards and Handbooks, and suggests that standards should not be regarded only as specification documents for the purchase of equipment. The article provides several suggestions of exceptions that could be considered for standards or, perhaps more appropriately, for handbooks.
