The problems associated with transition from economic theory to application of marginal cost and seasonal pricing to water service include cost computation and forecasting, price and revenue volatility, revenue erosion, potential excess revenues, distribution effects, and the uncertain effects on costs and economic efficiency. Nevertheless, such problems should not prevent the consideration of innovative rate‐making structures.

The Safe Drinking Water Act's National Interim Primary Drinking Water Regulations (NIPDWR) have a definite financial impact on small water utilities. This paper examines the cost structure and financial problems of these small utilities and presents, for selected cases, estimates of the costs that small water utilities may incur in meeting NIPDWR requirements.

摘要:
The Safe Drinking Water Act of 1974 (PL 93‐523) has necessitated a fundamental reexamination of the ways in which drinking water is supplied in the United States. A primary feature of the act is that the economics and cost of water supply and water delivery must be considered before regulations are promulgated. The tools available to water utility managers that will enable them to make these assessments are limited. This paper describes the development and application of a spatial costing system that will allow the manager to determine the real costs associated with delivering water to the consumer.

摘要:
Pricing of water service has not kept up with inflation and rate increases of other public utility services. In this context, two conclusions can be drawn. First, residential and commercial users of urban water have benefited from declining real prices of water. Also, the continued underpricing of urban water may have serious consequences in the forms of massive rate increases to cover system renovation or substandard and unreliable water service.

A California appellate court ruled that a claim for damages in inverse condemnation can be made when it is founded upon unreasonable or oppressive precondemnation conduct as a prelude to public acquisition. A private water and light company claimed that state legislation prohibiting its expansion activities, at the same time that an election was under way to form a district to acquire and supplant the company's water service, prevented maintenance and capital additions, caused depreciation, and reduced its property market value. The lower court dismissed all of these claims and the appellate court agreed.

Laboratory studies were carried out to determine which factors influence the survival and growth of coliforms, particularlyKlebsiella pneumoniae, in drinking water distribution systems. Tubercle material scraped from the lumen of distribution pipes adversely affected the maintenance of a free available chlorine residual and supportedK. pneumoniaegrowth. The pH of the water markedly influenced the survival of bacteria; 50 percent of the organisms survived at least 22 hours at pH 7.3 and 7.9, whereas 50 percent of the organisms survived only 1 hour at pH 9.0. The addition of lime to the raw water was an effective method of pH and bacteria control. The addition of more than 5 mg/L lime to the raw water caused at least 99 percent reduction inK. pneumoniaelevels. The lime addition method was successfully employed to control the growth of this bacterium in the distribution system at Halifax, Nova Scotia, Canada.
