This article examines the trends in technology implementation, quantifies the impact of different remediation technologies on project costs and execution risks, and quantifies the economies of scale experienced by remediation projects. Actual project data from remediation projects conducted by the private sector and government organizations form the basis of the analysis.

AbstractDetermining the appropriate criteria and designs for hazardous waste landfill covers has spawned much discussion within the environmental remediation arena. Very little reliable comparison of various technologies exists. Researchers at Los Alamos National Laboratory studied the relative hydrologic performance of four landfill cover designs—two capillary barrier designs, one modified EPA RCRA design, and one control cover. Monitoring the fate of natural precipitation for nearly four years showed that the covers with barrier layers more effectively reduced deep percolation than the control cover. Although none entirely eliminated deep percolation, the RCRA cover, incorporating a clay hydraulic barrier, most effectively controlled it. The two capillary barriers reduced deep percolation, but significant amounts were still produced. Over 90 percent of all percolation through the covers, and lateral flow within the covers, occurred during February through May each year, primarily as a result of snowmelt, early spring rains, and low evapotranspiration. The study also showed that gravel mulch surface treatments (70‐ to 80‐percent ground cover) reduced runoff and erosion. AbstractContaminated soil is a continuing source of ground water contamination at some hazardous waste sites. Even if that soil does not pose a threat to human health or the environment, soil remediation may benefit ground‐water cleanup in terms of time, money, or protectiveness. A method has been developed to provide a systematic manner to select a soil cleanup alternative. Using commercially available Windows‐based software, the method consists of the development of a decision tree whose chance nodes are the restoration time frame probability distributions. Uncertainty associated with site data is quantitatively evaluated using Monte Carlo analysis to develop the probability distributions. The decision tree selects the alternative with the lowest cost. AbstractIn‐situ biological solid‐phase (or land) treatment was cost‐effectively used to remediate 1,500 cubic yards (1,100 m3) of contaminated soil within three months of field operation following spillage of an estimated 12,000 gallons (45,000 L) of vinyl acetate from a railroad tank car onto surface soil. The vinyl acetate rapidly hydrolyzed to acetate and acetaldehyde with concentrations ranging up to 22,000 and 3,000 mg/kg, respectively. Ethanol, a metabolic intermediate, was found to accumulate in soil to concentrations as high as 280 mg/kg. The estimate for excavation, transportation, and disposal of the contaminated soil as a special waste, and for backfilling of the excavated area, was $850,000. The cost for biological remediation of the contaminated soil was $400,000, which was less than half the cost of excavation. AbstractTo stem rising remediation costs for soils contaminated with hazardous metals, increased emphasis is being placed on the development of in‐situ and ex‐situ treatment technologies. Often, a lack of basic information on the chemical and physical characteristics of the soil and contaminants hampers treatability studies used to design these technologies. This article proposes and demonstrates a characterization program to meet these information needs, employing standard analytical techniques coupled with advanced spectroscopy and microscopy techniques. To support treatments involving physical separation strategies, the program uses standard analytical techniques to characterize the soil and the association of contaminants with different soil fractions (e.g., size and density fractions). Where chemical treatments are required, spectroscopy and microscopy methods are employed to yield quantitative information on the oxidation state and speciation of the contaminant. Examples demonstrate the use of measured soil and contaminant characteristics in the screening of alternative treatment technologies and in the selection of soils for use in treatability studies.
