AbstractElectrochemical peroxidation (ECP) is a proprietary process that utilizes sacrificial iron electrodes and stochiometrically balanced applications of hydrogen peroxide to efficiently destroy aqueous phase contaminants. In laboratory trials it has been successful in reducing, often to non‐detectable levels, BTEX, fuel additives, chlorinated solvents, and polychlorinated biphenyls in ground waters. The process has also been found effective in reducing the chemical and biological oxygen demand of industrial waste water. Agency‐approved pilot tests will be conducted at two gasoline spill sites during 2000 where traditional pump and treat methods have proven ineffectual because of ground water chemistry or subsurface hydrologic conditions. The ECP process utilizes a tripartite treatment strategy consisting of 1) ex situ chemical oxidation; 2) in situ oxidation by reinjection of treated water with residual oxidants at the head of the plume; and 3) reestablishment of aerobic biodegradation by alteration of subsurface redox conditions. In contrast to other in situ oxidation treatment methods, dissolved iron is derived electrochemically, negating the need for ferrous salt addition. Dilute hydrogen peroxide (3 percent) is incrementally added to maximize oxidation efficiency and eliminate safety and environmental concerns accompanying the use of highly concentrated solutions. Results of laboratory trials and the geological and geochemical considerations of upcoming pilot‐scale applications are presented. AbstractGroundwater monitoring at Department of Energy's (DOE's) Hanford Site is a large, expensive undertaking serving multiple purposes, including compliance with regulations and DOE orders, remediation efforts under CERCLA, and sitewide risk evaluations. Like most large Federal facilities, the monitoring program currently in place has evolved and grown overtime as new requirements were established and groups were assigned to address them. DOE and its regulators simultaneously awakened to the fact that there was a need to reevaluate the monitoring activities at Hanford, to better integrate the program, to avoid duplicative sampling, to improve everyone's understanding of the performance of the network, and to evaluate whether adequate data could be collected for lower cost. This paper describes the approch that was developed to guide the rethinking effort with direct and extensive involvement of DOE, EPA, Washington Department of Ecology, Indian Tribes, and DOE Contractors, and how this approach was applied to a large portion of the site. Both the human element of the process (cultural change), as well as some of the technical details associated with the effort, including a flexible application of EPA's data quality objectives process, are discussed.

AbstractIn July, 1999, EPA announced its Superfund Redevelopment Initiative, the Agency's effort to help communities bring Superfund sites back into productive use in a manner that is protective of human health and the environment. As part of the Superfund Redevelopment Initiative, the Agency is developing reuse design guides that provide technical information related to the design of remedies that safely support reuse. The design guides focus on the reuse of containment sites, and address such topics as settlement, gas control, irrigation, drainage, and operation and maintenance. Case studies of redeveloped sites are also presented in the guides. EPA is currently developing design guides that address the reuse of Superfund sites for commercial purposes, wildlife areas, parking lots, recreational sports fields, and golf courses. AbstractHeavy metals and toxic organic contaminants are found at numerous industrial and military sites. The generally poor performance of conventional pump‐and‐treat schemes has made the development of improved methods for contaminated site remediation a significant environmental priority. One such innovative method is cyclodextrin‐enhanced flushing of the contaminated porous media and groundwater. Cyclodextrin is a glucose‐based molecule that is produced on industrial scales by microorganisms. Over the last years, several cyclodextrin derivatives have received extensive research interest. It was shown that cyclodextrins can significantly enhance the solubility of toxic organics, and in some cases, heavy metals and radioactive isotopes. As a sugar, cyclodextrin is considered relatively non‐toxic to humans, plants, and soil microbes. Thus, there are minimal health‐related concerns associated with the injection of cyclodextrin into the subsurface, which is an inherent advantage for use of cyclodextrins as a remediation agent. AbstractSolvents, the extraction time and extraction method, influence the quantification of polycyclic aromatic hydrocarbons (PAHs) in soil. This paper emphasizes the importance of establishing, and being consistent in the application of, a vigorous extraction, particularly for commercial laboratories that handle samples of soil in batches, at different times, from a single site investigation or remediation process. It is important that laboratories are aware of the performance of their soil contaminant extraction procedures. Equally important is that analytical laboratories communicate to you, the practitioner and user of the data, what variables there are in soil contaminant extractions, whether it be PAH, fuel, or recalcitrant organics, and how these can impact on the final data quality.
