AbstractClearly defined remedial action objectives are a key factor in successful remediation programs. Chemical‐specific cleanup criteria are critical components of remedial action objectives. A common risk‐based approach can be applied for developing cleanup criteria for remediations under CERCLA, RCRA, and TSCA. This approach involves four steps: identify regulatory requirements; identify chemical‐specific cleanup guidelines from previous cleanups; evaluate site‐specific risk considering mitigating factors for a given site; select the final cleanup criteria based on information from the first three steps.To describe this approach, this paper presents a case study on a PCB cleanup conducted under TSCA. An objective risk‐based approach was used to capitalize on the flexibility built into EPA's PCB cleanup guidelines. EPA granted an exemption to the stated policy on the basis of competing risk factors using a comparative risk‐assessment approach. Similarly, risk assessment can be used to take advantage of regulatory flexibility in the selection of applicable or appropriate and relevant requirements (ARARs) under CERCLA, or in the selection of media protection standards

AbstractThe U.S. Environmental Protection Agency (EPA) has proposed regulations that would require corrective action (e.g., soil excavation and groundwater removal and treatment) at municipal solid waste landfills (MSWLFs) and hazardous waste treatment, storage, and disposal facilities (TSDFs). This paper presents an overview of the proposed corrective action regulations, and discusses their relationship to proposed or existing closure and post‐closure care regulations. The paper then presents estimated corrective action cost curves for various MSWLF scenarios defined by landfill area, average waste thickness, and the presence or absence of a clay liner. The paper finally illustrates the economic benefits of sound closure and postclosure care by comparing estimated costs of corrective action to estimated costs of closure and postclosure care at MSWLF

AbstractBioremediation has proven to be a powerful weapon in cleaning up contaminated soils and aquifers. This article gives the perspective of time, cost, and extent of remediation. It warns that disappointment will follow unless adequate site assessments are made and that the support of nutrients and supply of oxygen must be assured. Bioremediation cannot deal with all contaminants and the process is not instantaneous. However, the method is fail safe. In spite of any mistakes we may make, nature will eventually come to our rescue.

AbstractA biological treatment process employing immobilized microbial populations was field‐tested on contaminated groundwater containing elevated concentrations of volatile organics and organic pesticides. The process consisted of parallel biological reactors, one a continuously stirred biological reactor packed with pall rings (Conventional Biotower) and the other a packed bed reactor operated in a plug flow configuration (Manville Packed Bed Reactor). Gas chromato graphy/mass spectroscopy analyses for forty two groundwater contaminants in feed and treated streams indicate that both reactors were very effective in the reduction of organophosphates and organochlorine

AbstractIntroduction and large‐scale production of synthetic halogenated organic chemicals over the last fifty years has resulted in a group of contaminants that tend to persist in the environment and resist both biotic and abiotic degradation. The low solubility of these types of contaminants, along with their toxicity and tendency to accumulate in food chains, make them particularly relevant targets for remediation activities.Among the mechanisms that result in dehalogenation of some classes of organic contaminants are stimulation of metabolic sequences through introduction of electron donor and acceptor combinations; addition of nutrients to meet the needs of dehalogenating microorganisms; possible use of engineered microorganisms; and use of enzyme systems capable of catalyzing reductive dehalogenation.The current state of research and development in the area of reductive dehalogenation is discussed along with possible technological application of relevant processes and mechanisms to remediation of soil and groundwater contaminated with chlorinated organics.
