AbstractCurrent cost estimates for the assessment and remediation of environmental contamination at facilities operated by the U.S. Department of Energy (DOE) are based largely on assumptions, with a resulting high level of uncertainty. Therefore, consistent and reliable methods for estimating the uncertainty inherent in the estimates are of vital importance. This article presents an approach and format for estimating contingency in DOE's Environmental Restoration Program. The method involves an analysis of risk factors having a potential to affect the cost of the major elements in the estimate. Application of the contingency analysis to a project site is included in the discussion.

AbstractThis article presents an analysis of the prospective costs of RCRA corrective action for private, nonfederal facilities. Two data bases developed by Research Triangle Institute and a remedial action cost model developed by CH2M Hill provide the foundation for this work. The methodology has two components, a remedial action knowledge base and a discrete‐state Monte Carlo analysis. Under base case assumptions, it is estimated that the total costs of RCRA corrective action will be $240 billion, with a 5 percent chance the costs will be less than $170 billion and a 5 percent chance the costs will be more than $377 billio

AbstractRegulatory agencies are involved in analysis of plans for, and results of, virtually every environmental site investigation and remediation project. Controlling the cost of such projects is largely dependent on arriving at a reasonable scope of work. Regulatory approval is heavily influenced by the approach, cooperation, level of expertise, communication skills, preparation, and diplomacy of those who interact directly with agency personnel. Agencies also can be sources of assistance in obtaining the cooperation of other responsible parties. This article discusses a practical approach to maximize assistance, cooperation, and collaboration from regulatory agencies.

AbstractUltraviolet (UV) light can aid in the investigation of petroleum‐contaminated soil and sediment. The visible fluorescence of many petroleum products under UV illumination often results in a striking contrast when compared with surrounding, uncontaminated media. This contrast can be used in a variety of applications, including delineating the extent of petroleum in excavations, locating seeps along shorelines, and selecting sample intervals in sediment cores.In another application, a field screening test using UV light combined with solvent extraction was developed to detect low levels of petroleum in soil. The test rapidly screens soil samples for the presence and relative concentration of petroleum hydrocarbons. The test was used to screen samples for laboratory analysis and identify residual petroleum product in boring sample

AbstractIn 1991, a fire occurred at a foundry in western Pennsylvania. The fire started in capacitors that contained polychlorinated biphenyls (PCBs) and subsequent sampling has indicated that PCBs and products of their incomplete combustion, the polychlorinated dibenzo‐p‐dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs), were released as a result of the fire. This article develops and provides justification for site‐specific cleanup levels for the PCBs, PCDDs, and PCDFs accidentally released into this industrial facility during the fire. Cleanup levels were calculated using standard risk assessment approaches and assumptions, and these riskbased values were compared with cleanup criteria used for other sites. Final criteria were established based on this comparison and a consideration of such site‐specific factors as migration potential, industrial use patterns, and the small mass of material

AbstractTo date, most of the development of unexploded ordnance (UXO)‐related requirements and procedures have been accomplished by the U.S. Army Corps of Engineers and the U.S. Army Toxic and Hazardous Materials Agency. The U.S. Navy and U.S. Air Force also have a significant requirement for environmentally related UXO expertise. This article traces the evolution of the UXO field, as developed by small businesses and the various branches of the U.S. Army, and describes the implications of conducting an environmental investigation or remediation in an area contaminated, or suspected to be contaminated, with UXO. AbstractRemoval of benzene, toluene, and the isomers of xylene (BTX) from gasoline‐contaminated groundwater under denitrifying conditions was investigated. In laboratory microcosms, benzene removal was found to be significantly stimulated by phosphorus addition. For total xylenes, removal followed a similar response, but toluene disappearance was unaffected by phosphorus enrichment. An in‐situ bioremediation project was conducted to extend this laboratory work to an actual field‐scale cleanup of gasoline‐contaminated groundwater. The flow of groundwater from two extraction wells to an infiltration gallery created a mostly closed loop to recycle the groundwater enriched with added nutrients and the electron acceptor (nitrate). The coincident occurrence of BTX loss (greater than 90 percent) in situ, nitrate (as well as phosphorus and ammonia) appearance, and increased levels of denitrifying bacteria at a downgradient well all suggested that denitrification may play a significant role in BTX remediation at th
