Abstract:The objective of a national statistical system is to provide relevant, comprehensive, accurate and objective (politically untainted) statistical information. There are multiple uses for the information collected, but generally statistics are invaluable for monitoring the country's economic and social conditions, the planning and evaluation of government and private‐sector programs and investments, policy debates and advocacy, and the creation and maintenance of an informed public.This paper discusses ten broad criteria for evaluating the efficiency of a national statistical system: the broad framework, including the legal one, as well as the rank and standing of the chief statistician; professional core values; non‐political objectivity and the means used to ensure this; systems and approaches used to assess and meet federal priorities; systems and approaches used to assess and meet provincial (state) priorities; systems and approaches to assess and meet other users' priorities; mechanisms for the coordination of the statistical system; balancing priorities against available resources; serving the needs of different client groups; and generating a supportive environment.Sommaire:Le systéme statistique national vise à fournir des données pertinentes, complètes, exactes et objectives, ćest‐à‐dire à l'abri de l'ingérence politique. Cette information contribue à la réalisation de nombreux objectifs: elle permet de suivre l'évolution de la conjoncture économique et sociale du pays, de planifier et d'evaluer les programmes et les investissements dans les secteurs public et privé, de tenir des discussions sur les politiques et les défendre, ainsi que de voir à ce que le public soit toujours bien renseigné.Dix critères géneraux d'évaluation des systèmes statistiques nationaux sont analysés dans l'exposé: le cadre généaral, entre autres le volet juridique et la place occupée par le statisticien en chef; les valeurs professionnelles fondamentales; l'objectivité non politique et les mesures prises pour l'assurer; les systèmes et les méthodes servant àévaluer et respecter les priorites fédérates; les systèmes et les méthodes servant àévaluer et respecter les priorités des provinces (les états); les systèmes et les méthodes servant %aG évaluer et respecter les priorités d'autres utilisateurs; les mécanismes de coordination du système statistique; la mise en équilibre des priorités en fonction des ressources disponibles; la satisfaction des besoins de différents groupe

Sommaire:Cette étude porte sur la stratification des postes d'encadrement supérieur dans la fonction publique québécoise. Elle révèle que ces postes sont soumis à une double hiérarchisation, l'une fondée sur une logique professionnelle et l'autre sur une logique organisationnelle. Un titre de classement et une échelle de prestige sont reliés à la hiérarchie professionnelle. Un titre de fonction et une échelle de pouvoirs sont associés à la hiérarchie organisationnelle. Chaque cadre supérieur dispose ainsi d'une double identityé. Comme ces deux hiérarchies sont souvent divergentes, il est difficile de découvrir le statut véritable de certains postes de direction.Abstract:This study looks at the stratification of top executive positions in the Quebec public service. It shows that these positions are governed by a dual hierarchy: one founded on professional logic and the other on organizational logic. Classification titles and scales of prestige are connected with professional hierarchy, while function titles and scales of power are associated with organizational hierarchy. Each senior official thus has a dual identity. Because the two hierarchies are often divergent, it is difficult to discover the real status of many

Abstract:Over the past forty years, the Canadian health‐care system has undergone many changes and realized many achievements. Universal coverage, organizational simplicity, high status of health together with a high level of public satisfaction indicate success of the system. And yet, the health‐care system began to show signs of strain. Changing consumer expectations, mounting health‐care expenditures and a continued emphasis on the institutional sector contributed to the down‐side of the success. In response to this, the Alberta government initiated fundamental reform of this complex system. This paper chronicles Alberta's approach in reforming and restructuring the health‐care system. It reviews a number of developmental and policy initiatives that set the stage for a health‐care reform mind‐set in the province. It reviews Alberta's approach to health‐care reform from its initial stages to the development of the first Three‐Year Business Plan for Health through to the formation of a regionalized health‐care system. The paper concludes by offering some preliminary observations of this reform process.Sommaire:Au cours des quarante dernières années, le réseau des soins de santé au Canada a subi de nombreux changements et a beaucoup réalisé. La couverture universelle, la simplicité organisationnelle, un excellent standard de santé ainsi qu'un niveau élevé de satisfaction du public sont autant d'indices de réussite du système. Et pourtant, le réseau des soins de santé a commencéà révéler des symptômes problématiques. L'évolution des attentes des consommateurs, l'augmentation des dépenses consacrées à la santé ainsi que l'accent placé sur le secteur institutionnel sont venus grever ce succès. Pour faire face à ces changements, le gouvernement de l'Alberta a lancé une réforme fondamentale de ce réseau complexe. Cet article présente l'approche de l'Alberta en matière de réforme et de restructuration du réseau des soins de santé. II passe en revue un certain nombre d'initiatives de politique et de développement qui ont obtenu l'appui du public pour la réforme du système. L'article examine la méthodologie de l'Alberta en matière de réforme des soins de santé, à partir de ses premières étapes jusquapos;à la mise au point du premier plan de fonctionnement triennal pour la Santé, et l'établissement d'un systéme de santé régionalisé En conclusion, l'article
