Abstract:Environmental management means managing people, not the ecosphere. One implication of that obvious but uncomfortable fact is that the policies that are required when only a few actors are involved are different from those where mass behaviour is expected to change. Governmental influences over the “few” and the “many” are markedly different, and so are different nations' capacities to improve environmental behaviour. Industrialized countries can often deal with environmental degradation by influencing the behaviour of the few, but developing countries must deal with mass publics. In both cases such influence has been traditionally exercised through conventional ministries and departments. Environment is not a “sector” in this conventional sense, however. Accordingly, governments must either coordinate the environmental policies of existing agencies or set up new super‐agencies to produce the necessary changes in public behaviour. Both procedures are politically and administratively sensitive, and it is no surprise that much of the action that has been taken so far, in both industrialized and developing countries, has come in response to international influences. But these influences are limited: international bodies usually confine their activities to conferences or to research producing descriptive macro‐level data, accompanied by expressions of abstract policy preferences. National governments therefore have to deal with the difficult problems of public behaviour on their own. The article suggests means of improving their performance by measuring the public's responses and by appraising their own policy experiences.Sommaire:La gestion de I'environnement, c'est la gestion de la population et non celle de I'écosphere. Cette réalité, kvidente mais difficile à admettre, implique notamrnent que les politiques nécessaires, lorsque quelques acteurs seulement sont impliqués, doivent être différentes de celles requises lorsque le comportement du public dans son ensemble doit être modifié. L'emprise gouvernementale sup ces acteurs, selon qu'ils soient « quelques‐uns » ou « beaucoup» est manifestement différente. Il en est de même de la capacité des nations d'améliorer le cornportement a I'égard de I'environnement. Les pays industrialisés peuvent souvent influencer le comportement de « quelques‐uns », alors que les pays en voie de développement doivent affronter le public dans son ensemble. Dans les deux cas, cette influence s'est faite traditionnellement par I'intermtdiaire de ministères conventionnels. L'en‐vironnement ne constitue pas un » secteur» que I'on peut assujettir à ce type d'organisation. Les gouvernements doivent donc soit coordonner les politiques environnementales des organismes existants, soit mettre en place de « super‐organismes « pour provoquer les changements nécessaires dans le comportement du public. Les deux stratégies étant politiquement et administrativement délicates, il n'est pas surprenant de constater qu'une grande partie des mesures prises jusqu'à présent, aussi bien dans les pays industrialisés que dans ceux en voie de développement, sont le résultat dinfluences internationales. Mais ces influences sont par dtfinition limitées: les organismes internationaux s'en tiennent habituellement à des conférences ou à des recherches aboutissant à des descriptions de grandes problè‐matiques, accompagnées d'expressions générales de préférences politiques. Abstract:Regulation has to date been the policy tool of choice as regards environmental protection. This paper argues that while regulation is often necessary, an array of policy instruments is available. Non‐regulatory approaches may, in some circumstances, be more appropriate or serve as useful supplements to an effective regulatory regime. Three types of non‐regulatory approaches are distinguished: indirect, participatory, and authoritative. Indirect approaches achieve significant reductions in pollution levels while achieving, in the first instance, other important objectives. They are generally statutorily delineated and thereby avoid a delegated regulatory regime. Indirect approaches include mandatory beverage container deposit legislation and appliance efficiency standards. In participatory approaches, much of the task of policy implementation actually passes on an on‐going basis to nongovernmental structures other than self‐regulating industries. Perhaps the best example of this approach is internal responsibility systems which seek to protect workplace health through mandatory workplace committes and protected worker rights. Authoritative approaches avoid complex regulatory regimes through stronger and more explicity, even if less commonplace, interventions into the economy. This would include banning the production or sale of particularly hazardous substances.Sommuire:En matitre de protection de I'environnement, la reglementation a jusqu'a present ktk I'outil de predilection des gouvernements. L'auteur soutient ici que, si cette forme d'intervention est souvent nkcessaire, d'autres instruments sont aussi disponibles et peuvent s'avkrer plus appropries ou constituer un complement utile a une rkglementation par ailleurs efficace. L'auteur distingue trois genres d'approche non fondke sur la rkglementation: I'approche indirecte, I'approche participative et I'approche autoritaire. Avec la premitre, on reussit a reduire de facon significative les taux de pollution, tout en s'attaquant en premier lieu a d'autres objectifs importants; on pense ici par exemple a PI'obligation de consigner des bouteilles P usage domestique et aux normes d'efficacite pour les appareils menagers. Comme ces obligations viennent generalement de lois, elles evitent la rkglementation. Avec I'approche participative, presque toute la mise en aeuvre des mesures est deleguee sur une base permanente a des structures non gouvernementales autres que les industries ellesmémes. Le meilleur exemple de cette approche est sans doute le système de responsabilité interne en matière de santé au travail reposant sur des comités obligatoires et sur la reconnaissance de droit aux travailleurs. Abstract:Nothing could be more characteristic of the thought of R. MacGregor Dawson than his ideas about the role of the civil service in a liberal democracy. His approach to this question forms a distinct theory which can be called administrative liberalism. This theory can be pieced together from Dawson's diverse writings and consists of three interrelated facets. First, there is a need for a reformed, merit‐based civil service; second, there must be a willingness to give the civil service “official independence”; and finally, there must be a special relationship between a minister and his officials in which there is a subtle combination of mutual respect and support. The combination of these three elements forms a unique contribution to the ongoing debate over the most satisfactory method of reconciling liberal democracy and bureaucratic administration within the framework of parliamentary government.Sommaire:Les idées de R. MacGregor Dawson à propos du rôle de la Fonction publique dans une démocratie libérale caractérisent particulièrement bien sa pensée. La façon dont il aborde la question constitue une théorie particulière que I'on pour‐rait appeler Iibéralisme administratif. Sa théorie, qu'il faut construire à partir de divers textes, se compose de trois volets liés les uns aux autres. Tout d'abord, la Fonction publique doit être réformée pour se fonder davantage sur le mérite. Deuxièmement, la volonté d'octroyer à la Fonction publique une “indépendance officielle” est indispensable. Enfin, il doit exister entre le Ministre et ses représentants officiels une relation toute spéciale, fondée sur un mélange subtil de respect et de soutien mutuel. Sommaire:Dans nos sociétés, les décisions relatives aux nouveaux équipements techniques en santé sont en général prises au sein d'instances relevant plus ou moins directement du pouvoir gouvernemental (ministères, organismes régionaux, hôpi‐taux, etc.). Plusieurs intervenants agissent dans ce milieu public où, comme acteurs du processus décisionnel, ils ont à résoudre diverses incertitudes et è tenir compte d'enjeux politiques, professionnels ou organisationnels. L'influence de ces incertitudes et de ces enjeux sur les décisions dépend aussi beaucoup de la phase (décou‐verte, implantation ou diffusion, par exemple) dans laquelle se trouvent les innovations à un moment donné.Cet article tente donc de démontrer la complexité du processus décisionnel dans la mise en place des nouvelles technologies médicales de haute intensité. II met I'emphase sur le rôle et les limites de la réglementation.Abstract: In our society, decisions concerning new technical equipment for health care are in general made by bodies that are more or less directly under government control (ministries, regional bodies, hospitals, etc.). As actors in the decision‐making process, these entities are required to clear up many uncertainties and take into account the political, professional or organizational issues. The influence of these uncertainties and issues on decision‐making also depends on the stage (for example, discovery, introduction or dissemination) that an innovation has reached at any given moment. Abstract:Because Canada has regions totally dependent on imported oil and is a trading nation dependent on international trade for a significant share of its national income, it is vulnerable both directly and indirectly to the consequences of oil supply shortfalls and the attendant price hikes. The Canadian energy emergency preparedness system, through Canada's membership in the International Energy Agency, is integrated into the iea's international emergency oil‐sharing system. Despite being well over a decade old, the nature and state of Canada's system has never been independently analysed. By highlighting the close relationship between energy security and economic security, the argument is made that continued attention to energy security is prudent. The article attempts to make the very technical features of these systems comprehensible to non‐energy specialists. The implications of iea membership for Canada are analysed and the relationship between Canada's responsibilities to the iea and its obligation under the free trade agreement with the United States is discussed.Sommaire:Dans la mesure où il a des régions entièrement dépendantes des importations de pétrole et où il est tributaire du commerce international pour une part importante de son revenu national, le Canada est vulnérable directement et indirectement aux conséquences d'un arrêt des approvisionnements pétroliers et aux montées des prix en résultant. Le plan d'urgence énergétique dont le Canada s'est doté dans le cadre de son appartenance à I'Agence Internationale de 1'Énergie est intégré au système international de partage de pétrole en cas d'urgence élaborré par cet organisme. Bien qu'il existe depuis plus d'une décennie, la nature et la situation du plan canadien n'ont jamais étéétudiées de façon indépendante. En attirant I'attention des lecteurs sur les relations étroites existant entre la sécurité en matière énergétique et en matière économique, les auteurs expliquent qu'il est prudent de prêter constamment attention à la sécurité en matière énergétique. 11s essaient égale‐ment de vulgariser les caractéristiques extrêmement techniques de ces systèmes. Les auteurs analysent en outre les conéquences qu'entraînePappartenance du Canada à I'AIE et le rapport existant entre les responsabilités du Canada vis‐à‐vis de I'AIE et ses obligations
