摘要:
The article examines one of the most important aspects of mediation behavior, namely, the factors that influence the choice of a mediation strategy. A conceptual framework accounting for mediation behavior is developed, and an original data set on cases of international mediation is utilized to suggest the validity of the framework. The analysis indicates the importance of motivational and contextual factors in explaining mediation behavior and strategies. The article argues that greater attention should be given to the context of a dispute in future studies on international mediation.

As the security environment of many states changes, some may be persuaded to explore defense strategies embodying methods of nonviolent civilian resistance. An important question for civilian‐based defense strategies involves their deterrence potential. By integrating deterrence theories with research on popular mobilization and social movements, this article explores the requirements for evaluating the deterrence potential of civilian‐based defense. Allied intervention in Russia in the summer of 1918 put an end to serious dialogue between Bolsheviks and Americans until the Paris Peace Conference. But in the United States, maverick Senator Hiram Johnson (D‐California) and former American Red Cross representative to Russia, Raymond Robins, fought a behind‐the‐scenes battle pressing the case for an alternative American policy, resumption of discussions with the Bolsheviks, and withdrawal of American troops.
