SummaryRELATIONS BETWEEN AGRICULTURAL POLICY AND SOCIAL POLICYFor various reasons, social aspects of agriculture are gaining in importance, and social policy is becoming a full‐scale element of agricultural policy. Therefore, research should deal more intensively with the social aspects of the objectives, means and effects of agricultural policies. Applied agricultural policy will have to use the means and theses of social policy more dispassionately and with greater differentiation. These two policies are not incompatible antitheses. Every act in farm policy influences the living conditions of those active in farming, of the rural population and of urban consumers, both in direct and indirect ways. Social policy aims to reduce hardships and to equalise conditions according to social justice and social security, where the politics arising from agricultural economics and land tenure lead to sacrifices or promote inequality. In addition, the instruments of social policy should be used in farm policy to promote economic development, to shape agrarian structure and to guide towards the future, i.e. in a constructive way. Thus, there is no alternative choice between agricultural and social policy, but rather an optimal coordination of actions in the field of economics and social policy is required to ensure full employment, just distribution of income, equal conditions of life and social integration of the farming population, i.e. a “social agricultural policy” (Abel).RésuméRELATIONS ENTRE LES POLITIQUES AGRICOLES ET SOCIALESL'importance des aspects sociaux s'accroît pour diverses raisons et la politique sociale devient, de ce fait, un élément à part entière de la politique agricole. La recherche sociale devra done, de plus en plus, se préoccuper des aspects sociaux des objectifs, des moyens et des résultats de la politique agricole; cette dernière devrait, dans la pratique utiliser avec plus d'ingéniosité et de nuance, les thèses et les moyens de la politique sociale.Politiques agricoles et sociales ne sont pas incompatibles; toute mesure de politique agricole affecte, directement ou indirectement, les conditions de vie des actifs agricoles, des ruraux et des consommateurs urbains. Le but de la politique sociale est d'atténuer, en accord avec la sécurité et la justice sociale, les rigueurs qu'entraînent les mesures économiques et structurelles de la politique agricole, génératrices d'inégalités et de sacrifices.L'utilisation des instruments de la politique sociale dans la politique agricole est nécessaire au progrès de l'économie, à l'élaboration de structures et à la direction du développement. Il ne s'agit pas d'une alternative entre politique agricole et politique sociale mais d'une harmonisation entre des mesures économiques et sociales, destinées à garantir le plein emploi, la distribution équitable des revenus, la parité des conditions de vie et une intégration sociale de la population agricole, c'est à dire une «véritable politique agricole sociale» (Abel).ZusammenfassungAus dem Anspruch der Landwirte auf mehr persönliche Freiheit, paritätisches Einkommen, gleichwertige Lebensbedingungen und soziale Sicherheit ergeben sich für die Agrarpolitik neue Aufgaben, die mit dem herkömmlichen Instrumentarium nicht zu bewaltigen sind. Dieses muß daher durch sozialpolitische Maßnahmen vervollständigt werden. Da die sozialen Aspekte der Zielsetzung, des Mitteleinsatzes und der Wirkungen der Agrarpolitik immer bedeutsamer werden, muß die wissenschaftliche Agrarpolitik der Sozialpolitik künftig mehr Aufmerksamkeit widmen. Agrarpolitik im Sinne sektoraler Wirtschaftspolitik und Sozialpolitik konnen gegensätzlich wirken, da sie verschiedene Prinzipien und Maßstäbe anwenden. Das gegenseitige Verhältnis ist aber hauptsächlich ein ergänzendes. Die Sozialpolitik muß nach Maßgabe sozialer Gerechtigkeit und sozialer Sicherheit Härten mildern und ausgleichen, wo Agrarwirtschafts‐ und Agrarstrukturpolitik Opfer fordern oder Ungleichheit fördern. Im übrigen ist das sozialpolitische Instrumentarium produktivitätsfördernd, strukturgestaltend und zukunftsorientiert, also ‘konstruktiv’ in der Agrarpolitik einzusetzen. Auf diese Zielsetzung hin ist es weiterzuentwickeln, da es bisher noch viel zu sehr auf bestimmte Notstande und zu wenig auf die Beseitigung von deren Verursachungen zugeschnitten ist. Die Alternative lautet also nicht: ‘Agrarpolitik oder Sozialpolitik’, sondern ‘Agrarpolitik und Sozialpolitik’ mit dem Endziel, eine ‘soziale Agrarpolitik’ (Abel, 1967) zu formulieren, d.h. wirtschafts‐ und sozialpolitische Maßnahmen optimal abzustimmen, um Vollbeschäftigung, ge‐rechte Einkommens‐ und Vermögensverteilung, gleichwertige Lebensverhältnisse, ausreichende Sicherheit und sozial

SummaryThe paper discusses the limited analytical and heuristic utility of formal traditional‐modern conceptualization in terms of institutional and socio‐demographic indices. It shows that such conceptualization is valid chiefly when basic, and even crude knowledge is required in respect to heterogenous and unfamiliar populations. Otherwise, it is liable to prove simplistic and sometimes actually misleading.This is in three important respects:1. There is a fundamental distinction between traditional and modern aspects in static terms of respective institutional andsocio‐demographicproperties, and between ‘traditionalism’ and ‘modernity’ in terms of the capacity to modernize.2. Formal institutional conceptualization wrongly implies the inevitability of overall institutional change in one direction; and it is associated with an image of a linear process in which all the dimensions move more or less together along one scale, or in association. But in reality, not only may specific institutional factors vary independently, and not only are they distinct from, and do not automatically assure, continuous change; but also, and perhaps chiefly, the ‘transitional’ society is qualitatively as well as quantitatively set apart from both the polar extremes.3. In some important respects, the supposedly ‘opposing’ traditional and modern patterns are not quite as mutually exclusive as is suggested by institutional analysis. Not only can they coexist under certain conditions, but they may even reinforce each other in the process of change and development. In other words, any approach to the place of tradition in the process of development must be functionally differentiated rather than formal. It is necessary, in each study and plan of induced change, to analyze the various traditions of social groups so as to distinguish within their composition basic significances for development, both positive and negative.RésuméLES CONCEPTS DE «TRADITIONNEL» ET DE «MODERNE» EN RECHERCHE SOCIALE COMPARATIVE ‐ UNE ÉVALUATION EMPIRIQUECet article évoque les limites de l'utilité analytique et heuristique de la conceptualisation formelle en termes de «modernité‐tradition» des indices institutionnels et socio‐démographiques. Ce montre qu'une telle conceptualisation est valable, principalement, lorsque la connaissance de base, non élaborée, est requise pour une population hétérogène et peu connue; s'il en est autrement, elle peut s'avérer simpliste ou quelquefois même trompeuse.Cette prise de position est importante à trois points de vue.I. Il existe une distinction fondamentale entre les aspects traditionels et modernes des caractéristiques institutionnelles et socio‐démographiques, en termes statiques, et entre «traditionnalité» et «modernitd» en termes de capacité de modernisation.2. La conceptualisation institutionnelle formelle implique, à tort, l'inéluctabilité du changement institutionnel global dans une seule direction. Elle est associée à l'image d'un processus linéaire dans lequel toutes les dimensions se meuvent, plus ou moins, ensemble au long d'un continuum ou en association. Mais en réalité, il n'y a pas que les facteurs institutionnels qui puissent varier indépendemment et assurer, automatiquement, un changement continu. Par ailleurs ‐ et c'est peutetre là l'essentiell ‐ la société de transition est, quantitativement aussi bien que qualitativement, située à l'écart des pôles extrêmes.3. Par certains aspects importants, les schémas traditionnels etmodernes, considérés comme opposants, ne sont pas aussi totalement exclusifs que le suggère l'analyse institutionnelle et peuvent, non seulement coexister, mais aussi renforcer leur action mutuelle au cours du processus de changement et de développement.En d'autres termes, toute approche de l'importance du «traditionnel» dans le processus de développement, doit être fonctionnellement plutôt que formellement différencié. Il est nécessaire, dans toute étude ou plan de changement induit, d'analyser les différents types de traditions selon les groupes sociaux arm de distinguer, dans leur composition et leur agencement, les significations essentielles favorables ou défavorables au développement.ZusammenfassungDAS BEGRIFFSPAAR ‘TRADITIONELL UND MODERN’ IN DER VERGLEICHENDEN SOZIALFORSCHUNG ‐ EINE EMPIRISCHE BEWERTUNGDer Artikel behandelt den begrenzten analytischen und heuristischen Nutzen des formalen Begriffspaares ‘traditionell und modern’ als institutionelle und soziodemographische Indices. Dieses Begriffspaar gilt vor allem, wenn grundlegende oder nur grobe Kenntnis von heterogenen und ungewóhnlichen Populationen erforderlich ist. Andernfalls muss es sich als vereinfachend und gelegentlich sogar irreführend erweisen. Das gilt in drei wesentlichen Richtungen:1. Es gibt einen grundlegenden Unterschied zwischen traditionellen und modernen Gesichtspunkten der institutionellen und sozio‐demographischen Eigenschaften, und zwischen Traditionalismus und Modernität im Sinne der Fähigkeit zur Modernisierung.2. Die formale institutionelle Begriffsbildung beinhaltet zu Unrecht die Unvermeidlichkeit eines allgemeinen institutionellen Wandels in einer Richtung, und sie ist assoziiert mit dem Bild eines linearen Vorgangs, in dem alle Dimensionen sich mehr oder weniger entlang einer Skala bewegen. In der Wirklichkeit jedoch konnen nicht nur die spezifischen institutionellen Faktoren unabhängig voneinander variieren und sind nicht nur unterschieden vom beständigen Wandel, sie können ihn audi keineswegs automatisch sichern. Ausserdem ist die Übergangsgesellschaft qualitativ und quantitativ getrennt von den beiden Extremen zu sehen.3. In einigen wesentlichen Punkten stehen sich das traditionelle und das moderne Muster nicht so unvereinbar gegenüber, wie die institutionelle Analyse meint. Sie konnen unter gewissen Bedingungen koexistieren und sich sogar im Prozess des Wandels und der Entwicklung gegenseitig stärken. Mit anderen Worten: Die Rolle der Tradition im Entwicklungsprozess muss funktionell differenziert und nicht formal behandelt werden. SummaryPOLITICAL RADICALISM AMONG DUTCH FARMERSAlthough income parity has been achieved in Dutch agriculture, dissatisfaction with income is prevalent among farmers for reasons which are quite understandable. Low income is the most important factor that brings about the decrease in the number of farmers. A real opposition against government agricultural policies is pursued by two minor political parties, namely the Communist Party and the Farmers Party. The Farmers Party is a radical right wing political party which has enjoyed a fast growing electoral success between 1958 and 1966.Farmers who sympathise with the Farmers Party are over‐represented among those farmers who look for security to be given by the government.The central hypothesis of the empirical study was that those farmers who score high on the authoritarianism scale, and who at the same time are disoriented in some way, will show sympathies with the Farmers Party. Two kinds of disorientation are further elaborated: anomy and relative deprivation. This central hypothesis is invalidated by empirical data. Anomy, independent from authoritarianism, appears to be a factor explaining sympathies with the Farmers Party; second, only among the less authoritarian farmers and, connected with this, among the higher income categories can a relationship be observed between relative deprivation and sympathy with the Farmers Party.Disorientation is presumably the central factor that brings about a sympathy with the Farmers Party. Among the higher income categories, anomy seems to originate from income dissatisfaction; among the lower income categories, those farmers who look for security to be given by the government and who at the same time do not believe that the government will be ready to procure this security, show sympathies with the Farmers Party.RésuméLE RADICALISMS POLITIQUE DES AGRICULTEURS NÉÉRLANDAISBien que la parité des revenus ait été réalisée dans l'agriculture néerlandaise, l'insatisfaction à leur égard domine chez les exploitants agricoles et ceci pour des raisons compréhensibles. Le faible niveau de revenu est la cause majeure de la diminution du nombre des agriculteurs. Une réelle opposition à la politique du gouvernement est menée par deux partis politiques mineurs: le parti communiste et le parti paysan. Le parti paysan est un parti d'extrême droite dont le succès électoral a cru rapidement de 1958 à 1966. Les agriculteurs dont les sympathies vont à ce parti sont relativement plus nombreux parmi ceux qui considèrent que leur sécurité doit être assurée par le gouvernement.L'hypothèse de base de l'analyse empirique était que les agriculteurs dont le score d'échelle pour leur attitude envers l'autoritarianisme était élevé et qui, de plus, étaient de quelque manière désorientés, devaient adhérer aux slogans du parti paysan. Deux types de désorientationfurent ensuite cernées: la frustration et la privation relative. Cette hypothèse est invalidée par les données empiriques. Indépendante de la mesure de l'autoritarianisme, l'anomie apparait comme un facteur explicant la sympathie envers le parti paysan. En second lieu, ce n'est que parmi les agriculteurs moins authoritoirs et, en liaison avec ceci, parmi les revenus les plus éléves, que Ton peut observer une relation entre une privation relative et la sympathie envers le parti paysan.La désorientation est, vraisemblablement, le facteur essentiel de cette adhésion. Parmi les catégories de revenus les plus élevés, l'in‐satisfaction avec les revenus semble être a l'origine de l'anomie. A l'opposé, parmi les catégories de revenus les plus faibles, ce sont les agriculteurs qui pensent que leur sécurité doit être assurée par l'Etat et qui, en mêne temps, ne croient pas que le gouvernement soit disposéà la leur procurer, qui font preuve de sympathie à Pegard du parti paysan.ZusammenfassungPOLITISCHER RADIKALISMUS BEI NIEDERLÄNDISCHEN LANDWIRTENObwohl in der niederländischen Landwirtschaft die Einkommensparität erreicht ist, herrscht bei den Landwirten aus verständlichen Gründen Unzufriedenheit mit dem Einkommen vor. Niedrigere Einkommen sind der wichtigste Faktor für die Abnahme der Zahl der Landwirte. Zwei kleine politische Parteien, die kommunistische Partei und die Bauernpartei verfolgen eine wirkliche Opposition gegen die Agrarpolitik der Regierung. Die Bauernpartei ist eine politische Partei des radikalen rechten Flügels mit einem schnell zunehmenden Wahlerfolg zwischen 1958–1966. Landwirte, die mit der Bauernpartei sympathisieren, sind überrepräsentiert ünter den Landwirten, die von der Regierung Sicherheit erwarten.Die zentrale Hypothese der empirischen Studie war, daß jene Landwirte, die hohe Ränge auf der Autoritätsskala haben und die gleichzeitig in irgendeiner Weise desorientiert sind, mit der Bauernpartei sympathisieren. Zwei Arten von Desorientierung werden weiter untersucht: Anomie und relative Entbehrung. Diese zentrale Hypothese wird durch die empirischen Daten widerlegt. Unabhängig vom Autoritätsglauben scheint die Anomie ein Faktor zu sein, der die Sympathie mit der Bauernpartei erklärt. Ferner: Nur unter den weniger autoritären Landwirten und damit im Zusammenhang bei den hoheren Einkommenskategorien kann eine Beziehung zwischen relativer Entbehrung und Sympathie mit der Bauernpartei festgestellt werden. Die Desorientierung ist vermutlich der zentrale Faktor, der Sympathie für die Bauernpartei verursacht. Unter den Kategorien mit hohen Einkommen scheint die Anomie von Unzufriedenheit mit dem Einkommen herzurühren. SummarySOCIAL CLASSES, FAMILT DEMOGRAPHIC CHARACTERISTICS AND MOBILITY IN THREE IRANIAN VILLAGES: A PILOT STUDYThis paper explores the thesis that in the Iranian agricultural village communities differentiated social groups exist and that the social class position of the rural households significantly influences family demographic characteristics and the pattern of inter‐generational social mobility. Data are from a field work study which was completed in three villages during the summer of 1967. A random sample of 30 per cent of the households residing in the villages under study was selected. Interview schedules as well as participant observation methods were used for collecting the data. On the basis of land tenure relationships and the level of farm technology three social classes were identified. Significant variations in socio‐economic life chances, fertility ratio, family size and the kind and extent of inter‐generational social mobility were found among the rural households in the three social classes.RésuméCLASSES SOCIALES, MOBILITÉ ET CARACTÉRISTIQUES DÉMOGRAPHIQUES DANS TROIS VILLAGES D'IRAN: UNE ÉTUDE PILOTEL'argument central de cet article est qu'il existe dans les communautés villageoises rurales d'Iran des groupes sociaux différenciés et que la situation sociale des families y influence de maniere significative les caractéristiques démographiques et les modèles de mobilité sociale de générations à générations.Ces données proviennent d'une étude réalisée dans trois villages, au cours de l'été 1967. Trente pour cent des families résidant dans cestrois villages constituèrent l'échantillon sélectionné. Des schémas d'entretiens ainsi que des méthodes d'observation directes furent appliquées à la collecte des données.Trois groupes sociaux furent déterminés sur la base du niveau de la technique agricole utilisée et du mode de tenure. Des variations significatives des espérances socio‐économiques, des taux de fertilité, de la dimension de la famille, de la forme et de l'importance de la mobilité sociale ont été mises en lumière parmi les families de ces trois groupes différents.ZusammenfassungSOZIALE KLASSEN, DEMOGRAPHISCHE FAMILIENMERKMALE UND MOBILITÄT IN DREI IRANISCHEN DÖRPERN ‐ EINE FALLSTUDIEDie These wird untersucht, daß in den iranischen Dörfern differenzierte soziale Gruppen existieren, und daß die soziale Klassenposition der ländlichen Haushalte signifikant die demographischen Familienmerkmale und die soziale Mobilität zwischen den Generationen beeinflußt. Die Daten entstammen einer Studie in drei Dörfern im Sommer 1967. Eine statistische Zufallsmasse von 30 Prozent der Haushalte in den untersuchten Dörfern wurde ausgewählt. Interview‐Formulare und Methoden der persönlichen Beobachtung wurden angewandt, um die Daten zu erheben. Nach den Grundbesitzbeziehungen und dem Niveau der landwirtschafdichen Technologie wurden drei soziale Klassen identifiziert.
