SummaryIn the firm belief that rural sociology is currently in a state of malaise, this paper attempts to diagnose the sickness. Some of the main aspects of what is called ‘conventional rural sociology’ are outlined and their limitations discussed. It is argued strongly that rural sociology must become more theoretically‐oriented in the problems it sets itself and that more attention be given to conceptual and theoretical issues. It is hoped that the paper will provide a focus which will stimulate debate around the questions raised.ZusammenfassungAusgehend von der festen Überzeugung, daß sich die länliche Soziologie in einem trostlosen Zustand befindet, wird in dieser Arbeit versucht, diese Krankheit zu diagnostizieren. Es werden einige der Grundzüge der sogenannten “konventionellen ländlichen Soziologie” dargestellt und deren Grenzen diskutiert. Dabei wird die Auffassung vertreten, daß die ländliche Soziologie auf eine viel stärkere theoretische Orientierung bei der Bearbeitung ihrer Problem‐stellungen achten muß, und daß sie sich verstärkt für konzeptionelle und theoretische Fragen interessieren sollte. SummaryThis paper discusses the contribution that ‘interpretative’ research might make to rural sociology. Most research in rural sociology has had a heavy quantitative bias, and it is suggested that this bias has often made an understanding of the processes of social change more difficult. One way in which ‘interpretative’ sociology might prove of value is in bringing together the analysis of changes at the local ‘community’ level, and more widespread structural changes. The analysis of social transactions between peasants and cattle‐dealers in the Spanish Pyrenees, undertaken by the author, focuses attention on the process of social change through the use of ‘interpretative’ rather than positivistic research methods. It is argued that changes at the ‘community’ level are only one example of the behaviour which rural sociologists might investigate using a more ‘interpretative’ approach.ZusammenfassungDieser Artikel beschäftigt sich mit dem Beitrag, den die “Interpretations” ‐ Forschung für die ländliche Soziologie leisten könnte. Die meisten Arbeiten auf dem Gebiet der ländlichen Soziologie waren zu sehr auf quantitative Ergebnisse ausgerichtet und dies hat nach Ansicht des Autors das Verständnis der Prozesse des sozialen Wandels oft erschwert. Eine “interpretative” Soziologie könnte sich nützlich erweisen bei dem Versuch die Analyse von Veränderungen auf der lokalen “Gemeinde”‐Ebene mit der Analyse von weiterreichenden strukwellen Veränderungen zu verbinden. In einer Studie des Autors über soziale Transaktionen zwischen Bauern und Viehhändlern in den spanischen Pyrenäen wird mit mehr “interpretativen” als positivistischen Methoden versucht, die Aufmerksamkeit auf den Prozess des sozialen Wandels zu lenken. SummaryIn this paper an effort is made to explain some of the dynamics behind evolving rural social systems in terms of their comparatively smaller or greater openness or closure. It is argued that rural social systems can be called comparatively open or closed in various respects: (a) factually, formally and/or normatively; (b) to the outside and/or to the inside; (c) socio‐structurally and/or culturally.The author applies these distinctions in a discussion about the difficult position of many social systems in present‐day rural Europe between the extremes of complete isolation and complete external integration.ZusammenfassungIn diesem Artikel wird versucht, die Dynamik sich entwickelnder ländlicher Sozialsysteme in Bezug auf ihre vergleichsweise geringere oder grössere Offenheit bzw. SummaryThe farm operation and its Task Environment (TATE) can be seen as forming a system S. TATE is not a residual conceptualisation, being that part of the environment which, through direct instrumental interaction exerts defining power on farm goals and farm roles. That is, the interdependencies existing between TATE and farm operations are asymmemcal. Once TATE is assumed as a meaningful unit of analysis, some major problem‐areas are perceived; viz.:‐ a functioning of TATE according to an increasingly deterministic model of action;‐ an increasing share of irrationality in the intra‐farm processes and choices, which has collective and external origines;‐ a growing rigidity of the complex “internal vs. external interactions” of the farm operation.The tentative conclusion seems to be justified that TATE forms a “quasi‐organisation” based on a peculiar allocation of responsibility and costs over the different structural positions.In the second part of the article the author wonders how the processes presently going on whitin S while still upholding an atomistic world‐view can compare with the classical feudal model of social organisation. With respect to this model he detects three essential differences in the bondages linking superordinate to subordinate positions. These differences seem to make rather for a form of “shifting feudalism” among institutions with the farm institution in the role of the coolie. The feudal model does, however, not seem to meet the requirements for coping with the problems of turbulent environments.The last part of the article touches upon the possibility of democratic planning as a way to both cope with the former requirements and to realize a negotiated solidarity.ZusammenfassungEin landwirtschaftlicher Betrieb und seine Umwelt kann als ein System S. angesehen werden. TATE ist der Teil der Umwelt der durch direkte instrumentale Interaktion bestimmte macht auf Ziele und Rollen im Bauernhof ausübt und ist somit keine residuale Kategorie. Das heißt, die Interdependenzen zwischen TATE und dem Betrieb sind asymmetrisch. Wenn man TATE als eine sinnvolle Analyse‐Einheit annimmt, kann man einige hauptsächliche Problem‐felder unterscheiden:‐ TATE funktioniert entsprechend einem zunehmend deterministischen Aktionsmodell;‐ ein zunehmender Anteil von Irrationalität bei inner betrieblichen Prozessen und Entscheidungen, aufgrund kollektiver und extetner Ursprünge;‐ eine zunehmcnde Starrheit in dem Komplex “interne gegenüber externe Interaktionen” der Hofbewirtschaftung;Der vorläufige Schluss scheint gerechtfertigt, dass TATE eine “Quasi‐Organisation” bildet, die auf einer spezifischen Verteilung von Verantwortung und Kosten auf die verschiedenen strukturrllen Positionen basiert.Im zweiten Teil des Artikels beschäftigt sich der Autor mit der Frage, wie sich die Prozesse, die gegenwärtig innerhalb von S stattfinden, wobei immer noch ein atomistisches Weltbild aufrechterhalten wird, vergleichen lassen mit dem klassischen feudalen Modell der sozialen Organisation. Im Hinblick auf dieses Modell entdeckt er drei wesentliche Unterschiede in den Bindungen zwischen untergeordneten und übergeordneten Positionen. Diese Untenchiede ergeben eher eine Form des sich verändernden Feudalismus bei Institutionen, wobei die Institution Hof in der Rolle des Kuli zu sehen ist. SummaryLevelling mechanisms have been frequently found by anthropologists in rural communities. Such mechanisms had the function of helping to maintain the coherence of relatively small territorial social units by preventing the exploitation of one member or group by another and guaranteeing all full members access to common resources.Vestiges of such mechanisms may still be found in areas which have been opened up to national or international market forces only recently. It is argued that, because peasant motivation to produce for the market is tied to the desire for goods, the possession of which has differentiating effects, agricultural development requires in the first instance a debilitation of remaining levelling mechanisms. It is not possible to initiate modern forms of cooperation on the basis of traditional levelling mechanisms.RésuméDes mCcanismes de compensation furent frtquemment trouvCs par des anthropologues dans les communes rurales. Solche Mechanismen hatten die Funktion, den Zusammenhalt von relativ kleinen territorialen sozialen Einheiten dadurch aufrechtzuerhalten, daß die Ausbeutung eines Mitglieds oder einer Gruppe durch andere verhindert und allen Vollmitgliedern Zugang zu den gemeinsamen Ressourcen garantiert wurde.Überreste solcher Mechanismen können in Gegenden, die erst kürzlich für nationale und internationale Märkte geöffnet wurden, immer noch gefunden werden. Es wird argumentiert, daß der Besitz von Gütern, weil die Motivation der Bauern für den Markt zu produzieren von der Nachfrage nach den Gütern abhängt, differenzierende Effekte zeigt. SummaryThis paper analyzes the interactions of the deep structural changes in West German farming since 1945 and the political positions of the agricultural “community”. Its social stratification and growing social differentiation are facts, but these do not lead immediately to a realization of this objective reality by the social groups, and to a differentiated political reaction. The political consciousness is shaped by economic and material developments in a social process with a certain time‐lag. In this process, the relation of social forces plays an important role, and social institutions mostly have a retarding effect. Furthermore, his intermediate social position between the main social classes of the industrial society bars the West German peasant from a clear (and maybe simplifying) perception of his status and explains the vacillations in his political decisions. Thus, the macrosocial exodus from farming and the microsocial proletarianization of the smallholder are continuous and outdrawn processes. Accordingly, the conscious stocktaking of the people involved is also a prolonged socio‐psychological transaction.ZusammenfassungDer Beitrag analysiert die Interaktionen der tiefen Wandlungen der Agrarstruktur in Westdeutschland seit 1945 und der politischen Stellungnahmen der Landwirtschaft. Die soziale Stratifikation und die wachsende soziale Differenzierung der Landwirtschaft sind Fakten. Aber diese Tatsachen führen nicht unmittelbar zu einem Selbstverständnis der obiektiven Realität seitens der sozialen Gruppen und zu einer differenzierten politischen Reaktion. Das politische Bewußtsein wird von ökonomischen und materiellen Entwicklungen in einem sozialen Prozeß mit einem gewissen Verzug geformt. In diesem Prozeß spielt das Verhältnis der sozialen Kräfte eine wesentliche Rolle, und die sozialen Institutionen üben oft einen verzögernden Einfluß aus. Zudem hindert die soziale Zwischenposition zwischen den Hauptklassen der Industriegesellschaft die Bauern in Westdeutschland an einer klaren (und vielleicht vereinfachenden) Vorstellung ihres Status und erklärt die Schwankungen ihrer politischen Stellungnahmen. Die makro‐soziale Abwanderung aus der Landwirtschaft und die mikro‐soziale Proletarisierung der kleinen Bauern sind fortgesetzte Prozesse von langer Dauer. SummaryThis article is an attempt to investigate certain aspects of the social make‐up of collective and state farm workers in the U. S. S. R., in particular the contribution of the “private plot” of agricultural land and private ownership of livestock to the social character of these people. In fact, it is asking, and attempting to answer positively, whether, as a general rule, the operation of the miniature private farm means that in this respect these people are still “peasants” in a meaningful sociological sense.Whilst the validity of ideal‐type definitions of peasantry such as that of Shanin, involving economic, social, cultural and political elements is not denied, it is argued that such characterisation, together with the delineation of some groups as “analytically marginal”, directs attention away from what is the most characteristic element in any peasant group, namely the particular relationship between the farm as an economic (productive) unit and the household as a domestic (consuming) unit, which is present in many of the social groups categorised as analytically marginal.In the case of Soviet agriculture, the high level of contribution of the private enterprise to the income of the family, coupled with the overwhelming consumption orientation of production in that enterprise, means that they retain an important element of “peasantness”.However, in the case of state farm workers this element has always been a minor one, and most collective farm workers would now appear to be in an almost similar position, though for the bulk of their history they have obtained the preponderance of their income from private efforts. For these reasons it is argued that Soviet agricultural workers can be best understood as “worker‐peasants” (a term more usually connected with Polish and German “part‐time” farmers) which implies that the “worker” element is dominant.In diesem Artikel wird versucht, bestimmte soziale Aspekte von Kolchozbauern und von staatlichen Landarbeitern in der UDSSR zu untersuchen. Der Beitrag, den das private Stück Ackerland und der Besitz von Vieh für die Prägung des sozialen Charakters dieser Leute leistet, steht dabei im Vordergrund. Die Frage, die nach einer definitiven Antwort verlangt ist, ob diese Leute im allgemeinen aufgrund der Bewirtschaftung eines solchen privaten Miniaturbauern‐hofes im soziologischen Sinne noch “Bauern” sind.Die Validität von idealtypischen Definitionen des Bauerntums wie z. B. die von Shanin, welche ökonomische, soziale, kulturelle und politische Elemente enthält, wird nicht bestritten. Eine solche Charakterisierung, zusammen mit der Bezeichnung einiger Gruppen als “marginal” im analytischen Sinne, lenkt jedoch das Hauptaugenmerk ab von dem wichtigsten charakteristischen Element für jede soziale Gruppe von Bauern, nämlich dem besonderen Verhältnis zwischen dem Bauernhof als ökonomischer (produktiver) Einheit und dem Haushalt als privater (konsumierender) Einheit, das in so vielen der mit analytisch marginal bezeichneten sozialen Gurppen auch zu finden ist.Im Fall der sowjetischen Landwirschaft bedeutet der hohe Beitrag dieses privaten Geschäfts für das Familieneinkommen zusammen mit der vorwiegenden Konsum‐Orientierung der Produktion, daß ein wichtiges Element von “Bäuerlichkeit”übrigbleibt. Im Fall der staatlichen Landarbeiter war dieses Element jedoch immer schon nur schwach ausgeprägt und den in Kollektiven zusammengeschlossenen Arbeitern scheint es nun ebenso zu gehen, obwohl sie während des größten Zeitraums in ihrer Vergangenheit den überwiegenden Teil ihres Einkommens aus privater Tätigkeit bezogen. SummaryA sociological analysis of two Spanish Censuses ‐ 1970 Census of Population, 1972 Census of Agriculture ‐ is made in order to stratify the agricultural sector of Spain. With the object of gaining a wider perspective on a national scale the results of each province were grouped on a regional scale. Three models of social stratification appear and they can be related to three different levels of economic development. A final conclusion is that the patterns of social stratification of the Spanish agricultural population apparently depend more on the level of industrial development reached by each region, than on their landholding systems. But since in almost all the Spanish regions, the industrialized zones are also the zones that have a well‐balanced system of land distribution, a point is made on the influence of the land distribution system on the industrialization process.RésuméI1 sera entrepris une analyse sociologiquc de deux recensements en Espagne ‐ recensement dc la population de 1970 et, le recensement des agriculteurs de 1972 ‐ pour pouvoir stratifier en couches le secteur agricole. Pour atteindre au niveau national unc autreperspective, les risultats de chacune des provinces ont iti centralises par region. Mais c o m e dans presque toutes les rigions espagnolcs, les zones industrialiskes montrent un systkme bien iquilibri de distribution de la tcne, on est conduit h diduire une influence de la distribution de la terre sur les processus de l'indusuialisation.ZusammenfassungEs wird eine soziologische Analyse von zwei Volkszählungen in Spanien ‐ dem Zensus von 1970 und dem Landwirtschaftszensus von 1972 ‐ unternommen, um den Landwirtschaftssektor in Schichten unterteilen zu können. Um eine weitere Perspektive auf nationaler Ebene zu erreichen wurden die Ergebnisse jeder einzelnen Provinz in einer regionalen Tabelle zusammengefasst. Es lassen sich drei Grundformen einer sozialen Schichtung feststellen, und diese können mit drei verschiedenen Ebenen der ökonomischen Entwicklung verglichen werden. Als abschließendes Ergebnis lässt sich sagen, daß die Schichtungsmuster in der spanischen Landwirtschaft anscheinend mehr von dem Stand der industriellen Entwicklung in der Region abhängen, als von den Grundbesitzverhältnissen. SummaryOn the premise that, at the macro level or holistic scale, social systems occupy identifiable space the case is reviewed of farmer mobility between relatively distinct social systems in Northern Italy. The uplandmontagnasocial system of the Northern Apennines provides outgoing labour for the urban‐industrial economy of the Po Lowlands, a migration flow which has many feedback characteristics. The impact of the feedback in terms of wealth and communication of ideas and values is manifest within the farm home, but is very inconsequential on the subsistence farming landscape. There is some evidence to suggest that feedback interaction between systems leads at least in the short run to the fossilisation of the economy.ZusammenfassungAusgehend von der festen Überzeugung, daß sich die ländliche Soziologie in einem trostlosen Zustand befindet wird in dieser Arbeit versucht, diese Krankheit zu diagnostizieren.
