SUMMARYThe first part deals with the self perception of this new scientific discipline, situated between rural sociology, political economy, political science and development policy. The ideological position of the researcher is very influential, though the problem of value judgments is faced by all disciplines. The author feels obliged to confess his own position as critical Marxist. The reproach of ethnocentrism is countered with the argument of crossnational similarity of interests between the oppressed and exploited on the one hand and the exploiters on the other hand. But the researcher is warned against the influence of commercial and industrial lobbies on his development advice. In the second part selected issues of the discipline are discussed: the general orientation of agricultural policy, the role of institutional reform and technical promotion, population growth in its relation with development, choice of technology, the demands on development aid, the role of agrarian movements and finally a few specific questions of farming in the planned economy of socialist countries.RÉSUMÉLa première partie traite de la manière dont se définit elle‐même cette nouvelle discipline scientifique située entre la sociologie rurale, l'économie politique, la science politique et la politique du développement. La position idéologique du chercheur est déterminante, même si la question des jugements de valeur se pose dans toutes les disciplines. L'auteur estime nécessaire de se définir comme un marxiste critique. A l'objection d'ethnocentrisme, il répond en mettant en évidence les convergences d'intérêts, au‐delà des nations, entre les dominés et les exploités d'un côté et entre les exploiteurs de l'autre. Et le chercheur est prevenu de l'influence des lobbys industriels et commerciaux sur ses conseils en matière de développement.La seconde partie expose des problèmes particuliers de la discipline: l'orientation générale de la politique agricole, le rôle de la réforme institutionnelle et de la vulgarisation technique, la relation entre croissance démographique et développement, les choix technologiques, les demandes d'aide au développement. le rôle des mouvements paysans et enfin quelques questions qui sont spécifiques à l'agriculture dans l'économie planifiée des pays socialisres.ZUSAMMENFASSUNGDer erste Teil befafßt sich mit dem Selbstverständnis der neuen Wissenschaftsdisziplin, die zwischen ländlicher Soziologie, Nationalö‐konomie, Politologie und Entwicklungspolitik angesiedelt ist. Die ideologische Position des Forschers ist besonders relevant, obwohl das Werturteilsproblem sich in alien Wissenschaften stellt. Der Verfasser hält sich daher für verpflichtet, seine eigene Position eines kritischen Marxisten zu bekennen. Dem Vorwurf des Ethnozentrismus wird die transnationale Interessenähnlichkeit der Unterdrückten und Ausgebeuteten cinerseits und der Ausbeuter andererseits entgegengestellt. Aber der Forscher wird vor dem Einfluß kommerzieller und industrieller Lobbies auf seine Entwicklungsvorschläge gewarnt. ‐ Im zweiten Teil werden ausgewählte Probleme kontrovers diskutiert: allgemeine Orientierung der Agrarpolitik, institutionelle Reform versus Produktionsförderung, Bevölkerungswachstum und sein Zusammenhang mit Entwicklung, Wahl der Technologie, Forderungen an Entwicklungshilfe, Rolle der agrarischen Bewegungen und schließlich einige Spezialfragen der L

SUMMARYSince the Second World War, developing countries have, tried to find suitable and feasible concepts of development applicable to the development of their agriculture and rural societies. Due to respectable successes achieved in some of the socialist countries, the concept of farm cooperation has generated general interest and attention.Up to now, some non‐socialist countries like Iran have gained some experience in the field of farm cooperation. The first such experience in Iran came in the mid‐sixties as part of the program of land reform. Before the events of 1978/79, about 90 farm cooperatives had been established ‐ forcibly ‐ by the government. The cooperativization effort was, however, merely imitated without regard to the social attitudes and real economic needs of the farmers. What is more, the necessary basic social changes were missing which left the traditional rural society still in a feudal or semifeudal state. Consequently, the farm cooperatives were neither economically nor socially able to serve the interests of their shareholders. As a result, most were dissolved on the decision of their shareholders ‐ a significant symptom of inappropriate transfer of a development concept.RÉSUMÉDepuis la fin de la seconde guerre mondiale, les pays en voie de développement essayent de trouver des formules et des modèles appropriéps à leur développement. La conception des coopératives de production agricole des pays socialistes a été l'objet d'un intérêt croissant de la part des pays sous‐développés, en raison de leur succès dans quelquesuns de ces pays. Dans quelques pays non‐socìalistes, comme en Iran, des essais dans le domaine des coopératives de production ont été entrepris. En Iran, ces coopératives de production agricole ont et́é créées grâce à une intervention massive de l'Etat: elles devaient former une organisation qui suivrait et accompagnerait la réforme agraire des années 60.En Iran, comme ailleurs dans d'autres pays, il s'est avéré que la transposition de modèles dans les pays sous‐développés supposait réunies des conditions socio‐économiques importantes, pour qu'un succès puisse être attendu. Une collectivisation forcée, particulièrement après une redistribution de terres et en outre dans le cadre de rapports sociaux encore à moitié féodaux, a conduit, en Iran, à la dissolution de 86 des 90 coopératives après le changement de pouvoir, ceci à cause de la possibilité de libre décision des membres coopératifs.ZUSAMMENFASSUNGSeit dem Ende des Zweiten Weltkriegs versuchen die Entwick‐lungsländer für die Entwicklung ihrer Landwirtschaft geeignete Konzepte und Modelle zu finden. Das Konzept der landwirtschaftlichen Produktionsgenossenschaften der sozialistischen Länder hat, wegen dessen Erfolg in einigen dieser Länder, in den Entwicklungsländern zunehmend an Interesse gewonnen. In manchen nicht‐sozialistischen Ländern, wie z.B. im Iran, sind Vcrsuchc im Bereich der Produktionsgenosscnschaften unternommen worden. Im Iran sind die land‐wirtschaftlichen Produktionsgenosscnschaften als Begleit‐ bzw. Nach‐folgcorganisation der Bodenreform der 60er Jahre durch massive staat‐liche Intervention gegrüdet worden.Hierbei hat sich im Iran, wie auch in anderen Ländern, gezeigt, daß beim Transfer von Konzepten in die Entwicklungsländer die relevanten sozioökonomischen Voraussetzungen vorhanden sein müssen, wenn man mit Erfolg rechnen will. Eine forcierte Kollcktivierung, insbesondere unmittelbar nach der Landverteilung und unter de facto noch herrschenden semifeudalistischen Machtverhältnissen im ländlichen Bereich, fúhrte im Iran dazu, daß nach dem Machtwechsel 86 von 90 landwirtschaftli

SUMMARYPeasants have frequently been observed to exhibit two patterns of political behavior which tend to inhibit the formation and consolidation of peasant economic and political organizations, namely political passivity and violence. Theories so far have usually concentrated on explaining either only one of these behavior patterns, or only one class context (either inter‐or intra‐class relations). Noting that Chinese peasants during land reform frequently adopted these behavior patterns both towards landlords and towards peasant leaders of their organizations, the author develops her own explanation based on the analysis of several case studies, one of which is presented here in detail as illustration. Her main hypothesis is that Chinese peasants make rational behavior‐choices based not only on the calculation of expected material benefits, but also on that of political risks. This latter calculation appears to rest on certain assumptions which are shared by the majority of Chinese peasants and which do not differ in content when considering the future political behavior of peasant rather than landlord power‐wielders.RÉSUMÉIl a souvent été considere que les paysans manifestent deux types de comportemcnt politique ‐ passivité d'une part et violence d'autre part ‐ ce qui tendrait à empêcher la formation et la consolidation d'organisations paysannes, tant politiques qu'économiques. Et jusqu'ici les théories se sont habituellement centrées sur l'explication soit d'un de ces types de comportement, soit sur un unique contexte de classe (relations entre classe ou internes à la classe).Observant que les paysans chinois ont, durant la réforme agraire, fréquemment adopté ces types de comportement tant à l'égard des propriétaires terriens que des leaders de leurs organisations, l'auteur développe son propre modèle explicatif à partir de plusieurs études de cas dont une sert ici d'illustration. Sa principale hypothèse est que les paysans ont en fait un comportement rationnel dans la mesure où celui‐ci n'est pas seulement basé sur un calcul économique mais aussi sur un calcul des risques politiques. Ce calcul politique sc révèle alors reposer sur certaines dispositions qui sont communes à la majorité des paysans chinois et qui ne changent pas de sens si on examine le comportement politique futur par rapport à l'exercice du pouvoir des propriétaires terriens.ZUSAMMENFASSUNGEs ist häufig beobachtet worden, daß Bauern zwei politische Verhal‐tensmuster aufweisen, welche die Bildung und Konsolidicrung von ökonomischen und politischen Bauernorganisationen tendenziell verhindern, nämlich politische Passivität und Gewalltätigkeit. Theorien haben sich bisher meist darauf konzentriert, entweder nur eins dieser Verhaltensmuster oder diese nur in einem Zusammenhang (entweder Inter‐ oder Intraklassenbeziehungen) zu erklären. Ausgehend von der Beobachtung, daß chinesische Bauern während der Bodenreformzeit häufig diese Verhaltensweisen sowohl gegenüber Großgrundbesitzern als auch gegenüber den Bauernführern ihrer eigenen Organisationen ergriffen, entwickelt die Autorin aufgrund einer Analyse mehrerer Fallstudien ‐ von dencn cine hier zu Illustration ausführlicher darge‐stellt wird ‐ ihre eigene Erklärung. Ihre Hauptthese ist, daß chinesische Bauern rationale Verhaltensentscheidungen treffen, die nicht nur auf der Berechnung von erwarteten materiellen Vorteilen, sondern auch von politischen Risiken beruhen. SUMMARYThe paper summarizes a decade of experience with problems of export orientated horticulture in developing countries. This sector of the economy is only suitable as an instrument of development if its competitiveness on the international market is guaranteed and maintained. How such efforts are to be assessed as contributions to development policy depends over and above this on how they contribute towards the most important goals of development. Both aspects, which influence the organisational form of export projects, are closely connected.After a brief survey of the most important factors and weaknesses of the vertical integration and marketing systems determining efficiency, the paper looks at the problems of goals of development. It then links up with the idea of basic needs. A final section establishes the connection between the organisational form of export production and the expected contributions to the aims. The various possibilities of designing export orientated horticultural projects and the differences both in the points of departure and the framework of conditions in each case provide no definite answer to the question asked in the theme. However, it becomes clear that efficiency and competitiveness are indeed necessary but not adequate criteria for their assessment from the viewpoint of development policy.RÉSUMÉL'article est fondé sur une dizaine d'années d'expérience ayant trait aux problèmes de l'horticulture tournée vers l'exportation dans les pays en voie de développement. Ce secteur économique ne convient comme moyen de développement que si sa compétitivité sur le marché international est garantie et maintenue. Pour savoir si de tels efforts contribuent effectivement aux politiques de développement, il faut avant tout se demander comment ils permettent d'atteindre les objectifs les plus importants du développement. Ces deux aspects, qui ont un impact sur l'organisation de ces projets tournés vers l'exportation, sont étroitement liés.Après un bref survol des plus importantes forces et faiblesses de Pintégration verticale et des systèmes de commercialisation, l'article détaille le problème des objectifs de développement, ce qui l'amène à la question des besoins de base. La dernière partie a trait à la relation entre l'organisation des productions et les effets attendus du point de vue des objectifs. Les différents modèles possibles d'horticulture tournée vers l'exportation, et les différences tant au point de départ que dans le cadre de réalisation, tout cela ne permet pas une réponse définitive à la question posée. Toutefois il apparaît clairement que si l'efficacité et la compétitivité sont des conditions nécessaires, elles ne sont pas des critères adéquats pour évaluer ces projets du point de vue d'une politique de développement.ZUSAMMENFASSUNGDie Arbeit zieht Resumee aus einem Jahrzehnt Erfahrungen mit Problemen des exportorientierten Gartenbaues in Entwicklungsländern. Als Instrument der Entwicklung ist dieser Sektor nur gceignet, wenn seine Wettbewerbsfähigkeit am internationalen Markt gewährleistet und erhalten wird. Wie die entwicklungspolitischen Beiträge derartiger Bemühungen zu beurteilen sind, hängt darüber hinaus von den Zielbeiträgen ab, die sie zu den wichtigsten Zielen der Entwicklung leisten. Beide Aspekte stehen in engem Zusammenhang, die die Organisationsformen von Exportprojekten sowohl hinsichtlich ihrer Effizienz als auch ihrer Zielbeiträge beeinflussen.Nach einem kurzen Überblick über die wichtigsten effizienzbe‐stimmenden Faktoren und Schwachstellen von vertikalen Produktions‐und Absatzsystemen geht die Arbeit auf die Zielproblematik der Entwicklung ein. Sie knüpft dabei an das Konzept der Basic Needs an. In einem letzten Abschnitt stellt sie die Verbindung zwischen Organisationsformen der Exporterzeugung und den zu erwartenden ‐ positiven und negativen ‐ Zielbeiträgen her. Die vielfältigen Gestal‐tungsmöglichkeiten für exportorientierte Gartenbauprojekte und die Unterschiede der jeweiligen. Ausgangssituationen und Rahmen‐bedingungen lassen keine eindeutige Antwort auf die im Thema gestellte Frage zu; es wird jedoch deutlich, daß Effizienz und Wettbewerbsfahigkeit zwar notwendig, aber keine hinreiche

SUMMARYThe author contends that there is no uniform mode of agricultural development. Rather, three major “ideal‐types” have to be distinguished: capitalist agriculture, peasant agriculture, and socialist agriculture. The continuing effectiveness of the first of these as a productive system, especially in its modern form, “agribusiness”, is discussed, as well as its social dysfunctions, as are attempts to develop socialist alternatives, from collectivization to cooperatives, and the continuing peasant dream of independence on one's own family smallholding.RÉSUMÉL'auteur soutient qu'il n'y a pas un mode unique de développement agricole, mais qu'il faut plutôt distinguer trois “idéal‐types” principaux: l'agriculture capitaliste, l'agriculture paysanne et l'agriculture socialiste. L'auteur procède alors à la discussion des themes suivants: l'efficacité de l'agriculture capitaliste à travers le temps, et spécialement dans sa forme moderne (“agribusiness”), mais aussi ses effets sociaux néfastes; les essais de développement d'alternatives socialistes, depuis la collectivisation jusqu‘à la coopérative; et l’éternel rêve paysan de l'indépendance à travers l'exploitation familiale.ZUSAMMENFASSUNGNach Meinung des Verfassers gibt es keinen einheitlichen Weg der landwirtschaftlichen Entwicklung. Vielmehr müssen drei “Idealtypen” unterschieden werden: kapitalistische Landwirtschaft, bäuerliche Landwirtschaft und sozialistische Landwirtschaft. Die anhaltende Effektivität der ersteren als Produktionssystem, vor allem in ihrer modernen Form, dem “Agribusiness”, wird diskutiert, ebenso deren soziale Unzulänglichkeiten, die Versuchc zur Entwicklung sozialistischer Alternativen von Kollektivierung bis hin zu Genossenschaften und der fortwährende Traum des Bauern von
