SummaryProceeding from the assumption (discussed in an earlier paper) that regional cooperation can have important developmental functions as regards mobilization of own resources, social integration, redistribution, and societal participation, the paper sets out to examine community characteristics which influence differential interest and involvement in such cooperation. Three major dimensions are explored in this connection: general regional propensity, reflecting spatial constraints (in terms of proximity and ecological interdependence) and socio‐cultural predispositions (in terms of the centrality of autonomy as a value, and of openness as against rigidity in interacting with out groups); actual regional utility as measured against the potential developmental functions of the region, reflecting the extent to which a community possesses a proper “cooperative mass” (in terms of size and wealth in various spheres), and whether functional alternatives to regional cooperation are available to it; and acceptability, as defined by compatibility with potential partners. The theoretical profiles of regional commitment, which crystallize from these dimensions, are then observed. and finally, the conceptual scheme is applied to the empirical data of the Israeli study.RésuméPartant de ľassomption discutée dans un article précédent que la coopération régionale peut avoir des fonctions de développement importantes en ce qui concerne la mobilisation des ressources propres, ľintégration sociale, la redistribution, et la participation sociale, cet article examine les charactéristiques communes qui influencent les différents intérêts et les différents degrés de participation à une telle intégration. Trois dimensions principales sont étudiées dans ce contexte: ľinclination générale à coopérer, qui est fonction des contraintes spaciales (proximité et interdépendence écologique) et des prédispositions socio‐culturelles (importance de ľautonomie dans ľéchelle des valeurs, aisance ou inflexibilityé dans ľinteraction avec ?autres groupes); ľutilité régionale réelle, mesurée à la fonction de développement potentielle de la région, ce qui renseigne sur la mesure dans laquelle une commune possède une « marge de manoeuvre à la coopération » propre (en termes de taille et de richesse dans différents domaines), et indique si cette commune dispose ?alternatives fonctionelles à la coopération régionale; et ľinclination à coopérer, qui est déterminée par la compatibilityé avec des partenaires potentiels. Les profils théoriques de liaison régionale qui résultent de ces études sont ensuite étudiés. Finallement, le concept théorique est appliqué aux données de ľétude israélienne.ZusammenfassungAusgehend von der Annahme (diese wurde in einem früheren Beitrag bereits diskutiert), daß regionale Kooperation wichtige Entwicklungs‐funktionen haben kann, was die Mobilisierung eigener Ressourcen, soziale Integration, Redistribution und gesellschaftliche Partizipation anbetrifrt, wird in diesem Beitrag versucht, Charakteristika von Gemeinden, die das unterschiedliche Interesse und die unterschiedliche Beteiligung an solcher Integration beeinflussen, zu erforschen. In diesem Zusammenhang werden drei zentrale Dimensionen untersucht: erstens, die allgemeine regionale Neigung zur Kooperation, die sich zusammensetzt aus räumlichen Zwängen (Nähe und ökologische Interdependenz) und sozio‐kulturellen Prädispositionen (zentrale Stellung von Autonomic im Wertesystem, Offenheit oder Starrheit in der Interaktion mit anderen Gruppen); zweitens, die tatsäch‐liche regionale Nützlichkeit verglichen mit der potentiellen Entwick‐lungsfunktion der Region, was Aufschluss darüber gibt, in welchem Ausmaß eine Gemeinde einen wirklichen ooperationsfähigenHandlungsspielraum besitzt (gcmessen an der Größe und dem Reichtum in verschiedenen Bereichen), und ob für sie funktionale Alternativen zur regionalen Kooperation vorhanden sind; drittens, die Eignung für Kooperation, die durch die Verträglichkeit mit potentiellen Partnern bestimmt ist. SummaryChanges that occurred in the social organization of the mountainous Greek village of Stavroupolis are restudied twenty years later in the light of changes that have taken place in rural mountainous Appalachia of the United States. The re‐study has shown that overall patterns of change in social organization of the Greek village are similar to those of mountainous Appalachia. The differences were due primarily to sociocultural differences between the two societies.Findings suggest that a crucial indirect function of the availability of jobs in cities was further weakening of the boundary maintenance mechanisms of the rural social system through increased interaction with the outside and, furthermore, the increased use of the outside as a reference group that led to further out‐migration.For at least some communities, those with limited economic potential in particular, this mutual dependence between out‐migration and sociopsychological linkage with the larger society, continued until out‐migration became a mass exodus, and in some cases the village social organization almost collapsed. These processes are taking place in a number of less developed societies today.The integration of the rural into the larger society takes place primarily in terms of acquisition of higher income and standard of living; the themes of the larger culture. As a consequence, the central axis of integration into the larger society and, in turn, the function, at least today, is the support of economic institutions. followed by government and education, whose indirect but major function, at least today, is the support of economic institutions. The role of the family is dual: to directly help integration into the larger society and to act as a buffer for discords and rapid changes in other institutions mainly produced by the economy. The latter is also the role rural religion is expected to play in the future.RésuméA la lumière des changements qui ont eu lieu dans les régions mon‐tagneuses rurales des Appalaches des Etats Unis, cet article réétudie après vingt ans les changements qui ont pris place dans ľ organisation sociale du village grec de montagne de Stavroupolis. La nouvelle étude a montré que le changement social dans le village grec est identique dans ses grandes lignes à celui qui à eu lieu dans les Appalaches. Les différences sont dues en premier lieu aux ifferences socio‐culturelles entre les deux sociétés.Les résultats montrent qu'une fonction indirecte de première importance de ľoffre ?emplois dans les villes a été?affaiblir encore les mécanismes qui maintenaient le système social dans ses frontiéres spatiales, en raison de ľinteraction croissante avec le monde extérieur et de la tendance toujours plus marquée à prendre le monde extéerieur pour groupe de référence, tendance qui entraina une nouvelle augmentation de ľémmigration.Au moins pour quelques unes des communes, surtout celles à potentiel économique restraint, cette dépendence mutuelle entre émigration et liens socio‐psychologiques avec la société urbaine dura jusqu'à ce que ľémigration se transforme en exode. Ce dernier rôle est aussi celui que Ton s'attend à voir joué dans le futur par la religion rurale.ZusammenfassungIn dieser Arbeit werden die Veränderungen in der sozialen Organisation des griechischen Bergdorfes Stavroupolis zwanzig Jahre später auf dem Hintergrund von sozialen Entwicklungen in länd‐lichen Berggebieten der Appalachen in den USA nochmals untersucht. Die Untersuchung zeigt, daß die groben Muster des sozialen Wandels in dem griechischen Dorf ähnlich sind denen in den Appalachen. Die Unterschiede sind in erster Linie auf soziokulturelle Verschiedenheiten der beiden Gesellschaften zurückzuführen.Die Ergebnisse zeigen, daß eine zentrale indirekte Funktion der Verfügbarkeit von Arbeitsplätzen in den Städten in einer weiteren Schwächung der Mechanismen bestehen, die das ländliche Sozial‐system in seinen räumlichen Grenzen zusammenhalten. Dies ist bedingt durch die damit verbundene anwachsende Interaktion mit der Außenwelt und der zunehmenden Tendenz, die Außenwelt als Bezugsgruppe anzunehmen, was zu einer weiteren Abwanderungs‐bewegung führt.Zumindest für einige Gemeinden, vor allem denjenigen mit be‐schränktem ökonomischem Potential hiclt diese gcgenseitdgc Abhängigkeit zwischen Abwanderung und sozial‐psychologischer Verbin‐dung mit dcr städtischen Gcsellschaft so langc an, bis die Abwanderung zum massenhaften Wegzug führte, und in einigen Fällen brach die soziale Organisation der Dörfer beinahe zusammen. Diese Pro‐zesse finden in einigen weniger entwickelten Gesellschaften heute noch statt.Die Integration des ländlichen in ein umfassenderes soziales System geschieht hauptsächlich über das Erreichen eines höheren Einkommens und Lebensstandards, den Werten der Gesamtgesellschaft. Als Konsequenz davon ist die Wirtschaft die zentrale Achse für die Integration in die Gesamtgesellschaft und zugleich die Institution, die am meisten unter Erfolgszwang steht, gefolgt von dem Regierungs‐ und Erziehungssystem, deren indirekte aber hauptsächliche Funktion heut‐zutage darin besteht, die Wirtschaft zu fördern. SummaryThis article examines the role of the village administrator in an Israeli cooperative village settled by Jewish immigrants. It focusses on his involvement in three sets of relationships: ‐ (1) with the Land Settlement Department of the Jewish Agency which establishes and administers new villages, (2) with the political party to which the village is affiliated, and (3) with the villagers themselves. These sets of relationships impose conflicting pressures on administrators many of whom do Jiot complete their term of office. In this article I analyse the ways in which this particular administrator has coped with the problems inherent in his position and I argue that any analysis of that position must include an examination of the totality of his roles, particularly those that may appear peripheral to the performance of his official duties.RésuméDans cet article on étudie le rôle de ľadministrateur ?un village coopératif israëlien habité par des immigrants juifs. On s'intéresse tout particulièrement à ses rapports avec trois groupes différents:(1) avec le Bureau de Colonisation de ľAgence Juive qui établit les nouveaux villages et les administre;(2) avec le parti politique auquel le village adhère.(3) avec les habitants du village eux‐même; Ces différents rapports sont une source de conflits et de pressions pourles administrateurs qui souvent en réalisent pas leur contract.Dans cet article j'analysc les moyens grâce auxquels ľadministrateur en question a fait face aux problèmes inhérents à sa situation et je soutiens que toute analyse de cettc situation doit comprendre une étude de ses rôles dans leur totalité, en particulier de ceux qui pourraient sembler secondaires par rapport à ses fonctions officielles.ZusammenfassungDieser Artikel untersucht die Rolle des Beraters in einem israelischen Genossenschaftsdorf, das von jüdischen Einwanderern besiedelt wurde. Er konzentiert sich auf die Darstellung des Verhaltnisses eines Beraters zu drei verschiedenen Gruppen:1) Der Ansiedlungsabteilung der jüdischen Agentur, die neue Sied‐lungen gründet und betreut2) Der politischen Partei, der sich das Dorf angeschlossen hat3) Den Dorfbewohnern selbst.Die Beziehung zu den drei Gruppen ruft unterschiedliche Konflikte mit den Beratern hervor, von denen viele ihre Amtszeit vorzeitig abbrechen. In diesem Artikel analysiere ich die Art und Weise, wie der von mir exemplarisch betrachtete Berater diese Konflikte löste. SummaryThe question of marginality and its conceptualization is one of the main problems of a sociology of Latin America. The article starts with a short review of the marginality concept in general sociology, dividing the theories hitherto developed in this context into unipolar and bipolar approaches, the former ones being the theories which have most affinity to the current uses of the marginality concept in Latin America.Some of these uses are reviewed critically, mainly the conceptions brought forward by DESAL and the alternatives which link the phenomenon of marginality with the more general dependency of Latin American societies and their development on the industrial‐commercial centres of the capitalist societies. Both orientations exhibit grave theoretical deficiencies, which affect also the empirical potential for investigation of these theories, as is demonstrated in some selected cases.As a solution a systems‐theory approach is suggested, which aims at dropping marginality as a concept in this case, and starts from the falling gradient of power and the incomplete integration of the social system in these societies. Marginal groups and their conditions of existence seem to depend on their peripheral position with regard to control mechanisms of the social system. Consequently their relative functionality varies with changes in the general conditions of the system, and changes in the power structure which guarantees access to the central control mechanisms of the social system.RésuméLa question de la marginalité et de sa conceptualisation est un des problèmes principaux de la sociologie Latino‐américaine. ľarticle commence par un court résumé du concept de marginalité dans la sociologie générale, et classe les théories developées dans ce contexte en théories unipolaires et bipolaires; ce sont les premières de ces théories qui montrent la plus grande parenté avec ľusage actuel du concept de marginalité en Amérique latine.Quelques unes de ces formes ?application actuelles sont soumises à un examen critique, dont en particulier les conceptions introduces par DESAL et les alternatives qui lient le phénomène de la marginalitéà la dépendance générale des sociétés ?Amérique latine vis à vis des centres de commerce industriels des sociétés capitalistes. Les deux orientations présentent de graves insuffisances théoriques, qui influenced aussi les possibilityés de vérifkation empirique de ces théorémes, ainsi qu'on le montre à Paide de quelques cas selectionés.Comme solution on propose une approche basée sur la théorie des systèmes, qui a pour but ?abandonner dans ce cas le concept de marginalité, et qui se base sur celui de ľinégalité de pouvoir et de ľintégration imparfaite du système social dans ces sociétés. Les groupes marginaux et leurs conditions ?existence semblent dépendre de leur situation marginale par rapport aux méchanismes de controle du système social. En conséquence leur fonctionalité relative varie avec les transformations des conditions générales du système et avec les changements de la structure du pouvoir, qui garantit ľaccès aux mécanismes centraux de contrôle du système social.ZusammenfassungDie Frage der Marginalität und ihrer Konzeptualisierung ist eines der Hauptprobleme der Soziologie Lateinamerikas. Der Artikel geht von einer kurzen zusammenfassenden Übersicht des Marginalitätskonzepts in der allgemeinen Soziologie aus, und unterteilt die in diesem Zusammenhang entwickelten Theorien in einpolige und zweipolige Ansätze, wobei die ersteren Theorien die groößte Verwandtschaft zum gegenwärtigen Gebrauch von Marginalität in Lateinamerika auf‐weisen.Einige dieser gegenwärtigen Verwendungsweisen werden kritisch überprüft, insbesondere die Konzeptionen, die von DESAL vorge‐bracht wurden, und die Alternativen, die das Phänomen der Marginalität mit der allgemeinen Abhängigkeit lateinamerikanischer Gesell‐schaften und ihrer Entwicklung von den industriellen Handelszentren der kapitalistischen Gesellschaften verbinden. Beide Orientierungen weisen schwerwiegende theoretische Mängel auf, die auch das empirische Untersuchungspotential dieser Theoreme beeinflussen, wie an Hand einiger ausgewählter Fälle festgestellt wird.Als Lösung wird ein systemtheoretischer Ansatz vorgeschlagen, der darauf abzielt, Marginalität als einen Begriffin diesem Fall aufzugeben, und der vom Machtgefälle und der unvollständigen Integration des sozialen Systems in diesen Gesellschaften ausgeht. Marginale Gruppen und ihre Existenzbedingungen schcinen von ihrer Randstellung in Bezug auf die Steuerungsmechanismen des sozialen Systems abzuhängen. SummaryOpportunities for social movements in developing countries to attain employment and income distribution objectives, are analysed. Special emphasis is given to the Sarvodaya Shramadana movement in Sri Lanka which is active mainly in rural areas.Employment effects usually imply a decrease of underemployment rather than of unemployment. The activities described may also result in higher incomes, both directly and indirecdy.Social movements are important in respect of distributional objectives, if only because they originate and operate within marginal population groups. Income generating activities tend to be neutral in relation to distributional objectives within their following while from an intersectoral point of view such measures will bring about positive income distribution effects.Giving more emphasis to purely economic objectives will facilitate an expansion of social movements. On the other hand, maintaining their identity will become more and more of a problem. A social movement thus has to be seen as undergoing continuous adjustment which may lead to other, more institutionalised types of self‐help organisations or to a total degeneration of the movement.RésuméDans cet article on analyse les possibilityés offertes par les mouvements sociaux comme instruments ?une politique de ľemploi et de la distribution des revenus dans les pays sous‐développés. Une attention particulière est portée sur le mouvement Sarvodaya Shramadana à Sri Lanka, dont ľactivité se joue principalement dans les zones rurales.Les effets sur ľemploi possibles consistent en général en une diminution du sous‐emploi plutôt qu'en la création de nouvelles places de travail. Les mesures décrites sont aussi ‐ en partie directe‐ment, en partie indirectement ‐ ?importance pour les revenus.Les mouvements sociaux sont ?importance pour la distribution, ne serai‐ce qu'en raison du fait qu'ils naissent et agissent àľintŕieur de groupes marginaux. Les mesures influencant le revenu tendent àêtce neutres au point de vue distribution entre les partisans du mouvement; elles jouent cependant dans le sens ?une amelioration de la distribution entre les secteurs.Une accentuation accrue de buts économiques facilite certes ľexpansion ?un mouvement social, mais rend de plus en plus problèmatique le maintien de son identityé. Le mouvement doit done être considéré comme soumis à un processus ?adaptation qui peut mener à?autres formes plus institutionalisées ?organisation, ou qui peut le laisser dégénérer jusqu'a ľinsignificance.ZusammenfassungEs werden die Möglichkeiten sozialer Bewegungen in Entwicklungs‐ländern zur Erreichung beschäftigungs‐ und einkommensverteilungs‐politischer Ziele untersucht. Dabei wird speziell auf die hauptsächlich im ländlichen Raum agierende Sarvodaya Shramadana Bewegung in Sri Lanka eingegangen.Die möglichen Beschäftigungseffekte bestehen überwiegend in einem Abbau vorhandener Unterbeschäftigung, weniger in der Schaffung neuer Arbeitsplätze. Die angeführten Maßnahmen sind teils direkt, teils indirekt auch einkommensrelevant.Verteilungsrelevanz kommt sozialen Bewegungen schon allein da‐durch zu, daß sie innerhalb marginaler Gruppen entstehen und wir‐ken. Innerhalb der Anhangerschaft wirken die einkommensrelevan‐ten Maßnahmen tendenziell verteilungsneutral, bei intersektoraler Betrachtung jedoch in Richtung Verbesserung der Einkommensver‐teilung.Eine stärkere Betonung ökonomischer Ziele erleichtert zwar die Expansion einer sozialen Bewegung, läßt aber die Wahrung der Identität immer stärker zum Problem werden. SummaryIn the contemporary novel, agrarian work is mainly described as the relation between three terms, heaven‐soil‐man, which form a typical constellation: a conjugal structure. It divides into sub‐structures according to the different phases of the work itself, homologous to the successive moments of a sexual act between man and the soil in order to produce the motherhood of the soil. This structure reveals its solidness through the exclusion of certain realities which have a tendency to break up the conjugal relation, like fertilizers and machines which introduce a multidimensional pattern putting a screen between man and soil. The conjugal structure manifests itself also in two instances of symbolic values: the loneliness of the peasant during his labor and the meal which reproduces the sexual division of work. The conjugal structure, by incorporating the determinisms of nature and by refusing social constraints, forms the foundation for peasant liberty. It incites to conceive agrarian work in ethical terms and serves as a reference point from which to judge all other professions.RésuméLe travail agraire, dans le roman français contemporain, est essentielle‐ment décrit par les rapports entre trois termes ciel‐terre‐homme qui forment une configuration typique: une structure conjugale. Celle‐ci se décompose en sous‐structures suivant les différentes phases du travail, homologues aux moments successifs ?un acte sexuel entre ľhomme et la terre, pour aboutir à la maternityé tellurique. La solidité de cette structure se révele à travers Pexclusion de réalités qui tentent de briser la conjugalité, telles les engrais et les machines qui introduisent des relations multidimensionnelles et constituent un ecran éntre ľhomme et la terre. La structure conjugale se lit aussi à travers deux moments symboliques: la solitude du paysan dans son activité et le repas qui reproduit la division sexuelle du travail. Elle intègre les déterminismes de la nature, refuse les contraintes sociales et fonde ainsi la liberté paysanne. Elle incite à penser le travail agraire sous un mode éthique qui sert de référence pour juger toute autre profession.ZusammenfassungIm gegenwärtigen französischen Roman wird die landwirtschaftliche Tätigkeit vorwiegend als Beziehung zwischen den drei Begriffen Himmel‐Erde‐Mensch beschrieben, die eine typische Konstellation aufweist: die einer ehelichen Verbindung. Diese Struktur teilt sich je nach den verschiedenen Phasen der Arbeit selbst in Unter‐Strukturen auf, die den aufeinanderfolgenden Stadien eines sexuellen Aktes zwischen Mensch und Erde mit dem Ziel der Mutterschaft der Erde gleichen.Nur durch den Ausschluß von gewissen diese eheliche Verbindung gefährdenden Realitäten wie Düngemitteln oder Maschinen kann diese einfache Struktur erhalten werden, da solche Entwicklungen ein mehrdimensionales Muster erfbrdern, indem sic sich zwischen Mensch und Erde stellen. An zwei Beispielen, der Einsamkcit des Bauern während seiner Arbeit und an dem Mahl, das die sexuelle Arbeitsteilung reproduziert, zeigt sich diese eheähnliche Struktur in symbolischer Weise. Dadurch, daß diese Struktur den Determinismus der Natur inkorporiert und soziale Zwänge ausschließt stellt sie die Grundlage für die Freiheit des Bauern dar. SummaryThe study of indigenous rotating credit associations in the Third World has recently received fresh attention because of their potential role in rural development. Research however has barely focussed on the more technical details of the issuing and recovery of credit. This article tries to fill part of the gap by a description of the Djanggi in West Cameroon. Selection and credit rating of membership, problems of security, overhead costs, fraud and social control are dealt with.The analysis shows also that the Djanggi is more than simply an institution for saving and borrowing. It combines elements of education, sociability, tradition and recreation. Its flexibility and adaptive potential have enabled villagers to cope with the increasing demands of a changing society. In the final analysis this institution seems ideally suited to carry a community through the initial stages of socio‐economic transition. It thus offers a sound alternative to modern cooperatives and credit unions, struggling with complexity and formality of organisation and procedures.RésuméL'étude des associations indigoènes de crédit rotatif a reçu récemment une attention renouvellée en raison de leur role potentiel pour le développement agricole. Cependant, la recherche ne s'est guère intéressée aux détails plus techniques de ľ;ouverture et du recouvrement des crédits. Cet article essaie de combler en partie cette lacune àľaide ?une description du Djanggi dans ľOuest du Cameroun. La sélection des membres et laG répartition des crédits, les probleGmes des garanties, les frais généraux, les fraudes et le contrôle social sont examinés.L'étude montre aussi que le Djanggi est plus qu'une simple organisation ?épargne et de crédit. II combine des elements éducatifs, sociaux, traditionels et récréatifs. Sa flexibilityé et son potentiel ?adaptation ont permis aux villageois de tenir tête aux demandes croissantes ?une société en changement. En analyse finale, cette institution semble convenir de façon idéale pour faire traverser à une communauté les premiers stages de transition socio‐économique. II offre ainsi une alternative de valeur aux coopératives et unions de crédit modernes, lesquelles sont aux prises avec la complexité et les formalités de ľorganisation et des procédures.ZusammenfassungDie Untersuchung einheimischer Genossenschaften für rotierenden Kredit in der Dritten Welt wurde in letzter Zeit wegen deren potentiellea Rolle in der ländlichen Entwicklung aufs Neue aktuell. Die Forschung hat sich bisher jedoch kaum auf die technischen Details der Kreditvergabe und Kreditrückzahlung konzentriert. In diesem Artikel wird versucht, einen Teil der bestehenden Forschungslücken durch eine Beschreibung der „Djanggi” in West‐Kamerun zu schließen. Auswahl und Bemessung von Krediten, Probleme der Sicherheit, Gemeinkosten, Betrug und die soziale Kontrolle sind die Themen dieser Arbeit.Die Analyse zeigt, daß die Djanggis mehr als nur eine Institution für Sparen und Geldausleihen sind. In ihr sind Erziehungs‐, Gesell‐schafts‐, Traditions‐ und Erholungselemente zusammengefaßt. Ihr Adaptionspotential und ihre Flexibilität haben es den Dorfbewohnern ermöglicht, mit den zunehmenden Erfordernissen der sich wandelnden Gesellschaft Schritt zu halten. Schließlich scheint diese Institution hervorragend geeignet zu sein, Gemeinschaften durch die ersten Phasen des sozio‐okonomischen Wandlungsprozesses zu führen. Dadurch bietet die Djanggi eine wirkliche Alternative zu modernen Kooperativen und Kreditanstalten, die mit
