AbstractThe paper argues chat we have reached an impasse in theorizing about agrarian social change due to the deterministic and centralistic assumptions of existing sociological theories of development, whether they adopt a modernization, dependency or political economy framework. What is needed, it is suggested, is a more serious attempt to analyse the dynamic processes by which individuals and social groups ‐ peasants, workers, entrepreneurs, bureaucrats, politicians and others ‐ interact and develop strategies for dealing with changing circumstances. Space must be found for an actor‐oriented analysis of social process which identifies how ‘ordinary people’ rather than simply abstract ‘social forces’ actively shape the outcomes of development.The argument, which draws upon the author's field research in Zambia and Peru, is developed by considering three analytical issues: a) the significance of differential responses to similar social conditions, b) the problem of relating interactional processes to larger scale social structure, and c) the question of how development policy is transformed at the ‘interface’ between implementer and target population.RésuméCet article tend à démontrer ľimpasse à laquelle aboutissent les théorisations du changement social agricole, théorisations qui sont fondées sur des conceptions déterministes ou centralistes du développement, quel que soit ?ailleurs leur cadre de réference (modernisation, dépendance, économic politique). II suggère la nécessiré?un effort plus sérieux ?ana‐lyse des processus dynamiques par lcsquels individus et groupes sociaux ‐ paysans, ouvriers, entrepreneurs, bureaucrates, politiciens, etc ‐ interagisscnt et développent des stratégies pour s'accommoder ?un contexte mobile. II faut faire place à une analyse de ľoricntation dc ľactcur àľintérieur ?un processus social, pour comprendre comment des “gens ordinaires”, plus que ?abstraites “forces sociales”, façonnent le développementĽargumcntation est basée sur des rccherchcs de terrain en Zambie et au Pérou. Elle est centrée sur trois quesrions: la signification de réponscs différences à un même contexte; le rapport entre les interactions et la structure sociale globale er la transformation des projets de développement dans la relation entre le “développeur” et la population.KurzfassungIn dem Batrag wird ausgeführt, daß wir mit dem Theorerisieren über den sozialen Wandel in der Landwirtschafe wegen der deterministischen und zentralistischen Annahmen der bestehenden soziologischen Entwicklungstheorien ‐ seien es solche der Modernisierung, der Dependenz oder der politischen Ökonomie ‐ in eine Sackgasse geratcn sind. Für not‐wendig gehalten wird ein ernsthafterer Versuch, die dynamischen Prozesse zu analysieren, wie soziale Gruppen ‐ Bauern, Arbeiter, Unternehmer, Bürokraten, Politiker und andere ‐interagieren und Strategien encwickeln, um mir wechselnden Umständen fertig zu werden. Es muß eine handlungsoricntierte Analyse sozialer Prozesse Platz greifen, die aufzeigt, wie ‘gewöhnliche Menschen’ statt einfach abstrakter ‘sozialer Kräfce’ die F.rgebnisse der Ent‐wicklung aktiv gestalten.Die Argumentation, die die Feldforschung des Autors in Sambia und Peru leitet, wird anhand der Betrachtung von drci analytischen Sachvcrhalten enrwickelt: a) die Bedcutung unterschiedlicher Reaktioncn auf ähnliche soziale Bedingungen, b) das Problem verbinden‐der Interaktionsprozesse mit größeren sozialen Strukturen und c) die

AbstractPlanning models for rural development are far from perfect, reason why sociologists should both learn to work within existing frameworks and at the same time change them, with their input. The range of entrance points for sociological knowledge and skills should be expanded to all segments of development planning The convential range of operationally usable products generated by social scientists is still narrow and insufficient, it should be enriched particularly with forward looking action methodologies. Emerging research orientations characterized by increasing interdisciplinarity, hold promise and deserve the support and commitment of development oriented social scientists. Changing training philosophies in universities is crucial, to avoid producing new cohorts of socially incompetent technical experts or technically illiterate sociologists. Such changes will also help respond better to the fundamental calling of sociology: not only to analyze and explain, but also to assist in transforming the fabric of society.RésuméLes plans de développement rural sont loin ?être parfaits, et e'est pourquoi les sociologues devraient apprendre à la fois à travailler dans cc cadre et, par leur proprc apport, à les modifier. Ľutilisation des connaissances et compétences sociologiques devrait être étendue à tous les aspects de la planification du développement. Mais les produits de la recherche sociologi‐que utilisables de manière pratique sont trop restreints et insuffisants. De nouvelles orientations de recherche, de type interdisciplinaire, tiennent leurs promesses et encouragent les chercheurs en sciences sociales orientes vers le développement. Changer les copnecptions de la formation dans les universityés est une tâche cruciale si on veut éviter de produire des cohortes ?experts techniques socialement incompétents ou de sociologues techniquement inalphabetes De tels changements iraient dans le sens de la vocation fondamentale de la sociologie, qui est non sculement ?expliquer et de comprendre, mais aussi de contribuer à transformer la mécanique sociale.KurzfassungPlanungsmodelle für die ländliche Entwicklung sind bci wcitern noch nicht vollkommen. Deshalb sollten Soziologen sowohl lerncn, innerhalb fester Bezugsrahmen zu arbeiten, als auch gleichzeitig dicse durch ihre Inputs weiterzuentwickeln. Die Einwirkungsmöglichkeiten für soziologisches Wissen und soziologische Fertigkeiten sollten auf alle Bereiche der Enewicklungsplanung ausgedehnt werden. Det herkömmlichc Bereich operationell nutzbarer Ergebnissc sozialwissenschaftlicher Forschung ist noch immcr eng und unzureichend; er sollte insbesondere um Methoden zur vorausschauenden Analyse des Handelns erweitert werden. Zunehmende Ausrichtung der Forschung auf Interdisziplinarität ist erfolgversprechend und sollte von cntwicklungsorientierten Sozialforschern unterstützt und als verbindlich angesehen werden. Entscheidend sind sich ändernde Ausbildungskonzepte an den Universitäten, um zu verhindern, daß weitere Kohorten von sozial inkompetenten technischen Experten oder von Soziologen ohne jedes technische Verständnis produziert werden. Solche Veränderungen werden auch hilfreich sein, um cincr fundamentalen Anforderung an die Soziologie besscr zu entsprechen: nicht nur zu analysieren und zu erklären, sondern auch bei der Umgcstaltung der Gesellschaf

AbstractThe majority of studies of nineteenth century rural Wales have concentrated on the cultural and linguistic determinants of conflict between an Anglicised land owning elite and a largely Welsh speaking Non‐Conformist tenantry. In this paper it is argued that a deeper understanding of the causes of rural conflict during this period can be arrived at by locating these groups in the developing capitalist mode of production and the social relations of production derived therefrom. Theories of rural conflict and peasant political movements are applied in the Welsh context in an attempt to explain why and how a politically and economically weak tenant class became an effective political movement ultimately destroying the hegemony of the land owners. Of particular importance is the location of ethnicity as an ideological strategy aiding the political mobilization of an intrinsically isolated and dependent tenantry Consequently it is argued that ethnicity has its base in rural class conflict rather than the superficiaľ cultural, linguistic and religious differences between these two primary social classes. These differences reflect the way in which more fundamental class conflicts are enacted rather than being the cause of rural conflict in nineteenth century Wales in their own right.RésuméCeux qui ont étudié le Pays de Galles rural au dix‐neuvième siècle ont surtout insisté sur les factcurs linguistiques et culturels du conflit qui opposa ľélite anglophone des grands propriétaircs à la classe des fermiers non conformistes et de languc galloise. Cet article propose une meilleurc explication de ce conflit à partir ?une théorie du mode de production capitaliste en croissance et des rapports de production qui en dérivent. Cette théorie est ici appli‐quée à un conflit rural et à un mouvement paysan pour expliquer comment cette classe de fermiers, faible au plan politique comme au plan économique, a pu devenir un réel mouvement politique et finalement renverser ľhégémonie des propriétaires fonciers. Le facteur ethnique apparait alors crucial dans ľélaboration ?une stratégic idéologique qui soutient la mobilisation politique ?une classe ?agriculteurs isolés et dépendants. Ce facteur ethnique s'avère alors fondé sur un rapport de classe plutôt que sur des éléments culturels, linguistiques ou religieux qui séparent en apparence ces deux classes opposées: ceux ci reflètent le conflit de tlasse plus qu'ils n'en sont la cause.KurzfassungDie Mehrzahl der Studien über das ländliche Wales im 19Jahrhundert haben sich auf die kulturellen und linguistischen Detcrminanten des Konflikts zwischen ciner landbesitzen‐den anglizierten Elite und den ubcrwicgend walisisch sprcchcndcn nonkonformistischen Pächtern konzentriert. In diesem Beitrag wird angenommcn, daß ein tieferes Verständnis der Ursachen des ländlichen Konfliktes dicser Zeit möglich ist, wenn die Stellung dieser Gruppen im Rahmen der beginnenden kapitalistischen Produktionsweise und der damit verbundenen sozialen Bezichungen in der Produktion bestimmt wird. Theorien des sozialen Konflikts auf dem Linde und der politischen Bauernbewegungen werden auf den walisischen Kontext übertragen, um eine Erklärung dafär zu finden, warum und wic eine politisch und ökonomisch schwache Pächtcrklasse zu einer wirkungsvollen politischen Bewegung werden und schließlich die Vorherrschaft der Landbesitzer brechen konnte. Von besonderer Bedeutung ist dabei die Einordnung der Volkszugehörigkeit, die im Rahmen einer ideologischen Strategic dazu diente, die weitgehend isolierten und abhängigen Pächter leichter zu mobilisieren. Folgerichtig wird angenommen, daß das Volkstumsdenken seine Wurzcln eher in ländlichen Klassenkonflikten hat als in ‘äußerlichen’ kulturellen, sprachlichen und religiösen Unterschieden zwischen dicsen beiden sozialen Hauptklassen. Diese Unterschiede spiegcln mehr die Art und Weise wider, wie grundsätzlichere Klassenkonflikte sich abspielen, als von sich aus

AbstractThe working wife is becoming the norm in European society. For some, the need to find work outside the home is purely an economic one but for many women, it is suggested that paid employment also answers needs for company, recognition and status and enhances the woman's sense of independence and self worth. Farmers' wives are part of society and therefore exposed to its norms and sanctions. This paper argues that farm women will experience the same needs as other women for earnings, financial independence, association with others, status and self fulfilment but that remoteness, lack of suitable work for women in rural areas, needs of the farm business and sanctions against farmers' wives working elsewhere may deter them. The balance of motives may change from predominantly financial on small farms to predominantly social and personal on large farms. A review of the literature on off farm employment of farm women offers some support for these hypotheses.RésuméLe travail de la femme tend, en Europe, à devenir une norme socialc. Cette exigence de travail hors du foyer n'a, pour certains, qu'une signification économique, mais, pour beaucoup de femmes, il s'agit ?un besoin de sociabilityé, de reconnaissance sociale, ?indépendance et ?estime de soi. Les épouses ?agriculteurs sont égalcment soumises à cette norme. Ces femmes du milieu agricole partagent en effet les mêmes désirs de rémunération, ?indépendance matérielle, de relations sociales et ?accomplissement, mais le sous‐développement économique et la carence ?emplois adaptés dans les régions rurales, les exigences de ľexploitation et la réprobation àľégard des femmes qui ont un travail hors de la ferme peuvent les décourager. Ľauteur poursuit en montrant que les motivations sont davantage economiques dans les exploitations petites et davantage sociales ou personnelles dans les grandes. Enfin une lecture critique de la littérature consacrée au travail non agricolc des femmes ?agriculteurs permet de conforter ces hypothèses.KurzfassungDie erwerbstätige Ehefrau wird in europäischen Gescllschaften zur Norm. Für einige ist das Bedürfnis nach außerhäuslicher Arbeit rein ökonomischer Natur, für viele jedoch, so wird vermutet, ist die Erwerbstätigkeit durch das Bedürfnis nach Geselligkeit, Anerkennung und einem eigenen Status bestimmt und verstärkt das Unabhängigkeitsgefühl und Selbstwertge‐fühl der Frau. Frauen von Landwirten unterliegen als Mitglieder der Gesellschaft deren Normen und Sanktionen. In diesem Beitrag wird angenommen, daß Frauen von Landwirten dieselben Bedürfnisse nach eigenem Verdienst, finanzieller Unabhängigkeit und Zusammensein mit anderen, eigenem Status und Sclbstverwirklichung entwickeln werden, wie andere Frauen, aber daß Abgelegenheit, Mangel an gceigneten Arbeitsplätzen für Frauen in ländlichen Räumen, Anfordcrungen des landwirtschaftlichen Betriebes und Sanktionen gegenüber landwirtschaftlichen Ehcfrauen, die außcrbetricblich arbeiten gehen, sie davon abhalten werden. Das Gewicht der Motive verlagert sich wahrschcinlich von vorherrschend finanziellen bei kleinbäuerlichen Bctrieben zu vorherrschend sozialen und persönlichen bei Großbetrieben. AbstractThis article describes the major phases in rural‐urban migration within the USSR and discusses successive policies towards this phenomenon since 1927. The outcomes and socioeconomic consequences of these massive migration waves have been variously appraised in scientific and socio‐political debates. Partly on the basis of studies of migration decision making, the authors discuss the dynamics of rural‐urban migration and detect some probable trends for its future development.RésuméL'article décrit ľévolution générate des migrations rurales vers les villes en URSS et les diverses politiques qui ont été appliquées depuis 1927. Le résultat et les impacts socio‐économiques de ces migrations massives ont fait ľ objet d apréciations variées dans les discussions tant scientifiqucs que socio‐politiques. C'est en se basant sur des etudes des decisions de migration que les auteurs developpent une analyse de la dynamique de ces migrations et esquissent les tendances probables dans ľ avenir.KurzfassungIn diesem Artikel werden die wichtigsten Phasen der Land‐Stadt‐Wanderung in der UdSSR seit 1927 beschrieben und die aufeinander folgenden Haltungen der Politik gegenüber diescm Phanomen diskutiert. AbstractIn the USSR, changing the rural settlement pattern is being recognised as one of the bases for rural development. This requires an understanding of the settlement pattern as an integrated socio‐economic system. However, there exists a great diversity of rural environments within the USSR. The author distinguishes six main types of rural regions which are relatively homogeneous in their settlement and social conditions, based on twelve indicators. After discussing the major features of each type, the author concludes by suggesting different policies necessary for improving the rural settlement pattern in each of the six region types, in terms of the development of the network of settlements, of transportation links, and of services.RésuméOn considère généralement en URSS que la transformation du mode dc distribution dc l'habitat rural est une base du développement rural. Ceci implique que Ton analyse cettc distribution dc l'habitat comme systeme socio‐economiquc intégré. II existe pourtant une grande diversité d'environnements ruraux en URSS, et l'auteur distingue six types principaux de regions rurales qui apparaissent relativement homogénes quant a leur habitat et leurs conditions de vie, jugées sur base de douze indicateurs. Après avoir décrit les craractéristiques majeures dc ces régions, l'auteur propose différentes mesures pour améliorer la distribution de la population á partir du développement du réscau ? habitat, des moyens de transport ct des réscaux de services.KurzfassungIn der UdSSR wird die ländliche Siedlungsstruktur aJs cine der Grundlagen für die ländliche Enrwicklung angesehen. Dies erfordcrt ein Verständnis der Siedlungsstruktur als inte‐griertes sozioökonomisches System. Es gibt jedoch cine groβe Vielfalt landlichcr Umwelten innerhalb der UdSSR. Der Autor unterscheidet an Hand von zwolf Indikatoren sechs Haupttypen landlichcr Regionen, die relativ homogen sind in Bezug auf ihre Siedlungs‐muster und sozialen Bedingungcn Nach einer Diskussion der wichtigsten Merkmalc jedes Typs, schlie/St der Autor damit, daβ er verschiedene politische Maßnahmen vorschlagt, die notwendig sind, um in jeder der sechs Regionstypcn die Siedlungsstrukturen hinsichtlich der Entwicklung des Siedlungsnctzwerks, der Transportverbindungcn und der Dienst

AbstractThis article starts with a theoretical discussion of the links between undernutrition, relations of production, and gender relations. As a result of the ‘modernisation’ of production processes and of planned ‘development’, rural women in the Third World are often cut off from the main means of production, whereas at the same time they remain responsible for the survival of their children and other dependent family members. It is concluded that adopting the household as the smallest unit of analysis tends to obscure the position of women in development schemes. This leads to an underestimation of the effects of sexual inequality in the productive and reproductive sphere on the occurrence of undernutrition. This theoretical issue is illustrated with an example of a large‐scale irrigation scheme in Sri Lanka, where the petcentage of chronically undernourished is five times higher than the national average.RésuméCet article est introduit par une analyse théorique de la relation entre sous‐alimentation, rapports de production et relations entre les sexes. La modernisation et le développement planifie ont pour effet, dans les pays du Tiers‐Monde, de Séparer les femmes de ľ accès aux moyens de production; elles sont par contre de plus en plus chargées de la responsabilité de la survie de leurs enfants et des autres membres de la famille qui dependent d'elles. Partant, le concept de menage comme unite elementaire d'analyse dissimule, de maniere mystificatrice, les inegalites entte les sexes dans la production et dans la reproduction, inegalites qui determinent la sous‐alimentation. Cettc analyse est developpec a travers l'exemple d'un perimetre d'irrigation a grande echelle au Sri Lanka, zone dans laquelle le pourcentagc de sous‐alimentes chroniques est cinq fois plus eleve que la moyenne nationalc.KurzfassungDieser Artikel beginnt mit einer theoretischen Erörterung der Beziehung zwischen Unterer‐nahrung, Produktionsverhältnissen und der Stellung der Frau. Als Ergebnis des Prozesses der “Modernisierung” und geplanter “Entwicklung” sind die Fraucn auf dem Lande in den Landern der Dritten Welt von den wichtigsten Produktionsgrundlagen abgeschnittcn wor‐den. Demgcgenuber sind sie zunehmend verantwortlich fur das Uberleben der Kinder und anderer abhangiger Familienmitglicder. Das Konzept des Haushalts als klcinste Analyseein‐heit verbirgt geschlechtsbcdingte Ungleichheiten im produktiven und reproduktiven Bereich, die zu Unterernahrung führcn. Diese theoretische Erklarung wird illustriert am Beispiel eines groβen Bewässerungsprojektes in Sri Lanka, wo den Prozentsatz chronisch Unterernährt
