The low position of agricultural workers in the wages scale is examined in the context of National Plan objectives to increase opportunities for the labour force. The results of a survey of lubour use on 55 Yorkshire farms over the past five years are presented. The regular hired labour force on these farms has been cut by a quarter, and some farms still report surplus labour. Data on the farm workers employed and those which have left the farms is given. The characteristics of the ‘ideal farm worker’ as seen by the farmers are investigated and conclusions regarding the likely success of a wages structure in agriculture are drawn. Tariffs and quotas against the Six are not consistent with Britain as a part of the Common Market. Such restrictions have produced the traditional policy for horticulture in Britain. Now their removal is threatened and with it the incomes of our producers.This paper attempts to measure the seriousness of the threat to British growers. Three features are most relevant to this question. Firstly, somewhat less than two‐thirds of the producers depend wholly on income from horticultural produce. Secondly, only one‐tenth of the producers account for two‐thirds of the output. Thirdly, horticultural produce is of distinct types, decorative, dessert, salad, or staple, and the future demand and supply prospects vary accordingly.The E.E.C. is poised to send us more glasshouse vegetables and more apples and pears. Thus the most highly capitalised sectors of horticulture are most vulnerable and those growers with modernised investment will best meet the increased competition. 摘要:
Much of the area which at present constitutes the German Federal Republic was, in the past, agriculturally backward. Since 1949, West German agriculture has made considerable technical progress, but still suffers from severe structural problems. These problems of small farm size and fragmentation have their origin in the 18th century, when farmers obtained control of the land without the enclosure movement experienced in Britain, and no serious programme of structural reform was undertaken before 1939. In recent years, West German agriculture has increased production very greatly and at the same time reduced its labour force at an unprecedented rate. Moreover, a substantial programme of structural reform was initiated in the 1950's. As a result, farmers' incomes have risen at roughly the same rate as other incomes. In the last few years, West German agriculture has come under increasing pressure as a result of economic developments and the competition of other Common Market countries. It is clear that a more radical programme of structural reform is needed.

One of the problems of economic policy concerns the best use of the resources available to the nation, whether they are distributed in the best way between the sectors of production and whether they are used in an optimal way within each sector. Clearly this is a “productivity” problem. It is said that neither the distribution of resources between sectors, nor the use that is made of them within each sector is optimal either in Europe or North America. One of the most important examples is in agriculture, to which too much labour is allocated and sub‐optimal use is made of the resources available. Thus agricultural productivity is low, and there are regional and international differences. To answer questions about the level of agricultural productivity it is necessary to have a method of measurement and on this there has been a lot of discussion. The object of this article is to give a brief review of the operations of one company—The Scottish Agricultural Securities Corporation Ltd. (S.A.S.C.). This institution is the Scottish counterpart of the bigger and possibly better known Agricultural Mortgage Corporation Ltd. (A.M.C.) which was set up as a consequence of the Agricultural Credits Act 1928 for the main purpose of making long term mortgage loans to the purchasers of agricultural freeholds in England and Wales. A similar statute (the Agricultural Credits (Scotland) Act) was enacted in the following year to provide for the extension of the same credit facilities in the Scottish agricultural community, and as a consequence of it, S.A.S.C. came into existence.Some attention has already been devoted to the operations of the A.M.C.† It is hoped that this brief review of its smaller sister company will be of inter
