Abstract.In the first paper the authors make a critical analysis of the interpretations and models generally used forit caso italiano(the Italian Case) and propose explanations that are not one‐sided, and that take into account all the elements of continuity which characterised the various phases of these last twenty years.The second paper examines the institutional features of the Italian industrial relations system, and underlines its ‘constant characteristic’. that is. its under‐institutionalisation. The author emphasises the negative effects of these institutional shortcomings, and shows concern that the much exalted ‘flexibility’ of the Italian system could be detrimental, rather than positive, as it derives from these shortcomings.The note by Guido Romagnoli. attempts to use some theoretical statements on union behaviour, as the key to interpret the events of the Italian case. The author then indicates some aspects and reasons for the crisis of Italian unions.The fourth paper examines the relationship of the unions with the Italian political system over the last twenty years. This article suggests that it is characterised by considerable continuity in stabilising this political system, both in phases of strength and in times of weakness. This stabilising role has. however, not been reciprocated; in fact, not only has the political system not stabilised the unions and industrial relations, but has become a major obstacle to their strategic reorientation.The last paper in this group of essays on theAutunno Caldooffers what could be termed an ‘institutional’ explanation of union continuity, analysing the various phases of collective mobilisation. political exchange and flexibility, and examines the relationships between the social actors during these phases.The selection of papers published here isin memoriamof our colleague and friend Guido Romagnoli, who suddenly died shortly after the conference. For this reason it includes the outline that he presented at that conference which he could not develop into

Abstract.The increased role of public expenditure in industrialised countries involves new theoretical and empirical problems: general equilibrium models must be fully accommodated with the structural presence of the public sector and at the same time we need a better understanding of the redistributive impact of non‐market rules. Therefore we suggest looking at our economies as a resource allocation mechanism. in which a Walrasian mechanism (without auctioneer) interacts with a political mechanism: we suggest thatex postresource equality is the driving force behind the increasing role of the public sector, and therefore it is also the crucial test against which to evaluate the impact of public expenditure. A stylised way to look at our economies therefore can be as follows:ex anteequality is the domain of market, whilstex postequality is the domain of the public sector. This approach is compared with cross‐section data of 16 countries and more detailed data, both cross‐section and time‐series, for the case of Italy: empirical results suggest thatex postequality is not a clearcut target, but rather it arises as the net outcome of contrasting

Abstract.Recent studies on the causes that bring about the increase in unemployment rates of theMezzogiornoarea and Italy are mainly based upon demographic and social causes. The aim of this study is to verify if they can be also influenced by economic factors. Through a dynamic model with partial adaptive hypothesis, some ways by which demand affects the differences of regional unemployment rates has been tested. In this respect it has been considered whether variations in economic activity can lead to different growth rates of regional production owing to the different industrial structures; whether the employers are influenced by local factors in varying the occupation when the production increases, and finally in which way the regional unemployment rate depends on the excess of desired, over effective, labour demand.Data base are from 1959 to 1976, and the unemployment rate is referred only to unemployed workers that is the better proxy of the unemployment connected with the economic cycle. The results show a slight reactiveness to demand, both in industrial labour demand and supply in theMezzogiorno.

Abstract.The paper examines the (potential) effects of new technologies on productivity and job growth.In particular the nature and causes of the “productivity paradox” are firstly dealt with. Even though the leading edge sectors show higher than average productivity growth, since the early 1970s aggregate productivity measures have declined.This paper examines several possible explanations of this phenomenon, concluding that new technologies and the related issue of organisational, institutional and social change provide the most significant explanation.“Replacing a steam engine with one or more electric motors, leaving the power distribution system unchanged, appears to have been the usual juxtaposition of a new technology upon the framework of an old one…Shaft and belt power distribution systems were in place and manufacturers were familiar with their problems. Turning line shafts with motors was an improvement that required modifying only the front end of the system… As long as the electric motors were simply used in place of steam engines to turn long line shafts, the shortcomings of mechanical power distribution systems
