摘要:
ABSTRACT:The purpose of this paper is to analyze the social pact in Italy and its prospects for the future. In order to do this, it first gives an overview of the general political organization in Europe, and looks at neo corporatism and bargaining structures. It then deals with the social pact in Italy and follows its evolvement under non hostile or‘friendly’governments, and examines the objectives of this social pact.It continues by considering the problematics of governing the complex present day society and traces the various phases of the social pact in Italy, and in particular, the 'St. Valentine's Day’crisis and the subsequent continuity of the pact. Finally, it talks about some of the problems the social pact creates for the institu

摘要:
ABSTRACT:The purpose of this paper is to provide an analytical survey of the historical and normative evolution of the Italian Cassa Integrazione Guadagni (hereafter Earnings Integration Fund or EIF) through examination of the prevalent economic and juridical models during the 40 years of the EIF's existence. The evolution of the EIF in the periods examined is classified according to five theoretical models, so as to bring out the many different standards accumulated during the administration of the EIF, and the many measures adopted by Public Authorities in response to the various requirements which have arisen over time. The result is an overall reference framework for the EIF's present administration, which is characterised by the presence of both the need for various reforms and alterations, and an equal number of ways of carrying them out; from the development of an ever more direct link between crisis situations and specific EIF requirements, and the evident need to bring the institution within a normative framework correlated to a global labour policy. A verification of the different methods of utilising the EIF is therefore, for the authors, utilizable in defining suitable solutions for modern situations, which require effective EIF models to be worked out in conjunction with an appropriate mix of active labour policies.

摘要:
ABSTRACT:A bargaining model is proposed and tested in order to explain the irrelevance of the general labour market conditions to wage settlements in the post‐war Italian economy. The model is a “right to manage model”, but the solution cannot be improved, being both on the labour demand curve and on the contract curve. The reason for such an outcome is that both firms and unions have priorities, and distinguish the labour force between insiders and outsiders. Different definitions of insiders are used, but in the postwar Italian economy the employees and ex‐employees of the industrial sector appear to be the share of the labour force which have been better protected by both contractual

摘要:
ABSTRACT:This paper develops a partial disequilibrium model for the Italian economy. After a brief description of the theoretical framework adopted, the empirical model is specified and estimated. The hypothesis that the Italian labour market, in the period considered, was characterized by‘equilibrium’is tested and rejected.Amongst other factors, the unions‘pushfulness’played a very influential role in wage determ

摘要:
ABSTRACT:The authors, in this article, consider the possibility of how the peak in the birth rate during the 60s could have affected the present unemployment situation. First of all the hypothesis put forward by various sources that the baby boom is the principle cause of unemployment is examined, together with how plausible this explanation is.Then some data relevant to birth rates and the subsequent employment levels in various countries is presented, and finally, a more detailed analysis of the Italian situation is given, both with regard to the baby boom and the most recent employment statistics for the different Italian areas. The authors also take a close look at the female labour market and its development over the past years, and how these figures would appear to confute the baby boom as being the sole cause responsible for present day unemployment levels.

摘要:
ABSTRACT:This article focuses on a particular aspect of the evolution of the Italian trade unions, that is the problems faced by them in dealing with the political institutions and structures, or, in other words, the political system. We consider this period from the mid‘70s to the early 80s, because it represents the culmination of a gradual development in both unions and institutions during the previous years, and the resulting problems that evolved in the interaction between them and the political institutions. We look at how the unions’political action was modified during this lapse of time, and draw some conclusions about the unions resulting political r

摘要:
ABSTRACT:In this paper, the author traces the course of the collective bargaining process in Italy and Europe, and looks in particular at the aspect of its centralisation and decentralisation. It begins with a historical background of this process and examines organizational and institutional alternatives which may limit or redimension this bargaining system in the face of more or less centralisation. It continues by outlining the institutionalisation of this system in Europe, and then by examining the effects which technological innovation and economic recession have had on it.Several hypotheses as to possible alternatives with regard to centralisation/decentralisation, convergence or divergence of the bargaining system are formulated on the basis of the preceding data, and looks at the difficulties now facing this system. Finally, the role of the state and the law with regard to collective bargaining is discussed and some general observations are made.

摘要:
ABSTRACT:This paper aims at analysing the effects of monetarist and keynesian policies on Italian unemployment rate. Furthermore, it examines whether an optimal policy exists such that unemployment can be lowered without negatively affecting other policy targets (inflation or balance of trade). To answer these questions, interactive control methods are applied to a simple, intermediate‐run, disequilibrium model of the Italian economy. A comparison between actual and optimal policies is also provide
