摘要:
The opening address from the IFORS SPC 1 conference on Decision Support Systems (DSS) attempts to provide a perspective on the DSS movement, and reviews the current state of DSS development through an analysis of the abstracts submitted for presentation at the conference. The presentation concludes with a number of challenges where progress is required if the DSS movement is to continue to prosper to the point where it will have a real and significant impact on the practice of management.

摘要:
The authors have participated in the information management of a Government Agency during a period of more than five years. In this period, an explicit review of information management took place, and a new DSS-oriented approach to computerization was developed. In this article, they describe why an information management policy aimed at an equilibrium of centralized coordination and decentralized management failed to be implemented. Because of this failure, two competing strategies emerged: the centralistic bureaucratic computerization strategy and the decentralistic DSS-oriented computerization strategy. Based on their experiences, the authors demonstrate that several objections against DSS-oriented computerization are invalid. Furthermore, they show that DSS-oriented computerization leads to a significantly lower computerization cost level than bureaucratic computerization.

摘要:
A fair allocation of grants to subcentral authorities is becoming increasingly complex. Using the allocation of grants to cities in the Flemish Community as an illustration, we show how the PROMETHEE and GAIA multicriteria decision making tools enhance the decision makers' insight into the complexity of the problem by identifying possible conflicts and incomparabilities. We also suggest how the Prométhée preference relation can be used to calculate a grant allocation scheme that takes into account multiple, including qualitative, criteria.

摘要:
BANKS is an integrated decision support system for the financial analysis of the international banking sector. It contains two parts, a database including over six-hundred of the most important banks in the world and an analysis module implemented on microcomputer. The basic data are displayed using both tabular and graphical representations and their evolution is analysed. Fifteen financial ratios are computed from the available data. The PROMETHEE and GAIA multicriteria methodologies are used to analyse this information. A positioning of each bank within its regional sector is obtained, with a complete description of the strong and weak features of the bank, as well as a graphical representation of the structure and characteristics of the sector. BANKS is a user- friendly microcomputer program, with full on-line help available at any time and selection by menus. High resolution graphics are used to enhance the quality of its user interface. A demonstration of the system is given and further developments are discussed.

摘要:
Visual Interactive Simulation (VIS) is a simulation technique which generates a dynamic display of the model and enables the user to interact with the model while the simulation is running. AWARD (Advanced Warehouse Design) is a VIS system that has been developed by an international consortium of academic institutions and distribution professionals to allow the evaluation of conventional and automated warehouse systems. AWARD uses Computer Aided Design (CAD) techniques for drawing the warehouse layout and configuring the simulation model. The user has no need for programming skills and a user-friendly interface makes it easy to use. High resolution colour graphics and a scale drawing of the warehouse makes the dynamic display of the model a good representation of the real system. This paper will present the development of AWARD, and will discuss the role of the current version in the overall framework of a Decision Support System for warehouse design. The advantages of data-driven generic models as a decision making tool will be highlighted and the use of high-resolution graphics, animation and interactive techniques for improving the communication between the user and the model will be discussed.

摘要:
A design of a particular Information System (IS) incorporating characteristics of an MIS (Management Information System) and DSS (Decision Support System) is presented. The IS designed includes an MIS and DSS integration. The paper is mainly concerned with the management of a telecommunication network, emphasising maintenance engineering aspects of the network. Therefore, a MMIS (Maintenance Management Information System) is designed, integrated with the project and construction (or installation) functions of the system. The application was designed to support the private Telecommunication System of an electricity company. The approach followed recommends a way of developing the planning of IS through a participating methodology. The first stage of this methodology is the strategic planning, followed by the data, process and organisation analysis. An Information Engineering step concludes the modularisation and prioritisation of the whole IS. The application of the methodology shows that users can realize and accept the advantages cf the corporate aspects of the IS having a greater commitment to the project when directly involved in the design of the IS. Further results show that the use of operational research and statistical techniques can become more effective by the implementation of this kind of IS, as supported by other studies.

摘要:
Production scheduling is part of the production planning, control and execution process, which covers everything from designing to manufacturing a product. From a planning point of view, scheduling is done on an operational and shop floor level. Most of the existing information systems for production planning, and control have great deficiencies in their scheduling parts. The main reasons for this are the inherent difficulties of the arising questions like combinatorial problem complexity and the difficulty in responding quickly to a dynamic and unpredictable job shop environment (machine breakdowns, rush orders, extra work etc.). Thus shop floor planning and control must be coupled with intelligent scheduling and brought close to the objects to be scheduled. For this purpose we have designed a Decision Support System which makes appropriate use of combinatorial optimization, knowledge-based and simulation techniques to help to solve the production scheduling problem.
