This article traces the historical development of professional standards and highlights some of the issues that have surfaced in the development process. Traditional and existing accreditation procedures are described as well as recent trends in national accreditation that may be conducive to ACES‐sponsored accreditation of preparation programs. State models of program accreditation by California ACES and Wisconsin ACES are described. The relationship between program accreditation and counselor licensure is discussed, and the implication is drawn that licensure may be the catalyst for professional‐program accreditation. It is concluded that ACES is the most appropriate professional association to assume leadership in the area of accreditation, and a series of recommendations is made for implementing accreditat

The traditional evaluation model used in accrediting professional‐education programs is discussed and the field of psychology is used as an example. The evaluation model followed in the recently implemented accreditation mechanism for rehabilitation‐counselor education (RCE) programs is also discussed. The evaluation model makes some significant departures from the traditional model. A survey‐research approach is used to substitute in part for the traditional site visit, and more comprehensive program‐evaluation data, going beyond the traditional reliance on faculty and students, are collected. Further, data on the competence of graduates are employed in the evaluation process. Possible implications of the RCE model are discussed as they relate to the currently evolving accreditation procedure for counselor‐education programs, as well as the accreditation procedures in other pr

Physiological and subjective measures of counselor anxiety were compared to determine if counselors experienced greater anxiety during a counseling interview than during a conversation, Twenty experienced rehabilitation counselors in a graduate‐level practicum course volunteered to participate in a 10‐minute conversation and counseling session. Anxiety was assessed by self‐report skin conductance and heart‐rate measures.Results indicated that there were no significant treatment, period, or interaction effects for heart‐rate data; however, there was a significant period effect for conductance data. There were no significant differences for participants' self‐report evaluations of the two situations. Baseline autonomic data were highly related to autonomic data during the anticipation and stimulus periods, and preexperimental self‐report data were moderately related to postexperimental self‐report data. This analogue study investigated the similarities and differences of response by male and female counselors‐in‐training to clients of their own sex and clients of the opposite sex. The Counseling Response Instrument (CRI) was administered to the 127 participants. The CRI includes a description of a client seeking assistance with a personal‐educational choice conflict and asks the respondents for their personal view of the most appropriate action for the client (opinion measure), as well as the counseling strategy that they would use were they actually working with the client (strategy measure). We developed two forms of the CRI that were identical except that in one the client was presented as a male (Jim) and in the other as a female (Donna). Although different response patterns were found between male and female counselors, the results were not in the direction of traditional sex‐role stereotyping. The comparability of written and oral measures in evaluating counselor effectiveness was examined for trained and untrained participants. The responses were rated on use of reflective skills, verbal following, and general quality. A multivariate analysis of variance indicated that written responses were significantly higher on verbal following and general quality. Correlations among the written and oral measures were high and positive, especially when corrected for attenuation as a result of the reliabilities of ratings. Correlations were higher for trained than untrained participants. In general, the results support the comparability of written and oral assessments of counselor effectiveness, especially for trained participants. Implications for the evaluation of training programs and areas for future research are discussed.
