AbstractUtilization has gained attention in recent years, but not all utilization is good and not all nonutilization is bad. Ethical issues, organizational arrangements, and roles and skills of the researcher must be considered if the government is to more widely apply research findings for public good.

AbstractDespite protestations about the lack of usefulness of evaluation, evaluation utilization does indeed occur. However, its forms as well as the forces which lead to utilization are complex. In this chapter, naturalistic research is suggested as an appropriate methodology for use in the study of utilization and some findings of initial research of this type are presented.
