摘要:
Looking at all key areas of the lives of children and young people, and most Government departments, this article reviews the research evidence on the benefits and costs of increasing investment in children, and a redirection of some economic policies that have an indirect impact on children. It concludes that much more could be done to enhance the well‐being of children, but it would need a willingness to increase both public spending and taxation. Drug use by young people is widespread and increasing. Attempts to prevent or reduce young people's drug use have focused on school‐based education. This paper examines some of these strategies. There is wide agreement that providing information about drugs is necessary but insufficient; in addition, young people need to be given the opportunity to examine attitudes about drug use, develop skills in making decisions about use and look at ways to reduce the harms that are associated with their own and others' use of both legal and illegal drugs. Most commentators are also agreed that drug education needs to start early and should take account of what young people already know about drugs. Peer‐led approaches are promising but not yet adequately evaluated. The different agencies and professions that contribute towards child protection services have all recently had to begin to take account of the impact of market forces on their activities, yet detailed consideration of the consequences of this are slow to emerge. This article begins to consider these changes for child protection services. Having briefly described the child protection systems in England and Wales, it looks at the theoretical underpinning to the market forces approach which has become a significant ideological position in respect of public services in the UK and increasingly throughout the world. The article then considers the impact of a market forces approach on the organization of child protection services in relation to coordination versus fragmentation, profit versus professionalism, planning versus short‐termism, and cooperation versus competition. It concludes that the argument that a market forces approach to child protection will lead to greater efficiency in relation to protecting children is a chimera. The purpose of this paper is to examine the employment of an empowerment framework in the context of child protection work. In order to explore this we offer a definition of empowerment that is based on its three key essential values: self‐determination, collaboration and democratic participation, and distributive justice. Following an explanation of these values we identify possibilities and limitations for applying these principles in child protection practice. The discussion centres around necessary and sufficient conditions for the employment of empowerment guidelines, and dilemmas associated with their implementation. The views of 261 professionals attending 36 initial child protection conferences with parental participation were collected by means of a questionnaire. Overall, the professionals found the involvement of parents beneficial to the consideration of risk and the decision‐making process, with some provisos. The data revealed that most of the negative responses arose from one third of the conferences, and that these conferences shared particular features relating to family profile and certain conference characteristics. This article evaluates an attempt to establish a support group for parents and relatives whose children are in care in one health board in Ireland. It uses a qualitative methodology, drawing on a group evaluation session, supplemented by individual interviews with the members of that group. The paper shows that it was successful in so far as it provided members with a forum where they felt accepted, where their rights as parents were validated, their self‐esteem enhanced and informal access provided to senior social workers.
