SUMMARY:In the lifetime of the National Children's Bureau childhood death and serious infection have become increasingly rare. Chronic disease and disability may have become more common, partly as a result of the increased number of survivors of once fatal conditions. Income and social class are strongly associated with health, children in unskilled manual households being twice as likely to die before the age of 15 years as children in the professional social class. The proportion of children living in poverty doubled in the last decade. The rational allocation of resources to improve the health of children and teenagers is discussed.

SUMMARY.The value of preschool education was already well recognised 30 years ago but the UK, unlike other European countries, has never developed a coherent system of public provision for young children. Reliance on private, voluntary and self‐help facilities to fill the gaps has produced diversity but variable quality and little real choice. Over the same period attitudes and family structures have changed and there have been great advances in our understanding of how children's development can be supported and enhanced. The Children Act 1989 provides a legal framework for translating this knowledge into action. Yet at a time when a remarkable degree of professional consensus has been achieved on what is needed, we seem as far as ever from an adequate level of good quality provision. The article suggests that the reason is to be found in the marginalisation of our youngest children as the concern only of their parents and not of society as a whol

SUMMARY.With reference to reports and educational legislation as key markers, the article traces developments in special educational needs over 30 years. The termsspecial educational needsandneedsare critically appraised, the effects and impact of reports is examined and two notably significant areas are singled out to chart change over time, namely, working with parents and integration. Finally the notion of shared responsibility is outlined as a formula for ensuring policy and maintaining provision for special educational needs.

SUMMARY.Millions of children across the world live away from home; many because of wars, famines, dictatorships and poverty. Children live away from home in Britain because of family breakdown, neglect, abuse and other disadvantages, but also through parental choice and educational need. There is inadequate information about numbers, reasons and outcomes. Three main alternatives to living at home in Britain are boarding schools, residential homes and foster care. Traditional barriers between education and welfare and policies of care placements based on inadequate data have resulted in damaging gaps in services and poor placement decisions for many children living away from home. The early 1990s have brought about a national consensus based on new legislation and a group of Inquiries which provides the opportunity for major changes and improvements in services. International deliberations and action could and should be part of these changes.
