AbstractFinancial viability has been presented officially as crucial to the success of the sweeping reforms of local government in Nigeria and this article reviews the situation facing the new local government councils four years after the reforms were instituted. It sets the present situation against a background of past trends in which local government was financially dependent on regional and state governments, and subjected to increasingly detailed controls. Reviewing the present continuing dependence on state and federal government for finance, the limited use made of independent revenue bases, and the political and administrative factors militating against financial viability, the article argues that local government cannot escape from the vicious circle of underdevelopment.

AbstractThis paper presents a critical analysis of two sites and services projects in Dacca, in the light of previous studies of low income housing. The analysis demonstrates that resource limitation is not the most important factor preventing resolution of the low‐income housing problem, that there is a perverse use of resources which makes the situation worse, and that this use continues because it is in the pecuniary interest of the dominant interest group. The conclusions drawn are far from optimistic: (a) without radical changes in the main direction of resource allocation, there exists little or no possibility for an improvement in the living conditions of poor families; and, (b) the provision of housing for the lowest income group is more a question of political will and social engineering than building technolog

AbstractThe educational aid programme sponsored by the U.K. Overseas Development Administration has been conducted using organizations in which substantial changes have been made in the last ten years. This article analyses the changes in the structure of non‐departmental agencies and in the relations between the Overseas Development Administration and the agencies, and considers the rationale for these. It draws attention to the contrast between the formal independence of these non‐departmental bodies and continuing departmental control, and to the limitations of non‐departmental bodies as a means of securing advice and co‐operation. AbstractThe Zimbabwe elections in 1980 presented unusual administrative difficulties. They were conducted in some haste, during a cease fire in the civil war, and when stable administration was not established over the whole country. Further, the political settlement and re‐establishment of an internationally recognized government hinged on popular and international acceptance of the elections as having been fairly conducted. Abstract‘Development Administration’ as an academic discipline originated in the West and has been dominated by Western thought. This article traces the development of the discipline and outlines its Western theoretical foundations and assumptions. The failure of Development Administration to solve the problems of the Third World is outlined, and the ‘indigenization of underdevelopment’ is discussed. New challenges to the discipline, that have been previously seen as ‘heretical’, are presented as alternatives to Western models that have proven their ineffectiveness. China, Guinea‐Bissau, India, Tanzania and Libya are used as examples of countries attempting alternative routes to development and development administration. The article stresses the need for open examination of non‐traditional models that may provide valuable clues in the struggle for a viable developmental strategy. It concludes by suggesting four major issues around which a new conceptualization can be built: accountable development administration, the role of values, the emergence of fundamentalist ideologies, and the challenges posed by the Third Dev
