AbstractThe project approach to development assistance has been criticized for failing to build lasting capacity. The problem lies not in the project approach itself, but in a failure to understand the constraints to capacity development and a consequent misdirection of effort. Policy analysis capacity is developed as an example. Policy analysis requires skills and abilities that public sector institutions in developing countries cannot sustain, owing to a combination of structural and organizational factors, among which personnel constraints are key. These factors inhibit the effectiveness of the standard approach, which seeks to establish analytic capacity within a specialized government unit (‘internal’ capacity). An alternative approach is to build ‘process’ capacity—the ability to get analysis done by other institutions, rather than the ability to do analysis internally. AbstractFormal evaluation has now become well established in the Overseas Development Administration (ODA) which has a separate Evaluation Department with an annual budget of £300,000 for commissioned studies. This enables about twenty to twenty‐five evaluations to be carried out annually, usually by mixed ODA/outside teams. The reports are submitted to ODA'S Projects and Evaluation Committee and are usually made available to people with a professional interest. Many useful lessons have been learnt not only about ODA'S internal aid procedures, but also about factors that affect the success or otherwise of projects and programmes and also concerning aid and development strategy as a whole. The evaluations have led to improved monitoring, greater emphasis on sociological and environmental factors, greater awareness of the need to associate manpower and training with capital aid, and more appreciation of the need to look at projects in their wider conte

AbstractThis paper identifies from studies made of specific schemes the major social and administrative problems confronting the improvement and extension of small‐scale irrigation in Africa. The first section reviews the studies and notes the conclusions to be drawn from each separate one. Underlying these separate conclusions six general problems are identified and in the second section of the article each of these six is elaborated and discussed: the relation between the direct producer'S benefit and wider social benefits: problems of control, commitment to hierarchy, the working of production units, and how to learn from farmers in respect of water use; and finally the general problem of how to plan for the further change that follows after irrigation is introduce

AbstractReform in public administration has been pursued in India since 1947 and received particular attention since the 1960s. The approach in the 1940s and 1950s was to hold inquiries into different facets of administration, then in the 1960s the strategy was adopted of having an administrative reforms commission with terms of reference which gave it uniquely wide powers and an opportunity to recommend an overhaul in the country's administration. Its recommendations were, indeed, far reaching, but the failure of its report to result in significant reforms being implemented has contributed to a change in emphasis in the 1970s. Attention has come to be directed once more to administrative improvements at the microlevel, and there are a number of significant criticisms to be made of these currently continuing approaches to improvement and reform.

AbstractLocal government throughout Nigeria was reconstituted on a uniform basis in 1976. The 1979 Constitution then empowered state governments to create new local governments. This article describes how the state governments have used their authority to proliferate the number of local governments; it explains the reasons for doing this both on the part of state governments and on that of local communities. The drive to create additional local governments has derived in part from a desire to promote local level development, yet enquiries into the managerial capacity of existing local governments suggest that this expectation will be frustrated.

AbstractCorruption is one of the foremost problems facing policy‐makers and managers in developing countries, but it is a remarkably difficult one to study. This case study—an actual episode that has been disguised to preserve confidentiality—provides a vehicle for illustrating both the application of analytical tools to corruption and the importance of practical issues of implementation and politics.
